HomeMy Public PortalAbout1938_08_08 . 0 ( • ✓ _ August- 9 , 1938 • • At a regular meeting of the Mayor and Town Council of the Town of Leesburg , in Virginia held in the Council Chamber on • Monday , •August 8, 1938 , at 8 :00 P. M. there were present; Lucas D. Phillipa; Mayor ; Louis T. Titus , Recorder; Roy M. Flippo , Louis C. Rollins , J. D. Taylor and Joseph H. Turley, Councilmen. IIThe minutes of the Regular meeting held on July 25th and a Special meeting held on July 26 , 1938 were read and approved. Mr. James B. Anderson appeared before the Council to ask . that the Leesburg Fire Company be given permission to take the New No. 1 pumper to the Firemens Convention at •Luray , Virginia. - Upon motion of Councilman Turley , seconded by Councilman Flippo. and unanimously carried, the• Following Resolution- was- passed. . •: BE _ IT RESOLVED, by the Cofincil of -the Town of Leesburg, in Virginia that permission be and it is hereby -granted for • the Leesburg Fire Company to take the Leesburg Pumper No.1 to :Luray to participate in the Firemen ' s Convention and parade. - - Mr. Anderson also asked that the Council have a culvert installed at the entrance to the carnival grounds for the purpose of allowing the Fire apparatus to enter and leave the said carnival • grounds without possible damage to the apparatus. _ On motion of Councilman Turley , seconded by Councilman • Rollins and unanimously carried , the following Resolution was passed ; BE IT RESOLVED, by the Council of the Ton of Leesburg , I in Virginia that the Auditor-Treasurer be and he is hereby authorized , instructed and directed to have a culvert installed at •the carnival grounds to enable the Fire Apparatus to enter • and• leave_ the said carnival grounds without possible damage to the said apparatus. • The- Auditor-Treasurer read his monthly-Report-for- the month of- July. - On motion of Councilman Turley , seconded by Councilman Flippo and unanimously carried , the follwwing Resolution was passed ; BE IT RESOLVED, by the Council. of the Town of Leesburg , • in Virginia , that the Auditor-Treasurer be and he is hereby Authorized , instructed and directed to pay the following bills ; , Virginia Public Service Company (Mayor ' s Office & Fire House) .- - - Sw 7.60 ( Street Lighting ) - --- 119 .62 ( White, Way Lighting) ' 89. 50 (General Pumping) 197.20 - • . M. there were present ; Lucas D. Phillips , Mayor; Roy M. Flippo , Lawrence S. Hutchison, Louis C. Rollins ,' J. D. Taylor and Joseph H. Turley, Councilmen. Councilman Hutchison was appointed by the Mayor to act as Recorder in the absence of Recorder Titus. The minutes of meeting': held-.on . August 8; :1958 were read and approved. . ' On motion of Councilman Turley, seconded -by. Councilman Flippo and unanimously carried the following Resolution was passed ; WHEREAS , the Council of the Town of Leesburg, in Virginia , heretofore authorized the town attorney to institute -the - necessary proceedings in the Circuit Court of Loudoun County• for the purpose of calling a special election for the purpose of • submitting to the voters of the town & proposal to construct -a - sewerage syatem and disposal plant not to cost more than $82 , 500.00; and - WHEREAS , the said proceedings were instituted in the said court and the said election was authorized and held on the 16th day of August , 1938 ; and • WHEREAS , the judges of the said election have• reported • to the council of the said town that 271 votes were cast in favor of the said proposal to construct a sewerage- system and disposal plant for the. said town and 96 votes were cast against- the- said- pioposal : • NOW,THEREFORE, BE IT UNANIMOUSLY RESCUED, by the Mayor and Council of the said town of Leesburg , in Virginia , that the said report of the -fudges of- the said eleution showing that 271 votes were cast in favor of and 96 votes were cast against the • said proposal to 'construct a sewerage system and disposal plant 3, for the said town'- at a cost not to exceed $82 ,500.00 to the said town be and the same is- hereby accepted- as the correct and official record of- the votes cast at the said -special election held in the said town- on the 16th day of August , 1938, which saidreportis as follows : - - • ABSTRACT OF VOTES CAST AT THE SPECIAL ELECTION HELD FOR • • THE ISSUANCE OF BONDS FOE THE TOWN OF LEESBUEG• ON AUGUST 16th, 1938. • . FOR BOND ISSUE - - • Two Hundred Seventy-one' - ( 271) AGAINST BOND ISSUE Ninety-six ( 96)
