April 25 , 1936 -
At a regular meeting of the Mayor and Town Council of the
Toan of Leesburg , in Virginia held in the Council Chamber on Monday 4
April 25 , 1936 at 7 :30 P. M. there were present ; Lucas 'D. Phillips ,
:.Sayor ; Louis Titus , Recorder ; Roy M. Flippo , John T . Hourihane ,
Lawrence S. Hutchison , L. C. Rollins , J. D. Taylor and Joseph H.
Turley , Councilmen.

.The minutes of the last meeting were read and approved .
On motion of i.ouncilman Hutchison seconded by Councilman
Flippo and unanimously carried the following Resolution was passed ;
BE IT RESOLVED. By the Council of the Town of Leesburg ,
in Virginia ,that the meeting time for the said Council be
and the same is herebt, changed to 8 :00 P. M. nntiihthe Winter
months, beginning at the next regular meeting on the Second
Monday in May 1936.
On motion of Councilman Turley seconded by Councilman
Flippo and unanimously carried the following Resolution was passed ;
BE IT RESOLVED, by the Council of the Town of Leesburg
in Virginia , thatbthe Town Hall Committee be and it is hereby
authorized , instructed and directed to purchase the necessary
paint for the purpose of painting the Council Chamber and the
room in which a pool room is now operated in the Town Hall
building and the windows and doors to the Town Hall and employ
a person or persons to paint the said rooms , windows ,and doors
and to make the necessary repairs to the walls in the said rooms
• before having -same painted and the Auditor-Treasurer is thereby
authorized and directed to draw a check or checks in payment
of the paint to be purchased by the said Town Hall Committee for
the purpose aforesaid and to pay such person or persons as the
said Town Hall Committee employs to repair said walls and paint
said rooms , doors , and windows.
On motion of Councilman Hutchison seconded by Councilman
Flippo and unanimously carried the following Resolution was passed ;
BE IT RESOLVED, by the Council of the Town of Leesburg ,
in Virginia . that the Committee for streets North of Market
streets proceed to have a curb and gutter laid on the West side
of .Vest North street and said committee to cooperate with
State Highway Engineer Mr. A. C. Arnold in having the aforesaid
work done .
On motion of Councilman Hourihane seconded by Councilman
Burley and unanimously carried SEn the following Resolution Was passed ;
Whereaa, the Council of the Town of Leesburg , in Virginia , •
is interested in seeing the citizens of the Town cooperate by
• each resident or property owner cleaning and painting his or her
property for the purpose of making the Town more attractive and
sanitary ; and
•
Whereas , the citizens of the Town have always shown a
deposition to cooperate with each other and the Town in having
designated annually a week known as "Clean up and paint up week':

h'ow, therefore , be it unanimously Resolved by the Council of
the Town of Leesburg , in Virginia , that the First week in May ,
1936 be and the same is hereby designated as "Clean up and paint
up week" and the property owners and residents of the Town are
hereby requested to make a special effort to clean up their
properties during the said "Clean up and paint up week" for the
purpose of making the Town more attractive and sanitary.

Be it further Resolved .by the council of the said Town of
Leesburg , in Virginia , that the Auditor-Treasurer be and he is
hereby authorized , instructed and directed to purohase , give

and deliver one peck of lime to the owner or occupant of each
property who shall request the same during "Clean up and paint
up week" .

Be it further resolved by the council of the said town that
the Auditor-Treasurer be and he is hereby authorized to have
printed and distributed appropriate posters for the purpose of
Informing the public that the first week in May 1938 has been
designated as "Clean up and paint up week- ,
There being no further bisiness , on motion duly made ,
seconded and carried the Council adjourned.

• At a regular meeting of the Mayor and Town Councilof the
Town of Leesburg , in Virginia , held in the Council Chamber on Monday
May 9 , 1938 at 8 :00 N. M. . there were present ; Lucas D. Phillips , I.'ayor,
Louis T. Titus , Recorder ; Roy M. Flippo , John T. Hourihane , . L. C.
• Rollins . J: D. •Taylor and Joseph H. Turley , Councilmen.

The minutes of the last. meeting were read and laid on the
table for further consideration.
Mr. J. S. Whitmore appeared and presented a petition from
a number of the business interests in the town- of Leesburg in regard
to traffic violations and the purchase of a parking lot for the town.
This pepition may be found in the files of the Recorder. No action taken.
On motion of Councilman Turley seconded by Councilman ,
- Flippo and unanimously carried the following Resolution was passed ;
Whereas , the officials of the Town of Leesburg , have been
requested by. H. T. Cole , Regional Director for the "Federal
Emergency Administration of Public Works" with offices at 720 •
Citizens and Southern National Bank Building , Atlanta , Ga. , by
letter of April 23 , 1936 , that "Legislation is now pending before
the Congress of the United States providing for Federal aid in
a further construction program under the supervision of the Public
, Works Administration , " and
Whereas , ,the Council of the Town of Leesburg , is interested
in seeing a sewer system and disposal plant constructed within the
said Town and believes that it is possible that the voters of the
said Town would approve of the installation of a modern and up-to-
date sewer system and disposal plant should the same be submitted
• to them for a vote , provided the costs of the same would not be
excessive. •
Now, therefore , be it Resolved by . the Council of the Town of
• Leesburg , in Virginia , that the said Corincil requests the
Feneral . Emergency Administration of Public Works to place the name
of the said Town on its list as ajprospective borrower of enough
money to install a modern and up-to-date sewer system and disposal
plant , the estimated costs of wLich is approximately $141 ,000.00.
Be it further Resolved by the Council of the said Town that
the Recorder be and he is hereby authorized , instructed and
directed to send a copy of this Resolution to the Federal Emergency
Administration of Public Works at its aforesaid office in Atlanta ,
Ga.
