PP� y MAY.: h�/�c/ .• uECO DER • • • May 9 , 1938 • At a regular meeting of the Mayor and Town Council of the Tovm of Leesburg , in Virginia , held in the Council Chamber on Monday May 9 , 1938 at 8 :00 P1.1 M. . there were present ; Lucas D. Phillips , Mayor , Louis T . Titus , Recorder ; Roy M. Flippo , John T. Hourihane , . L. C. • ' Rollins; J . D. .Taylor and Joseph H. Turley , Councilmen. The minutes of the last meeting were read and laid on the table for further consideration. • Mr. J . S. Whitmore appeared and presented a petition from a number of the business interests in the town- of Leesburg in regard to traffic violations and the purchase of a parking lot for the town. This petition may be found in the files of the Recorder. No action taken. On motion of Councilman Turley seconded by Councilman , • - Flippo and unanimously carried the following Resolution was passed ; Whereas , the officials of the Town of Leesburg , have been requested by H. T. Cole , Regional Director for the "Federal Emergency Administration of Public Works" with offices at 720 Citizens and Southern Rational Bank .Building , Atlanta , Ga. , by letter of April 23 , 1938 , that "Legislation is now pending before the Congress of the United States providing for Federal aid in a further construction program under the supervision of the Public • Works Administration , " and • • Whereas , ;the Council of the Town of Leesburg , is interested in seeing a sewer system and disposal plant constructed within the said Town and believes that it is possible that the voters of the said Town would approve of the installation of a modern and up-to- date sewer system and disposal plant should the same be submitted to themfor a vote , provided the costs of the same would not be ' . excessive. • Now, therefore , be it Resolved by . the Council of the Town of Leesburg , in Virginia , that the said Cotincil requests the Feueral . Emergency Administration of Public Works to place the name of the said Town on its list as a-prospective borrower of enough money to install a modern and up-to-date sewer system and disposal plant , the estimated costs of wiich is approximately $141 ,000.00. • • Be it further Resolved by the Council of the said Town that the Recorder be and he is hereby authorized , instructed and directed to send a copy of this Resolution to the Federal Emergency Administration of Public Works at its aforesaid office in Atlanta , Ga. 128 Bids were read for repairing and painting the water tank and understructure which- are as follows ; W. R. Marsh O 285.00 0. K. Wilson 200;00 Mr. 0. K. Wilson was present and presented his bid and after some discussion of the matter upon motion of Councilman Taylor seconded by Councilman nourihane and unanimously carried , the following resolution was passed ; Whereas , at the last regular meeting of the Council , the Weter Committee was authorized and instructed to secure bids for the costs of repairing and painting of the town water tower and tank ; and Whereas , the siad committee has received a bid dated May 5, 1938 , from Owen K. Wilson , Jr. , of Fredericksburg , Virginia , to repair and paint the said water tank and understructure- for the sum of Two Hundred Dollars ($200.00) ; and • Whereas , the said bid requires the Town to furnish all necessary paints , oils and other materials for repairing and painting the said water tank and understructure ; and Whereas , the said bid of the said Owen Y. Wilson , Jr , is in writing and dated May 5 , 1938 , and been filed with the Recorder : Now, . therefore , be it Resolved by the, Council of the said . Town , . of Leesburg, in Virginia , that the Water Committee be and it is hereby authorizea to accept the said bid of Owen K.. "ilson , Jr: to repair , improve and paint the town water tank and under-structure thereof for the sum of Two Hundred Dollars ($200.00) and to purchase the necessary materialh , oils and paint for the purpose of making said repairs to and painting the said tank and under- structure in accordance with the terms of the said written offer dates May a, 1938. Be it further Resolved by the said Council of the Town of Leesburg , in Virginia , that the Auditor-Treasurer , be and he is hereby authorized , instructed and directed to pay the said Owen B. • Wilson, Jr. , the sum of Two Hundred Dollars ( $200.00 within twenty- four ( 24) hours after he has repaired and painted the Said Town water tank and understructure inaccordance with his said •bid . Be it further Resolved by the Council of the said Town of - Leesburg , mei Virginia , that the said Committee shall , subject to the approval of Stilson H. Hall , Town Attorney , enter into a • written agreement with the said Owen K. Wilson , Jr. , for the purpose of relieving the Town of any liability as a result of the aforesaid repairing and painting work to be done by the said Owen E. Wilson , Jr. , which agreement the Auditor-Treasurer is authorized to sign for the Town of Leesburg. The Auditor-Treasurer read his monthly report for the month • of April. On motion of Councilman Rollins seconded by Councilman Turley and unanimously carried , the following Resolution ties passed ; BE IT RESOLVED, by the .Council of. the Town of Leesburg , in Virginia , that the light Committee be and it is hereby authorized , instructed and directed to have a street light installed on North Liberty Street extended. Poston 52 .96 Total - - -$ 722.62 On motion of Councilman Turley seconded by Counailman Flippo and unanimously carried the following Resolution was• adopted ; BE IT RESOLVED, by the Council of the Town of Leesburg , in Virginia , that the Auditor-Treasurer be and he is hereby author- ized ,• instructed and directed to purchase fifty ( 50) feet of booster hose for the Leesburg Fire Company the price not to exceed 410 ( forty cents) per foot. There being no further business , on motion duly made , seconded and carried , the Council adjourned . 'MAYOR 1 RECORDER • • May 17 , 1938 At a Special meeting of the Mayor and Town Council of the Town of Leesburg , in Virginia held in the Council Chamber on Tuesday May 17 , 1938 at 7 : 30 P. M. for the purpose of giving the taxpayers and the public -an opportunity to discuss the proposed tax and license 'Ordinance previously published in a newspaper in the said town , there were present ; Lucas D. Phillips , Mayor , Louis T. Titus , Lecorder ; Boy M. Flippo , John T . Hourihane , L. S. Hutchison , L. C.; Rollins , J . D. Taylor and Joseph H. Tufley , Councilmen. Mr. Hphn R . Gill was the only person other that the town officials present. The minutes of the regular meeting held on Monday, April 25 , 'l938 , which had been held over for further consideration , were .read and approved. On motion of Councilman Hutchison seconded by Councilman Taylor and unanimously .carried , ,.the following l.esolution was passed ; BE IT RESOLVED , by the Council of the Town of Leesburg ,•
