February 14 , 1938
At a regular meeting of the Mayor and Town Council of the
town of Leesburg , in Virginia , held- in the Council Chamber on Monday
February , 14 , 1936 . at 7 :30 P. M. , there were present ; Lucas D. Phfu ips ,
Mayor ;' Louis T. Titus , Recorder , Roy M. Flippo , L. S. Hutchison , L. C.
Rollins , J. D. Taylor and Joseph H. Turley , Councilmen.
The minutes . of the last meeting were read and approved.
Mr. John Hill Carter appeared before the council to make

, a claim 'in regard to his water bill and upon motion of Councilman
Turley , seconded by Councilman Rollins and unanimously carried , the
following Resolution was passed ; •
. WHEREAS , John Hill Carter was erroneously charged with
water for three meters instead of one in his building on the
East side of-King Street between Loudoun and Market Streets
.by reason of- the fact that he had borrowed two extra meters
for .the purpose of determining which of his tenants were
using the most water ; and
. WHEREAS , the said John Hill Carter paid the Town $13.50
instead of $5.20 the amount actually due :
NOW, THEREFORE , BE IT UPANIMOUSLY RESOLVED , by the Council
of the Town of Leesburg , in Virginia , that the Auditor-Treasurer
be and he is hereby authorized , instructed and directed to
refund to the said- John Hill Carter the sum of $8.30 which he
erroneously paid the Town as aforesaid.
Bids for pick-up truck , recently called for by the
Auditor-Treasurer were opened and are as follows ;

It was moved by Councilman Rollins , seconded by Council-
man Flippo and unanimously carried that the following Resolution
be passed ;
BE IT RESOLVED, by the council of the Town, of Leesburg, •
in Virginia , that the Equipment Committee be and it is hereby
authorized and empowered to purchase for' the town 'of Leesburg
a truck , commonly known as a pick-up truck, and have the same
properly lettered by placing the name of the town thereon.
It was moved by Councilman Turley seconded by Councilman
Hutchison and unanimously carried , that the following Resolution
be passed,
BE IT RESOLVED , by the council of the Town- of Leesburg ,
in Virginia , that the Auditor-Treasurer be and , he is hereby
authorized and empowered to sell the horse , cart and harness
belonging to the Town of Leesburg for the sum of One Hundred
Dollars T$100.00) cash and to deliver the said horse , cart
and harness to the purchaser upon the payment of the said
One Hundred Dollars ($100.00)
Councilman Hutchison inquired into the matter cf having
a wash rack installed at the Standard Oil Filling Station located
at the corner of Market and Wirt Streets , with regard to tapping the
sewer line etc.
The Auditor-Treasurer read his monthly report for the
Month of January.

On motion of Councilman Rollins seconded by Councilman
Turley;; and unanimously carried the Following Ordinance was adopted ; •
BE IT ORDAINED , by the council of the town of Leesburg
in Virginia , that the Auditor-Treasurer be and he is hereby
authorized , instructed and directed to pay the following bills ;

On motion of Councilman Flippo , seconded by Councilman •
Turley , and unanimously carried , the following Resolution was passed ;
WHEREAS , members of the Leesburg Fire Company held the
annual banquet of the said fire company at the high school auditorium
in Leesburg , Virginia , on the 10th. day of February , 1938 ; and
WHEREAS , the said banquet was attended by the volunteer
firemen of the said fire company , the 6ouncil , the Mayor , the
Recorder , the Auditor-Treasurer and the Town attorney and other
invited guests ; and
WHEREAS , the said banquet manifested a spirit of friend,
liness and cooperation among the members of the said fire company as
well as between the said fire company and the town of Leesburg :
ROW,TEEREFORE , BE IT UNANIMOUSLY RESOLVED;::by the council
amd Mayor of the Town of Leesburg , in Virginia , that we hereby
express our inited thanks to the members of the Leesburg. Fire
Company for their invitation to the aforesaid banquet and the
splendid work the said company has done in the past and we heartily
commend the members of the said company for the progress made by the
company in maintaining a splendid fire fighting personnel and
improving its fire fighting equipment.
BE IT FURTHER RESOLVED , that a copy of this Resolution be
sent to the Chief of the Leesburg Fire Company .
There being no further business , on motion duly made ;
seconded and carried , the council adjourned .
