Anderson , of the Leesburg Fire Company had been of very valuable assistance during the emergency at the town pumping station, by operating the tire pumper in order that the town citieens would not be entirely without water: • Upon Motion of Councilman Flippo , seconded by councilman: Hutchison and unanimously carried the following resolution was passed ; bE IT RESOLVED, by the Council of the Town of Leesburg , -in Virginia that Mr. James B. Anderson be given the sum of five dollars (445.00) as a small• compensation for. hi-s valuable . . assistance to the town at .the Town pumping station during. the - recent emergency. BE IT FURTHER RESOLVED, by the said Council that- the Auditor-Treasurer be and he is hereby authorized , instructed and directed to draw a check payable to Mr. James B. Anderson for the sum of five dollars (x5.00) and forward same to Mr. James B. Anderson. ( '') See below) On motion duly made , seconded and carried , the Council adjourned. yy,, . RJ. Said offer may be found in the files of the Recorders . - 1• June 13 , 1938 At a regular meeting of the Mayor and Town Council .of the Town of Leesburg , in Virginia, held in the Council Chamber on Monday June. 13, 1938 , at 7 :30 P. M. there were present ; Lucas D. Phillips , Mayor; Louis T. Titus , Recorder; Roy M. Flippo , John T. Hourihane , L. C. Rollins, Lawrence H. Hutchison and Joseph H. Turley , Councilmen. The minutes of a regular meeting held on Mpg 23 , 1938 , a special meeting of May 31, 1938 and a regular meeting held on June 1, 1938 were read and approved. The Auditor=Treasurer read his monthly. report for-the Month of May. ' - 1 • The Auditor-Treasurer read his Quarterly report of the receipts and disbursements of the treasurer for the quarter ending May 31 , 1938 and upon motion of Councilman Turley seconded by Council- man Hourihane and -unanimously carried the following Resolution• w$s passed; - - - ' WHEREAS, the Auditor-Treasurer has this day presented to the Council of the Town of Leesburg, in Virginia , a quarterly statement of all receipts and an analysis of all disbursements for the months- of March-, April and May., 1938: Now therefore , BE IT. RESOLVED, by the Council of the Town • of Leesburg , in Virginia, that the said° Quarterly report of the Auditor-Treasurer', ,be and the same- is- hereby 'unanimously accepted and approved by the, said council. Dolge• Company - - - - -- - - 86.24 Total $1,302.56 • On motion of COUNCILMAN Hutchison seconded by Councilman Hourihane and unanimously aarrted the foflowing• Resolution was passed; : - - • BE IT RESOLVED BY TEE COUNCIL, of the Town of Leesburg, in Virginia , that the Auditor-Treasurer be and he is hereby authorized , instructed and directed to purchase two (2) , suitable shirts apd two ( 2) suitable pairs of trousers for each of two ( 2 ) police officers. • • • Mr. McGhee amd Mr. Dishman of the Standard. 011 Company of • New Jersey appeared before the Council i4 regard to the- drainage of surface water at and in the vicinity of their place -of business. The Mayor referred the matter to the committee on streets South of Market street for investigation and report to the' ` Council at a future meeting. • ; •• The public was invited to this :meeting to discuss with the Council , the advisability of, and the need of an up-to-date and modern sewer system and sewerage disposal plant for the town. The Recorder read the following let•te: to the Mayor, Council and the assemblage; • 142 . TO TEE MAYOR AND COUNCIL OF TEEITOWIN OF LEESBURG?' VIRGINIA: As you gentlmen are probably well aware , for the "past several years sewage and wast water has been openly. disposed in what is commonly knownmas :the Town Branch: This - sewage flows unchecked and unpurified over, across and • through the, property and properties belonging to the estate of L. G.. .Ca:¢iness. This unsanitary method of disposing . -of Sewage of the Town of Leesburg has continuously been IIa source ' of annoyance to those persons living in and near the vicinity of this menace to health, and in the past • several months , owing to the increased building in Leesburg there has been a mrrked increase and the anticipated future-increase of this sewage•has become a continual and unabating nuisance , the extent of which can only be known • by those who are suffering, thereby. I wish to advise you at this time that unless your council takes some postive, definite and immediate action to 'alleviate this ever increasing nuisance that I will -have to proceed with legal action to enjoin the empting of sewage into the Town Branch which ultimately Mows- across' the• property of the L. The Meyor made a few remarks stating the great need of a modern sewer system and disposal plant for the town of Leesburg and. at the oompletion 'of his remarks asked each of the visitors , his or her opinion in regard to the matter • Each visitor when called upon to •express themselves in IIregard .to this vital question, was very much in favor of having the sewer system and disposal plant and some of the visitors suggested that the town proceed to gather sufficient information to inform the public and the voters correctly as near as possible , as to the cost etC. of the project. - _ There was no action taken by the Council at this time on this question. - -_ The Recorder read a letter -from the Leesburg Fire Company _ in regard to a fire hydrant on East Loudoun Street and also in -__ regard to having the fire 'hydrants checked at• intervals -so as to . . keep them in working order. . • The Auditor-Treasurer was- instructed to take care of these matters. . . The Mayor brought to the attention of the Council that • - Mrs. C. Dunn had tapped on to the sewer on Loudoun Street between King and Wirt Streets and that Mrs. E. "L: Pleasants wished that the Town pay her oC weal Mrs. Dunn pays for the connection. : - - - A+w..� an 't No action was taken on this matter. • The Recorder read a letter from Mr. W. : C. Eustis - thanking- the council for the resolution passed by it in regard • to the Lena W Morton Memorial- Nurse. - - - • .• Mr. Cuthbert Conrad appeared before the Council in regard - - to an adjustment of one of his water bills.
