HomeMy Public PortalAbout1938_02_28 115: February 28 , 1936 At a regular meeting of the Mayor and Town Council of the town of Leesburg , in Virginia , held in the Council Chamber on Monday , February 28 , 1938 , at 7 :30 F. M. , there were present , Lucas D.. Phillips Mayor ; Louis T . Titus , Recorder , Roy 14. Flippo , Lawrence S. Hutchison , L. C . Rollins , J . D. Taylor and Joseph B. Hurley , Councilmen. • The minutes of the last meeting were reed and approved. The recorder read the resignation of Mr. John F. Thompson , Town Sergeant and upon 'motion of Councilman Turley , . seconded by Councilman Rollins and unanimously carried the folflwing Resolution was passed ; WHEREAS , John F. Thompson , Town Sergeant , has submitted • his written resignation , dated February 17 , 1938 , to the Llayor and Council of the Town of Leesburg , in Virginia ; and WHEREAS , the said John F. Thompson states that the condition of his health is the primary reason for his resignation : NOW, THEREFORE , BE IT RESOLVED by the Council of the Town of Leesburg , in Virginia , that the aforesaid resignation of John F. Thompson , Town Sergeant , be and the same is hereby accepted . BE IT FURTHER UNANUMOUSLY RESOLVED by the council of the Town of Leesburg , in Virginia that the council hereby expresses its gratitude to the said John F. Thompson for his long and devoted services to the town of Leesburg , and its regrets for his resignation because of ill health. BE IT FURTHER UeA_N1Me USLY RESOLVED by the council of the ' Town of Leesburg , in Virginia , that the Recorder be and he is hereby authorized and instructed to send a copy of this Resolution to the said John F. Thompson. It was moved by Councilman Hutchison , seconded by Ceouncil- man Turley and unanimously carried that the following Resolution be passed ; • WHEREAS , LUCAS D. PRELLIFS , Mayor , and Louis T. Titus , Recorder , were appointed by the council as a committee by a resolution passed by the said council on the -24th. day of January , 1938 , to investigate the possibility of securing a reduction of the interest rate on the Town Water Bonds from 4 1/2 per cent to 3 per cent ; and WHEREAS , the said committee has reported to the council that the present holders of the said bonds have agreed to accept 3 percent- in lieu of 4 1/2 per cent interest on the • said bonds and permit the Town to retain the privklege of paying off any or all of said bonds at any time it may desire to do so : NOW? THEREFORE? BE IT UNANIMOUSLY RESOLVED , by- the council of the Town of Leesburg , in Virginia that the Auditor-Treasurer be and he is hereby authorized , instructed and directed to sign the name of the Town to the necessary agreements between the said Town and the present holders of the aforesaid :bonds obligating the holders of the said bonds to accept 3 per cent interest' on the said bonds in lieu of the present rate of 4 1/2 percent , but said agreements shall not be signed by the said • Auditor_Treasurer until sande have been approved by Stilson E. Hall , Town Attorney. C ; •. It was moved by Councilman Hutchison , seconded by Council- man Flippo and unanimpusly carried that the. Recorder be instructed to obtain information in regard to liability and property damage insurance on the Town' s fire trucks and the Dodge pick-up truck recently purchased by the town. . 116 On motion. of Councilman Hutchison seconded by Council- man Flippo and unanimously carried , the following Resolution was passed ; BE IT RESOLVED , by the Council of the Torn of Leesburg, in Virginia , that the Auditor-Treasurer be and he is hereh$ authorized , instructed and directed to have the pavementt, i rcd repaired at the Odd Fellows Hall on Wirt Street , where the drainage from the property of Mrs . Emma S. Franklin has damaged the aforesaid pavement. It was moved by Councilman Turley seconded by Councilman Tayl bxsand unanimously carried that the following Ordinance be adopted ; BE IT ORDAINED , by the Council of the Town of Leesburg , in Virginia , that the Auditor-Treasurer be and he is hereby authorized and instructed and directed to pay the following bills ; L. A. Scott $ 46. 50 • M. D. Bell 6:00 . E. S. Adrain, Sheriff 255; 75 Total - , 30� 8.25 There being no further business , on motion duly made , seconded and carried , the coutcil adjourned . MAYOR RECORDER II• f March 14 , 1938 At a regular meeting of the Mayor and To*n Council of the Town of Leesburg , in Viginia , held in the Council Chamber on Monday March 14 , 1938 at 7 :30 P. M. there were present ; Lucas D. Phillips , • Mayor , Louis T. Titus , Recorder ; Roy M. Flippo , L. C. Rollins , J. D. Taylor and Joseph H. Turley , Councilmen. The minutes of the last meeting were read and approved. The Yecordervread letters from Moore Clemens o: Company and N. E: Hawthorne in regard to liability and property damage on the Town' s fire trucks and liability and property damage insurance and fire and theft insurance on the Town ' s pick-up truck. v Mr. N. B. Hawthorne appeared before the, Council to answer any questions that might he asked in regard to the aforesaid • insurance. The matter of purchasing insurance aforesaid was laid cn • the table until the next meeting. Mr. J. E. Cavindss appeared in the interest of having a sewer nusience , in the rear of his property abated. Fe also suggested that the Council take action to erect a .new sewer system g and disposal plant for the entire town within the near future . Mr. L.T . Fry appeared as a committee from the Fire Company that the Council make changes at the entrance doors of the Fire house to enable. the fire trucks to enter without possible damage to the trucks, and upon motion of Councilman Taylor , seconded by Councilman Flippo and unanimously carried the following Resolution was passed ;
