HomeMy Public PortalAbout1938_06_01SPEC 139 May 31 , 1938 At a special meeting of the Mayor and Town Council of the Town of Leesburg , In Virginia held in the Council Chamber on Tuesday May 31 , 1938 at 8 :00 P. M. for the purpose of giving the citizens of the Town of Leesburg and community an opportunity to discuss the present parking problems of the Town, with the Council , there were present; Lucas D. Phillips Mayor , Louis T. Titus , Reeorder , Roy M. Flippo ,- John T. Hourihane ,. Lawrence S. Hutchison , L. C. Rollins , : J . D. Taylor and Joseph H. Turley ; Councilmen. Others present were ; Judge J. F. H. Alexander , Commonwealths Attorney , Charles F. Harrison , J . S. Whitmore , Steve Savopouios , T . W. Carter ,-J . Gordon Thomas ,C. W. Fiske , Vernon Clagett , Louis Atwell , George F. Hughes , Lloyd Slack, J. F. Thompson, John Gill , G. S. Myers , Arthur S. Jenkins , W. D. Payne , Thomas Spates , Isadore Dtinn, W. C. Whitmore , Dr. B. A. Brann, Lawrence Cooksey, T. H. Plaster , and Nels P. Neilsen. • The meeting. was called to order by the Mayor whom stated the purpose of the meeting and made a few remarks. Each of the visitors was called upon to express his views on the parking problems of the town of Leesburg and asked `to make suggestions as to how to make the parking conditions better. Judge Alexander and Commonwealth ' s Attorney Harrison each made a short address on the subject and each of the other visitors when called upon made a few remarkO. After the discussion Mayor Phillips expressed his gratification to those present for their attendance which he pointed out, snowed that they were interested in the welfare of the Town and he invited them to_ attend the• meetings whenever rossiole. • There being no further business , the meeting adjourned. �ji'r" 'a. n. M. there were present; Lucas D. Phillips , Mayor , • Louie T. Titus, Recorder; Roy M. Flippo, John T. Hourihane , Lawrence S. Hutchison , L. C. Rollins and Joseph H. Tutley, 'Counoil- men: - . - The Mayor stated the purpose of the Meeting was, to take care of s.tibill of Mr. 0. K. Wilson for repairing the water-tank- during the recent emerency. Mr. Wilson read his bill in. detail and asked if there were any. questions which he would gladly answer. • On motion of Councilman Flippo , ' seconded by Councilman Hutchison and unanimously carried the following Resolution was passed ;• - BE IT RESOLVED`; by `the Council of the Town of Leesburg , . ,in Virginia that the Auditor-Treasurer be and he is hereby , • " authbrized , directed and instructed to pay the following bills ; • Owen. K. Wilson,Jr. $168.50 . Robert Atwell 19.80 • Total $188. 30 • f. 40: Councilman Turley brought to the attention of the Council that Er. James B. Anderson , of the Leesburg Fire Company had been of very valuable assistance during the emergency at the town pumping station, Dy operating the tire pumper in order that- the town citisens • would not oe entirely without water. • Upon Motion of Councilman Flippo , seconded by councilman Hutchison and unanimously carried the following Resolution was passed ; BE IT RESOLVED, by the Cpuncil of the Town of Leesburg , in Virginia that Mr. James B. Anderson be given the sum of • five dollars (45.00) as a small. compensation fon his valuable . . assistance- to the town at .the Town pumping station during. the - recent emergency. - BE IT FURTHER RESOLVED, by the said Council that- the Auditor-Treasurer be and he is hereby authorized , instructed and directed to draw a check payable to Mr. James B. Anderson for the sum of five dollars (v5.00) and forward same to Mr. James B. Anderson. ( *) See below) On motion duly made , seconded and carried , the Council adjourned. • � �. • RECORDER ' ( * ) The Eecorder read an offer made by Mr. John Grimes in regard to the town building a sewer line across his property. II June 13 , 1938 • At a regular meeting of the Mayor and Town Council .of the Town of Leesburg , in Virginia, held in the Council Chamber on Monday June- 13, 1938 , at 7 :30 F. M. there were present ; Lucas D. Phillips , Mayor; Louis T. Titus , Recorder; Roy M. Flippo , John T. Hourihane , L. C. Rollins, Lawrence H. Hutchison and Joseph H. Turley , Councilmen. The minutes of a regular meeting held on Mpg 23 , 1938 , a special meeting of May 31, 1938 and a regular meeting held on June 1, 1938 were read and approved. • • The AuditonTreasurer read his monthly. report for the Month of May. The Auditor-Treasurer read his Quarterly report of the ' receipts and disbursements of the treasurer for the quarter ending May 31, 1938 and upon motion. of Councilman Turley seconded by Council- man Hourihane and -unanimously carried the following Resolutien-wes passed ; , WHEREAS, the Auditor-Treasurer has this day presented to the Council of the Town of Leesburg, in Virginia , a quarterly statement of all receipts and an analysis of all disbursements for the months of March, April and Mar, 1938 : Now therefore, BE IT. RESOLVED, by the Council -of the Town - of Leesburg , in Virginia, that the said, Quarterly report of the • Auditor-Treasurer, •be and the same- is-'hereby unanimously accepted • and approved by the, said council. G BE IT FURTHER RESOLVED, by the said •council that the Auditor=Treasurer be and he is hereby authorized , and directed Apr,have a copy- of -the said quarterly report published once in
