May 31 , 1938
At a special meeting of the Mayor and Town Council of the
Town of Leesburg , in Virginia`held in the Council Chamber on Tuesday
May 31 , 1938 at 8 :00 P. M. for the purpose of giving the citizens
-of the Town of Leesburg and community an opportunity to discuss the
present parking problems of the Town, with the Council , there were
present ; Lucas D. Phillips Mayor , Louis T. Titus , Reeorder , Roy M.
Flippo ,' John T. Hourihane ,. Lawrence S. Hutchison , L. C. Rollins ,
: J . D. Taylor and Joseph H. Turley ; Councilmen.
Others present were ; Judge J. R. H. Alexander , Commonwealths
Attorney , Charles F. Harrison , J . S. Whitmore , Steve Savopoulos ,
T . W. Carter , -J . Gordon Thomas ,C. W. Fiske , Vernon Clagett , Louis
Atwell , George R. Hughes , Lloyd Slack , J. F. Thompson , John Gill ,
G . S. Myers , Arthur S. Junkins , W. D. Payne , Thomas Spates , Isadore
Ddnn, W. C. Whitmore , Dr. B. A. Brann, Lawrance Cooksey, T. H. Plaster ,
and Nels P. Neilsen.
• The meeting. was called to order by the Mayor whom stated
the purpose of the- meeting and made a few remarks.
Each of the visitors was called upon to express his
views on the parking problems of the town of Leesburg and asked to
make suggestions as to how to make the parking conditions better.
Judge Alexander and Commonwealth ' s Attorney Harrison each
made a .short address on the subject and each of the other visitors
when called upon made a few remark8.
After the discussion Mayor Phillips expressed his
gratification to those present for their attendance which he pointed
out showed that they were interested in the welfare of the Town and
he invited_ them to- attend the- meetings whenever rossiole . -
' There being no rurther business , the meeting adjourned ,

Town of Leesburg , thn Virginia held in the Council Chamber on Wednesday,
June 1., 193a at a :00 P. M. there were present; Lucas D. Phillips,
Mayor , Louis T. Titus, Recorder; Roy M. Flippo , John T. Hourihane ,
Lawrence S. Hutchison , L. C. Rollins and Joseph H. Tutley, Coundil-
men. . . -
_ r ' . 3� _' The.Mayor stated the purpose/ of the meeting was, to take care
or a.�oill• of Mr. 0. H. Wilson for repairing the water•tank' during the
recentemergency.
- Mr. Wilson read his bill in. detail and asked if there were
any. questions which he would gladly answer.
On motion. of Councilman Flippo , " seconded by Councilman
Hutchison and unanimously carried the following Resolution was passed ; -
. , BE. IT RESOLVED'; by `the Council of the Town of Leesburg ,
in Virginia that the Auditor-Treasurer be and he is hereby •
authorized , directed and instructed to pay the following bills ;

. Robert Atwell 19.80
