RECORDER • • ' I . - August 22 , •1938 • • - At a regular meeting of the Mayor and Town Council of the Town of Leesburg , Virginia , held in the Council Chamber on - Monday, 'August 22 , 1938 at 8 :00 P. M. there were present ; Lucas D. Phillips , Mayor; Roy M. Flippo , Lawrence S. Hutchison , Louis C. Rollins ,• J: 'D. Taylor and Joseph H. Turley , Councilmen. Councilman Hutchison was appointed by the Mayor to act as Recorder in the absence of Recorder Titus. ' ' . • The minutes of meeting: held ,on ' _ ,• Lt. : ' i . , . August 8 ;1938 were read and approved. • ti. On motion of Councilman Turley, seconded-by- Councilman - • Flippo and unanimously carried the following Resolution was passed; WHEREAS, the Council of the Town of Leesburg.; in Virginia , heretofore authorized the town attorney to institute -the - necessary proceedings in the Circuit Court of Loudoun County • for the purpose of calling a special election for the purpose of submitting to the voters of the town & proposal to construct 'a • sewerage syatem and disposal plant not to cost more than 582 ,500.00 ; and - WHEREAS, the said proceedings were instituted in the said court and the said election was authorized and held on the • 16th day of August , 1938 ; and • WHEREAS , the judges of the said election have- reported • to the council of the said town that 271 votes were cast in favor of the said proposal to construct a sewerage- system and disposal plant for the said town and 96 votes were cast against- the" said- pi-oposal : • - NOW,THEREFORE, BE IT UNANIMOUSLY RESOLVED, by the Mayor and Council of the said town of Leesburg , in Virginia , that the said report of the -judges of- the said election showing that 271 votes were cast in favor of and 96 votes were cast against the said proposal to -construct a sewerage system and disposal plant for the said town- at a cost not to exceed $82 ,500.00 to the said town be and the same is- hereby accepted- as the correct and official record of• the votes cast at the said -special election held in the said town• on the 16th day of August, 1938, which said- report is as follows : - - • • ABSTRACT OF VOTES CAST AT THE SPECIAL ELECTION HELD FOR • THE ISSUANCE OF BONDS FOR THE TOWN OF LEESBURG• ON AUGUST 16th , 1938. FOR BOND ISSUE .. Two Hundred- Seventy-one' . (271) • AGAINST .BOND ISSUE Ninety-six ( 96) 159 • We the undersigned. Commissioners of the Election. held in • the: town of Leesburg , Virginia , on Tuesday , August 16th, 1938 , . certify that the foregoing statement of votes is a true and • correct abstract from the return of said election , and do therefore determine and declare that there were 271 votes cast for the issuance of bonds and there were 96 votes cast against the issuance of bonds for the Town of Leesburg. Mayor Phillips made a report on a meeting recently held • in Culpeper in regard to the improvement of Highway Route 15. . On motion of Councilman .Taylor , seconded by Councilman Turley and •unanimously carried the following Resolution was passed ;' . • • WHEREAS, Route 15 was intended in• the original State highway Act to be one of the main North-South trunk line highways traversing the State and has since become an important link in a • principal •GreatrLakes to Florida arterial route , and ' WHEREAS, all the counties and towns traversed by this route in Virginia desire ' that this highway throughout its entire length in the state be brought up to the standard demanded by a main trunk line thoroughfare on account of the convenience to local travel and the benefit, that would accrue to our local Virginia communities from the increased tourist traffic that would be attracted to the' road , NOW THEREFORE, Be It Unanumously Resolved by the Council of the Town of Leesburg , in Virginia, that the State Highway.. Commission, .be. petitioned to set aside funds from the next allocation sufficient. to relocate and construct that portion of Route 15 extending. from Gilbert' s Filling Station, at the intersection of Route 50 , to Warrentrn on the new location as authorized at the last General Assembly and also to allocate sufficient funds to close the gap of about six miles between Warrenton and the new, construction South of Warrenton on State Route 29 ,aproposed. new Route 15 , and further that funds be allocated as soon as possible to straighten , relccate where necessary, and otherwise improve ,the balance of this' route where the same is not to the standard of a main •trunk line highway._ BE IT FURTHER UNJANIMOUSLY RESOLVED, that a copy of this Resolution be sent to the Chairman of the State Highway Commission and to the Highway Co::,missioner from this District. On motion of COuncilman Turley , seconded by Councilman Flippoiand• unanimously carried , the fIllowing Resolution was passed ; BE IT RESOLVED, by the Council of the Town of Leesburg , in Virginia that' the Auditor-Treasurer be and he is hereby • authorized , instructed and directed to pay the following bills ; . 'E. S. Adrain - - $ 4. 75 H. C. T. Ewing - 9.00 • C. P. Conrad - 6.00 W. W. Titus 6.00 C. A. English Cole 6.00 J. G. Thomas 3.00 C. & P. Telephone Co. .90 G. F. Carico 1.50 Total - - - $37.15 160 On motion of Councilman Rollins , seconded by- Councilman Flippo and unanimously carried the following Resolution was passed ; BE IT RESOLVED; by the Council of The Town of Leesburg , in Virginia , that the Auditor-Treasurer be and he is hereby- authorized , instructed and directed - to pay the sum of $56.25 • to Hall & Nall , as agents for a bonding company for his bond. Friday , September 9 , 1938 at 7 :00 F. M. , there were present , Lucas • D. Phillips, Mayor; Louis T. Titus , Recorder; Roy M. Flippo , John T. Hourihane , Lawrence S. Hutchison , Louis C. Rollins, J. D. Taylor and Joseph H. ' Turley, Councilmen. - • A Resolution in regard to the purchase of water meters to be placed on each business establishment , residence and place where water is used, from the Neptune Meter Company, by Councilman Turley, and it wasxrequested that same be laid on the table for further consideration. On motion of Councilman Turley , seconded by Councilman Flippo and unanimously carried, the- following Resolution was passed ; BE IT RESOLVED, by the Council of the Town of Leesburg, in Virginia ,that Stilson H. Hall be -and he .is hereby re- appointed Town Attorney from the- date of this Resolution until August 31 , 1939 , at a salary of $100.00, payable $50:00 at the expiration of six months and $50.00 on the 31st day of August , 1939 ; that Howard B. Gdll be and he is hereby' _ appointed and elected Town Sergeant- from the date of this Resolution until the 31st day of August , 1939 , at a salary of $115.00 per month, payable either monthly or semi-monthly from September 1 , 1938 , to August 31 , 1939 ; and that the' • salary of Roscoe B. Rhoads , Auditor-Treasurer, be and. the. same is hereby set at $1 ,600.00 for the year beginning - September 1 , 1938 , and ending August 31, 1939 , payable monthly or semi-monthly. On motion of Councilman Flippo , seconded by Councilman Taylor-and unanimously carried , the follwoing Resolution was passed.; . BE IT RESOLVED, by the Council of the Town pf Leesburg , in Virginia , that this- town become- a member of the League of Virginia Municipalities for one year from September 13, 1938; . and that the Auditor-Treasurer be and he is hereby instructed • to draw a check not later than September 10 , 1938, for $75.00 in favor of the League of Virginia Municipalities in full for the' Town' S membership dues for one year from September 13, 1938, which dues shall include subscriptions to the virginia Municipal Review for each Town Official , and it is further understood that the adoption of this Resolution does not bind the town to continue its membership- after one year from date unless the Council- shall- so direct. .
