BE IT ORDAGNED , by the council of the town of Leesburg , in Virginia , that the Auditor-Treasurer be and he is hereby authorized , instructed and directed to pay the following bills ; The Chesapeake & Potomac Telephone Company - - - $ 1.45 H. P. Crouch • Total -- - .$ 2 .20 It was moved by Councilman Hutchison , seconded by Council- man Flippo , and unanimously carried that the complaint of Mr. John Hill Carter in regard to his water bill be laid on the table until Mr._ Carter shall appear before the Council to present his claim in person. . There being no further business , on motion duly madei, seconded and unanimously carried , the council adjourned . QQ oaei '✓ tAb c�S�l .CiG�w MAY E • •RECORDER • • JanuatyrlO ; 1938 • At a regular meeting of the Mayor and. town Council of the town of Leesburg , in Virginia , held in the Council Chamber on Monday, January 10 , 1937 , at 7 :30 P. M. there were present , Lucas D. Phillips , Mayor ; Louis T . Titus , Recorder ; Roy M. Flippo , John T. Hourihane , • L. . C . Rollins , J. D. Taylor and Joseph H. Turley , Councilmen. The minutes of the last meeting were read and approved. The Recorder read a letter from the Capitol Greyhound Lines in response to a resolution passed by the council or November 22 , 13937 ; On motion of. Councilman Flippo , -seconded by Councilman Hourihane and unanimously carried the following Resolution was passed ; WHEREAS, S. Atwood , a representative of the Universal Refining Products Company , Inc : , of 1133 Broadway , New York,City, N.- Y. , has informed the officials of the Town of Leesburg , in Virginia , that the said Company will fornish the Town one hundred ( 100) pounds of Kno Klog to be used by the said Town ; if and when it finds occasion to do so for the purpose of cleaning roots or other substance out of a sewer pipe or line ; and WHEREAS , the said company offers to ship the said one hundred pounds of Kno Klog to the Town of Leesburg and to pre - pay the freight without any expense to the said town and permit the same to be used for the purpose of givins it a trial with - ' Ica out expense to the town unless after t ingathe same the town officials are satisfied with the results ; an d WHEREAS ; if the officials of 'the s>add town are satisfied with the result obtained from a tfial of the said Kno Klog in cleaning a sewer pitt or line , the town is to pay the afore- said company 22¢ per pound for the aforesaid one hundred pounds of Kno Klog : NW'?, THEREFORE, be it resolved by the coubcil of the town of Leesburg , in Virginia , that the Auditor-Treasurer be and he 1.03 is hereby authorized and directed to receive one hundred pounds of Kno Klog without any expense or liability to the town until the same is given a trial for the purpose afore- said and found to be satisfactory by the officials of the said town , and if tried and found satisfactory by the town officials , the town will pay the Universal Refining Products Company , Inc: , 22, per pound for one hundred pounds of the said Kno Klog. BE IT FURTHER RESOLVED, that the Recorder be and he is hereby- authorized and directed to send a copy of this Resolution to the Universal Refining Products Company , Inc . , 1133 Broadway , New York City , N. Y. • It was moved by CouncilmanTurley , seconded by Councilman Taylor and unanimously carried that Auditor=Treasurer be instruct-- ed nstruct-ed to write to the League of Virginia Municipalities to secutein information in regard to liability insurance on fire trucks dm cities', counties and towns in Virginia. ______--- On motion of Councilman Taylor, seconded by Councilman Flippo and unanimously carried the following Ordinance was adopted ; BE IT ORDAINED ; by the council of the Town of Leesburg , in Virginia , that the Water Committee he and Ft is hereby authorized , instructed and directed to make , or have made , as often as it deems the same to be necessary , wise or expedient , by wmploying a suitable person or persons , a survey of the water equipment and facilities by or through . which water is used or obtained by any persons , firms , associations or corporations in or out of the town using. water from the town water system. BE IT FURTHER ORDAINED by the siad council of the Town of Leesburg , in Virginia , that tha Auditor-Treasurer be and • he is hereby authorized , instructed and directed to require any person , firm, association or corporation using water from the town water system to repair his or its facilities for obtaininh. water when he finds that water is. being. permitted to leak. or wasted through or by said facilities . by giving such person , firm, association or corporation not . less than five nor more than fifteen dayl8notice to make such repairs and , in the event such repairs are not made within the time allowed , the Auditor-Treasurer is hereby authorized , instructed and directed to cut off the water supply of such • . person; firm, association , or corporation fefusing to make said repairs until the same are made . BE IT FURTHER 0-s.DAINED; by the said council of the Town of Leesburg, in Virginia , that the Auditor-Treasurer be and he is hereby authorized , instructedand directed- to install , or have installed , a water meter .in the house or place .of business of any person , firm, association of corporation ,. :which has a cellar drainer or other pump qquipment operated by water from the town water-system. - BE IT FURTHER ORDAINED, by the skid council of the Town of Leesburg , in Virginia , that , if any person , firm, association , or corporation fefuses to permit the making of a survey of his or its equipment for receiving or obtaining water or the installation of a meter , the Auditor-Treasurer be and he is hereby authorized , instructed and directed to cut off the water supply of such person ; firm, association or corporation until such person, firm, association or corporation shall give his or its consent to the same . The Mayor stated that progress had been made in regard t the-'purchase of the lot known as the Fadley lot for a public park- ing lot for the town and that there is an adjoining lot tip this lot that can be purchased for a like sum:aAft.er some discussion of this matter it was decided -to have the necessary Ordinances and Res- olutions drawn and presented to the council .at its next meeting , in regard to the purchase of the said lots. . 109 The Auditor-Treasurer read his monthly report of the • receipts , disbursements and balance of the town. On motion of Councilman Turley seconded by. Councilman Hourihane and unanimously carried the following, Ordinance was . adopted ; BE IT ORDAINED , by the Council of the Town of Leesburg , ' in Virginia , that the Auditor-Treasurer be and he is hereby authirized , instructed and directed to pay the following bills ; • The Virginia Public Service Company (General Pumping ) $ 160 .54 ( Street Lighting) 119 .62 (Whiteway Lighting) - 89 : 50 (Mayor ' s Office & Fire House ) - - - - 13. 53 • (Harrison Pumping) 1.00 Whitmore & Armfield 207 . 50 General Electric Company 10.84 Standard Oil Company 2 .63 Lloyd Slack 58.00 J. Bullock . 5.50 111Harrison Smith 2.10 Quaker City Rubber Company 550.00 Eureka Fire Hose Division 550.00 Total $ 1 ,921.18 It was moved by Councilman Flippo , seconded by Councilman Taylor and unanimously 'carried that the following Ptedolutionbbe adopted ; BE IT RESOLVED , by the council of 'the town of Leesburg, in Virgitia , that the Street Committee for the part of the Town of Leesburg South of Market Street be and it is hereby authorized to 'repair of have repaired the street and gutter on the Southern part of Market Street at the intersection of • ~Market and Wirt Streets.
