Phillips, Mayor; Roy M. Flippo, John T. Hourihane , L. C. Rollins , J. D Taylor and Joseph .11. Turley , Councilmen. Others present were; H. H. Williams, Kenneth Cromer, Thomas Kivlighan, N. P. Nielsen, G. S. Myers, George' R. Hughes and Roscoe B. Rhoads. ' Mr. H. H. Williams of the McCrary Engineering Company of Atlanta , Georgia , was recognized and gave a resume ' of the workings of the P. W. A. in regard to sewerage systems and ' ' disposal plants. He also explained numerous details relative 'to installation of sewer systems. and disposal plants. • There was a general discussion of the matter of a' • • sewer system and disposal plant for the Town of Leesburg after which Mr. Williams stated that the town could not look to save more than from 8% to 10% were the contracts let to private bids for- the construction of a sewer system and disposal plant for the ' town. There being no further business , on motion duly made-, seconded and carried the Council jadjourned: • MAYOR. . July 11, 1938 • ' • At a regular meeting of the Mayor and Twwn Council of , the Town of Leesburg , in Virginia held in the Council Chamber on Monday , July 11 , 1938 at 8 :00' -P. M. there were present ; Lucas D. • Phillips ,Mayor; Louis T . Titus, Recorder ; Roy M. Flippo , John T. Hourihane , L. C. Rollins , J. D. Taylor and Joseph H. Turley , • Councilmen. - The minutes of meetings held on June 27th; June 29th and July 7 , 1938 were read and approved.' The Recorder read a letter, estimate and bid in -regard to the proposed sewerage system and disposal plant to be constructed by the Town of Leesburg. • • On motion of Councilman Turley , seconded by Councilman Flippo 'and unanimously carried by the following recorded vote; Roy M. Flippo.,mJohn T. Hourihane , Louis C Rollins , John D. Taylor, and Joseph H,. Turley ; the following Resolution was passed; WHEREAS, a large number of the citizens and residents of the Town of Leesburg have no sewage facilities and=-the .Town has no disposal plant ;- and WHEREAS, the present sewerage is- em,pied in what..is:.-known , as the Town Branch, a short distance above where the said branch enters the land belonging to the heirs of-the- L. G. Caviness Estate- and' the said heirs have notified the Mayor- and Council in writing that they expect to institute proceedings to enjoin the emptying of sewerage into the said branch or stream in the event the town does not institute the necessary proceedings for the purpose of constructing a disposal plant to treat sewerage—before emptying same in the said stream; and WHEREAS, the Council is informed that there is a possibility of securing a 45 per cent grant from- the Federal Emengency Administration of Public Works with which to finance the installdlation and construction of a modern sewer system and disposal plant , provided the Town will finance the remaining 55
