• On motion of Councilman Turley seconded by Counailman Flippo
and unanimously carried the following Resolution was- adopted ;
BE IT RESOLVED , by the Council of the Town of Leesburg , in
Virginia , that the Auditor-Treasurer be and he is hereby author-
ized ,' instructed and directed to purchase fifty ( 50) feet of
booster hose for the Leesburg Fire Company the price not to
exceed 410 ( forty cents) per foot.
There being no further business , on motion duly made ,
seconded and carried , the Council adjourned .

May 17 ,. 1938
At a Special meeting of the Mayor and Town Council of the
Town of Leesburg , in Virginia held in the Council Chamber on Tuesday
May 17 , 1938 at 7:30 P. M. for the purpose of giving the taxpayers
and the public an opportunity to discuss the proposed tax and license
'Ordinance previously published in a newspaper in the said town , there
were present ; Lucas D. Phillips , Mayor , Louis T . Titus , Fecorder ;
Roy M. Flippo , John T . Hourihane , L. S. Hutchison , L. Ci Rollins ,
J . D. Taylor and Joseph H. Tufley , Councilmen. Mr. Hphn R. Gill was
the only person other that the town officials present. •
The minutes of the regular meeting held on Monday, April
25 , '1938 , :which had been held over for further consideration , were
.read and approved.
On motion of Councilman Hutchison seconded by Councilman
Taylor and unanimously .carried , ._the following Resolution was passed ;
BE IT RESOLVED , by the Council of the Tovm of Leesbu.rg ,•

in Virginia , that the Auditor-Treasurer be and he is hereby
• authorized- and instructed to have published , the required notice
in a newspaper in the said Town , and to receive bids at a time
to be designated in said notice for the removal of slop , rubbish,
trash and garbage for one year beginning July 1 , 1938 , and
• ending June 30 , 1939 , end the bid for hauling slop shall be
separate from the bid for hauling rubbish , trash and garbage ;
but the same persnn shall be- permitted to submit a bid for
hauling slop , rubbish , trash , and garbage.

On motion of Councilman Hutchison seconded, by Councilman
Hourihane and unanimously}carried the following Resolution was passed ;
WHEREAS , at the last regular meeting of the Council of the
Town of Leesburg , in Virginia , a petition , signed by a large portion
of the business men and business establishments in t1 Town of Leesburg ,
requesting , among other things , "that the tagging of out-of-town caws
for traffic violations , be stopped at once until some better plan can -
be devised ; " and
WHEREAS , while it is the desire of the Council for the Town
government to assume its responsibilityeln solving the traffic
question in a way that will carry out its duty to the community and
, to the State , The Council also desires to give those who signed the
said petition and other citizens of the Town and community an
opportunity to .present to the council a "better plan" for the
solution of the traffic problems in the Town of Leesburg :
NOW, THEREFORE , BE Li' RESOLVED , by the Council of the Town
of Leesburg , on Virginia , that the Auditor-Treasurer be and he is
hereby authorized and instructed to have published , a notice in a
weekly newspaper published in thessid town informing the public
that the said Council will hold a meeting in the Council Chamber of
the Town Hall Building in the said town at 8 :00 o 'clock P. M. on the
31st day of May, 1938 , for the purpose of giving those who signed the
said petition and other residents of the said town and consmmnity an
opportunity to appear before the council and present their views
and offer a solution for the present traffic problems in the Town
of Leesburg.
On motion of Councilman Turley seconded by Councilman
Hourihane and unanimously carried , the following Resolution was
passed ;
WHEREAS , the maintenance and improvement of the health of
the citizens of a town are among the greatest contributions that
can be made to the happiness and welfare of a community ; and
WHEREAS , Mrs . W. C. Eustis , has employed for many year a
nurse and furnished her with necessary medicine ans supplies
to look after and care for the people , in the Town of Leesburg '
and Loudoun County , who were unable to enjoy such benefits with-
out assistance from elsewhere ; and
WHEREAS , i,irs. W. C. Eustis has rendered a service of
inestimat-ible value to the people of the Town of Leesburg and
surrounding community in furnishing a nurse and supplies' for
the people of the said Town and community who would. have been
deprived of same without the generosity and benevolence of
Mrs. W. C. Eustus ;- and
WHEREAS , the said generosity and benevolence of Mrs. W. C .
Eustis has not gone unnoticed and appreciated by the people of
the Town of Leesburg , even though the Town ' s appreciation for
the same has .not been officially expressed :
- NOW; THEREFORE , BE IT UNANIMOUSLY RESOLVED, by the Mayor
and Council of the Town of Leesburg , in Virginia , that the-Mayer
and Council of the said Town wish to take this opportunity to
officially express the Town ' s appreciation to rrs . W. C. Eustis ,
for her interest in the people of the said town and Loudoun
• County by furnishing a nurse and supplies for the purpose of
treating and caring for many who otherwise would have been unable

to receive such care and treatment: .
BE IT FURTHER RESOLVED, by the Mayor and Council of the
said Town that it is our unanimous. opinion that the aforesaid
gift of Mrs. W. C . Eustis to the people of the said town has
been of inestimatable benefit to the Town by improving the
"health of its citizens and particularly those who needed help
but were unable to secure the same without assistance. .

IT FURTHERiESOLVED , by the Mayor and Council of the .
Tof Leesburg , in Virginia , that the Recorder be and he is
-hereby authorized and instructed to 'send a copy of this
Resolution to Mrs. W. C. Eustis. •
On motion of Councilman Hourihane seconded by Councilman
Taylor and unanimously carried the following Resolution was passed :
BE IT RESOLVED-, •by the Council of the Town of Leesburg , in---.
Virginia , that the license rate for carnivals is hereby changed
to seventy five ( 75) dollars per week. This change is hereby
changed to take effect at the passage of this resolution until
Jnly 1 , 1938 .

May 23 , 1938
At a regular meeting of the Mayor and Town Council of the
Town of Leesburg , in Virginia held in' the Council Chamber on Monday
May 23 , 1938 , at 8 :00 P. M. , there were present ; Lucas D. Phillips ,
Mayor , Louis T . Titus , Recorder ; Roy M. Flippo , John T. Hourihane ,
L. C. Rollins , J. D. Taylor and Joseph H. Turley , Councilmen.
The minutes of the regular meeting of May 9 , 1938 and the
special meeting of May 17 , 1938 were - read and -approved .
Mr. Isaac C. Frye appeared and asked the council to restrict
the closing hour of the restaurants in the town to 12 P.M. Saturday .
The council advised Mr. Fry- that his request would be considered Enid
brought up at a future meeting.
On motion of Councilman Turley, seconded by Councilman
Flippo and voted affirmatively upon by Councilmen Flippo., Hourihane ,
Rollins , Taylor and Turley , the following Resolution was passed ;
• 'WHEREES, the Finance Committee presented a proposed budget
' to the Council on the 14th day of March , 1938 , for the fiscal
year beginning July 1 , 1938, and ending June .30 , 1939 , which
said proposed budget is of record in the current record book
of the hecorder of the Town , at page 119 ; and .
WHEREAS , the said proposed budget -was advertised by one
dnsertion to the Loudoun-Times Mirror ,- a newspaper published
in the Town of Leesburg , in Virginia , on the day of March , 1
1938 , notifying the public that there would be a public
hearing on the said proposed• budget on the 5th hay of 'April ,
1938 ; and
•WHEREAS , the said public heaaing on the said proposed
budget was held on the 5th day of April , 1938 , and no objection
thereto was made by any citizen or tax=payer of the said town :
