BE IT RESOLVED , by the council of the town of Leesburg ,
in Virginia , that the New Seagrave Pumper No . 1 , Model •lO ,
which was recently delivered to the said town , be and the
same Fs hereby accepted , subject to acceptance of same by
the Leesburg Fire Company and subject also to receipt of a
written approval of said pumper , of the •underwriters test.
• BE IT FURTHER RESOLVED , by the said council , that the
Auditor-Treasurer be and heris hereby authorized and directed
to pay the Seagrave Company the sum of $3,250.00 in full pay-
ment
'
of the town ' s part of the purchase of the aforesaid pump-
er , within thirty days from the date the said pumper is
accepted by the Leesburg Fire Company , provided said Fire
- Company pays the balance of the said purchase price within
said period of thirty days from its acceptance of said pumper.
There being no further business , on motion , the Council
adjourned . a

At a regular meeting of the Mayor 'and Town Council of
the Town of Leesburg , In Virginia ; held in the Council Chamber on
Monday , December 27 , 1937 , at 7 :30 P. M. there were present ; Lucas
D. Phillips , Mayor; Louis T. Titus , Recorder , and Roy 'M. Flippo ,
L. S. .Hutchison , L. C . Rollins , J. D. Taylor and Joseph H. 'Turley,
Councilmen.

The minutes thf the last meeting were read and approved. '
The Ehcorder read the report of the Southeastern Under-
writers Association , Dated December 17 ; 1937 of the Leesburg Pumper
number 1 recently purchased by the town of Leesburg.
It was moved by Councilman Turley , seconded 'by Councilman -
Hutchison , and unanimously carried that -the following Resolution be
passed ; •

WHEREAS , B. Powell Harrison , Jr. , has this day presented
to the couidcil 'of the town of Leesburg , in Virginia ; a thorough
analysis of the insurance carried by the said town on the
property belonging to the town and recommendations and suggest-
ions for changes in policies to save money for the town and
give it better protection : now, •
THEREFORE BE IT UNANIMOUSLY RESOLVED , by the council of
the town of Leesburg, in Virginia , that the analysis of B.
Powell Harrison Jr. , on insurance on the town ' s property ,
together with recommendations and suggestions , be -and the same IIis hereby accepted and filed with the records of the town.
BE IT FURTHER UNANIMOUSLY RESOLVED by the said coui7cil
and Mayor of the said town that we hereby express our thanks
and appreciation to Mr. Harrison for his interest and work in
preparing and submitting the said report to the town of Leesburg.
Mr. Wesley Dodd appeared before the council and explained
that he had been asked to examine the to*trwater tank and
estimate the cost of any needed repatfs to the roof. He 'also
suggested that the town employ a qualified inspector and have
the tank thoroughly inspected .

On motion of Councilman Hutchison ; seconded by Councilman
Turley and unanimously carried , the following Ordinance was adopted.
BE IT ORDAINED, by the council of the town of -Leesburg ,
in Virginia , that the water committee be and it is hereby
authorized and instructed to select and employ a competent and •
qualified engineer to make a thorough inspection of the town ' s
water tank and structure on which said tank rests , and report
to the coubcil in respect to the condition of said tank and
structure .
It was moved by Councilman Hutchison , seconded by Council-
man Flippo and unanimously carried that the following Ordinance be
adopted;
. BE IT OF.DAINED ,By the council of the town of Leesburg,
in Virginia , that the Auditor-Treasurer be and he is hereby
authorized., instructed and directed to pay the premium on the
insurance due on January 1 , 1938 , on the town hall .
On motion of Councilman Turley , seconded by Councilman ,
Flippo , and unanimously carried the following Resclution wa'sspsssed. ;
WHEREAS the Rotary Club of the Town of Leesburg erected
a Christmas tree on the Courthouse lawn and the Business men of
the' to;n erected decorations on King and Market Streets for the
purpose of beautifying the Town for the Christmas Season of the
year 1937 ; and
WHEREAS, the said Christmas tree and decorations added a
great deal toward making the . town attractive to the residents
and visitors as well as creating a community spirit of friend-
ship and cooperation :
• NOW, THEREFORE, BE IT UNDIMOUSLY RESOLVED by the Mayor and
' Council of the Town of Leesburg , in Virginia , that we hereby
express our appreciation for the interest of the Rotary Club
in erecting a Christmas tree on the Courthouse lawn and for the
Business men' s interest in erecting decorations on King and
Market Streets for the purpose of beautifying the town for the
Christmas Season of the year 1937 .
BE IT FURTHER RESOLVED; that a copy of this Resolution be
given to the press of Leesburg , Virginia. •
On motion of Councilman Flippo , seconded by Councilman
Hutchison , and unanimously carried , the following Ordinance was
adopted ; / ., 01
BE IT ORDAIDED, by the council of the town of Leesburg ,
in Virginia , that it shall be unlawful and constitute a
misdemeanor for any owner or occupant of any lot or property
in the town of Leesburg , Virginia , to cause or allow stagnant
water or any unwholesome substance or matter to remain or
accumulate- thereon or create or maintain within the corporate
limits of said town anything which may deemed a nuisance under
the common law or the statutes of Virginia ; and any person
convicted for the first offense under this Ordinance shall be
required to pay the court costs and to abate the unwholesome
condition or nuisance within the time prescribed by the: Mayor
or court trying the case and also by being fined not less than
• five dollars nor more than twenty dollars per day for each day
the said condition or nuisance is permitted to. exist after the
time allowed for its abatement , provided the said condition or
nuisance is not created or done maliciously", but if same is
created or done maliciously or it is a second offense , the
defendant shall be required to pay a fine of not less than ten
dollars nor more than one hundred dollars in addition to said
penalty for failure to abate the same within the time allowed .
• It was moved by Councilman Hutchison, secobded by Council-
man Turley , and unanimously carried , that the following Ordinance be
adopted ; •

BE IT ORDAINED, by the council of the town of Leesburg ,
in Virginia , that any person who shall without consent of the
owner or person in charge of a motor vehicle , Miler or semi -
. trailer , climb into or upon such motor .vehicle , trailer or semi--
trailer with the intent to commit any drime , malicious mischief,
or injury thereto , or who ; While a motor vehicle , trailer or semi-
trailer is at rest and unattended ; shall attempt to manipulate
any of the levers , starting crank or other device , brakes ; or
mechanism thereof or to set said motor vehicle , tra*ler or semi '
trailer in motion , shall be guilty of a misdemeanor , and upon

conviction for a first offense be punished by a fine of not less
than five dollars nor more than nne hundred dollars , or by
imprisonment in jail for not less than one nor more than ten days ,
or by both such fine and imprisonment ; and for a second such
conviction within one year such person shall be punished by a
_ fine of not less than ten dollars nor more than two hundred
dollars ; or by imprisonment in jail for not less than one nor ..
more than twenty days , or by both such fine and imprisonment ;
and for a third or subsequent conviction within one year such
person shall be punished by a fine of not less than twenty-five
dollars nor more than five hundred dollars or by imprisonment
in jail for not less than ten days nor more than six months , or
by both such fine and imprisonment ; except that the foregoing
provisions shall not apply when such act is done in an
emergency or in furtherance of public safety or by or under the
direction of an officer in the regulation of traffic of
performance of any other official duties.
On motion of Uouncilman Flippo , seconded by Councilman
Hutchison; and unanimously carried , the following Ordinance was
adopted ;
- BE IT ORDAINED, by the couneil of the town of Leesburg ,
in Virginia ,that any person who shall take , drive or use a
motor vehicle ; trailer , or semi-trailer not his own, without
the consent of the owner thereof and in the absence of the
owner , and with intent to temporarily deprive the owner thereof
of his possession thereof, without intent to steal the same ;
shall be guilty of a misdemeanor and shall be punished by a
fine of not less than ten dollars nor more than five hundred
dollars , or by imprisonment. for not less than ten days nor
more than twelve months , either or both , in the descretion
of the Mayor or court trying the case. The consent of the
owner of a motor vehicle , trailer or semi-trailer to its taking ;
driving or using shall not in any case be presumed or implied
because Of such owner ' s consent on a previous occasion to the
taking , driving or using of such motor. vehicle , trailer or
semi-trailer by the same or a different person. Any person who
assists in , or is a party or accessory to , or an accomplice
in , any such unauthorized taking , driving or using , shall also
be guilty of a misdemeanor and shall be subject to the same
punishment as if he were the principal offender , as above
provided .
It was moved by Councilman Hutchison , seconded by Council
man Flippo , and unanimously carried , that' the following Ordinance be
adopted ; ,1 _
BE IT ORDAINED, by the council of thegtown of Leesburg,
in Virginia , that it shall be unlawful for the driver or
operator of any motot vehicle or other vehicle , which shall have
run into , over , or collided with , or in any way injured any
person , persons or property upon the public highways , streets e& '"
or alleys of this town, to fail to stop such vehicle and
return to the place of the accident and render such aid and
assistance to the person; persons or property so injured as
may be necessary or possible under the circumstances , giving
his name and address to the person or persons so injured. •
Any person violating any of the provisions of this
Ordinance shall be guilty of a misdemeanor , and upon convict-
ion shall be fined not more than two hundred dollars , or be
imprisoned not exceeding one year , or both.

On motion of Councilman Rollins , seconded by Councilman
Turley and unanimously carried , the following Ordinance was adopted;
BE IT ORDAONED , by the council of the town -of Leesburg ,
in Virginia , that the Auditor-Treasurer be and he is hereby
authorized , instructed and directed to pay the following bills ;
The Chesapeake & Potomac Telephone Company - - - $ 1.45
E. P . Crouch .75

It was moved by Councilman Hutchison , seconded by Council-
man Flippo , and unanimously carried that the complaint of Mr. John
• Hill Carter in regard to his water bill be laid, on the table until
Mr. Carter shall appear before the Council to present his claim in
person.

• At a regular meeting of the Mayor and town Council of the
town of Leesburg , in Virginia , held in the Council Chamber on Monday,
January 10 , 1937 , at 7 :30 P. M. there were present , Lucas D. Phillips ,
Mayor ; Louis T . Titus , Recorder ; Roy M. Flippo , John T. Hourihane ,
• L. . C . Rollins , J. D. Taylor and Joseph H. Turley , Councilmen.
The minutes of the last meeting were read and approved.
The Recorder read a letter from the Capitol Greyhound Lines
in response to a resolution passed by the council on November 22 , 3937 ;
On motion of Councilman Flippo , •seconded by Councilman
Hourihane and unanimously carried the following Resolution was passed ;
WHEREAS, S. Atwood , a representative of the Universal
Refining Products Company , Inc: , of 1133 Broadway , New York,City,
N.. Y. , has informed the officials of the Town of Leesburg , in
Virginia , that the said Company will fornish the Town one
hundred ( 100) pounds of Kno Klog to be used by the said Town;
if and when it finds occasion to do so for the purpose of
cleaning roots or other substance out of a sewer pipe or line ; and
WHEREAS , the said company offers to ship the said one
hundred pounds of Kno flog to the Town of Leesburg and to pre -
pay the freight without any expense to the said town and permit
the same to be used for the purpose of giving it a trial with -
1- &t. out expense to the town unless after tisingathe same the town
officials are satisfied with the results ; and
WHEREAS ; if the officials of 'the sadd town are satisfied
with the result obtained from a tfial of the said Kno Klog in
cleaning a sewer pitt or line , the town is to pay the afore-
said company 22$ per pound for the aforesaid one hundred
pounds of Kno flog :
• NOP, THEREFORE, be it resolved by the caution of the tavn
