HomeMy Public PortalAbout1938_03_14 116 • On motion. of Councilman Hutchison seconded by Council- man Flippo and unanimously carried , the following Resolution was passed ; BE IT RESOLVED , by the Council of the Toan of Leesburg, in Virginia , that the Auditor-Treasurer be and he is hereb$ authorized , instructed and directed to have the pavementt, aircc •repaired at the Odd Fellows Hall on Wirt Street , where the drainage from the property of Mrs . Emma S. Franklin has damaged the aforesaid pavement. It was moved by Councilman Turley seconded by Councilman Tay.abi•sand unanimously carried that the following Ordinance be adopted ; BE IT ORDAIIED , by the Council of the Town _ of Leesburg , in Virginia , that the Auditor-Treasurer be and he is hereby authorized and instructed and directed to pay the following bills ; L. A. Scott $ 46 . 50 D. Bell 6;00 . E. S. Adrain , Sheriff 255: 75 Total - 1-So-8-TE There being no further business , on motion duly made , seconded and carried , the coutcil adjourned . MAYOR RECORDER II • • J March 14 , 1938 • • • At a regular meeting of the Mayor and Toivn Council of the . Town of Leesburg , in Viginia , held in the Ctuncil Chamber on Monday • . March 14 ; 1938 at 7 :30 P. M. there were present ; Lucas D. Phillips , • Mayor , Louis T. Titus , Recorder ; Roy M. Flippo , L. C. Rollins , J . D. Taylor and Joseph H. Turley , Councilmen. The minutes of the last meeting were read and approved. The Yecordervread letters from Moore Clemens & Company and N . B; Hawthorne in regard to liability and property damage on the Town' s fire trucks and liability and property damage insurance and fire and theft insurance on the Town ' s pick-up truck. • Mr. Id. B. Hawthorne appeared before the Council to answer any questions that might he asked in regard to the aforesaid insurance. • The matter of purchasing insurance sforesaid was laid en the table until the next meeting. Mr. J. E. Cavindss appeared in the interest of having a sewer nusiance , in the rear of his property abated . Fe also suggested that the Council take action to erect a pew sewer system Q and disposal plant for the entire town within the near future . • Mr. L.T . Fry appeared as a committee from the Fire Company that the Council make changes at the entrance doors of the Fire house to enable. the fire trucks to enter without possible damage to the trucks, and upon motion of Councilman Taylor , seconded by Councilman Flippo and unanimously carried the following. Resolution was passed ; • • 117 • • • BE IT RESOLVED , by the Council of the Town of Leesburg , 'in Virginia that the Fire Committee be and is hebeby instructed to • investigate and report its findings to the Council , the necessary repairs to the fire house witch will enable the fire trucks to -enter without possibility of damage . • It was moved by Councilman Taylor , seconded by Councilman Flippo and unanimously carried that the following Ordinance be adopted ;u3) ` BE IT ORDAINED, by the council of the town of Leesburg , in Virginia , ' that the Auditor-Treasurer be and he is hereby authorized and smpbwerbddto employ additional men to assist - in cleaning -and repairing the streets and doing Other necessary work for the town when he deems the same to be necessary to keep the streets clean and in a proper state of repair and the other work of the .town done at the proper time ; and the - said AuditortTreasurer is authorized _to pay weekly. such • additional men as he may employ , but he shall not pay more . than $2.00 per day , for nine (9 ) hours , for ordinary labor. The matter of Repairing the street in front of the property of Lucy Harris was feferred to the street committee . On motion of Councilman Taylor , seconded by .Councilman I4ollins and unanimously carried the following Ordinance was adopted ; • BE IT ORDAINED , by the Council of the town of Leesburg , in Virginia , that M. .D.' Atwell be and he is hereby employed as night-watchman for the town fromthe date of this Ordinance for a period of six months . Said night-watchman ' s duty shall consist of policing the town of Leesburg , Virginia. His salary shall be $90.00 per month. It was moved by CouncilmanTurley seconded by Councilman Taylor and unanimously carried that the following Ordinance be adopted ; BE IT ORDAINED , by the Council of the town of Leesburg , . in Virginiatthat the Auditor-Treasurer be and he is hereby authorized and instructed to purchase two ( 2) pairs of handcuffs for the use of the Town ' s police force . ON Motion of Councilman Turley seconded by Councilman Taylor and unanimously carried , the following Ordinance was adopted ; BE IT ORDAINED , by the Council of the- Town 6f Leesburg , in Virginia ' that the Auditor-Treasurer be and he is hereby authorized and instructed and directed to pay the sum of 40. 00 ' (forty dollars) to Mr. M. D. Atwell as additioial compensation for substituting as town sergeant during the illness of Mr. ` John F. Thompson. • It was moved by Councilman Flippo seconded by Councilman Taylor and unanimously carried', that the following Ordinance be adopted ; • BE IT ORDAINED , by the Council of the town of Leesburg , in Virginia that the Auditor-Treasurer be and he is hereby authorized and instructed and directed to purchase the -necessary paint for traffic marking within the town._ The Auditor-Treasurer read his monthly report for the month of February. Reed ±20.10 Total - - - - $ 556 .12 The Auditor-Treasurer read his quarterly statement and upon motion of Councilman Turley seconded by Councilman Flippo and unanimously carried the following Resolution was passed ; WHEREAS , the Auditor Treasurer has this day presented to ' the .Council of the Town of Leesburg , in• Virginia , a quarterly statement of all receipts and an analysis of all disbursements for the Months of December1937 , January and. February 1938 : • - Now therefore , BE IT RESOLVED , by the Councilmof the Town of Leesburg, in Virginia , that the said quarterly report of the Auditor-Treasurer , be end the same is hereby unanimously accepted • and approved by the said council. BE IT FUBTHEI: RESOLVED; by the said council that the Auditor-Treasurer be and he is hereby authorized and. directed to have a copy of the said quarterly report published once in The Loudoun News , a newspaper published in -said town and also post a copS of the said quarterly report in front of the courthouse of the said town. The Auditor-Treasurer read the proposed budget for the town for the year beginning July 1 , 1938 and ending June 30 ; 1939; and upon motion of Councilman Rollins , seconded by Councilman Taylor and unanimously carried , the following Resolution was passed ; BE IT RESOLVED, by the Council of the Town of Leesburg , in Virginia , that the following proposed budget , including a synopsis of receipts and disbursements from March , 1 , 1937 , . to February 26 ,' 1938 , and estimated receipts and disbursements from July, 1 , 1936 to June 30 , 1939 , be published by one inser- tion in the Loudoun Times Mirror , a newspaper published in Leesburg , Virginia : - . 119• Actual Estimated. M. , for the purpose of giving any citizen of the town the right to appear before the Council and state his views. on the afore- said proposed budget.
