HomeMy Public PortalAbout1938_09_09SPEC 160 On motion of Councilman Rollins , seconded by Councilman Flippo and unanimously carried the following Resolution was passed ; • BE IT RESOLVED; by the Council of The Town of Leesburg , • in Virginia , that the Auditor-Treasurer be and he is hereby- authorized , instructed and directed to pay' the sum of $56.25 • to Hall & Rall , as agents for a bonding company for his bond. ' There being no further business , on motion duly made , seconded and carried , the Council adjourned-. yr— pp p 1 rr MA OR Ait y � 9� / ACTING RECORDER / September 9 , 1938 At a special meeting of the Mayor' and Town Council of the Town of Leesburg , in Virginia held in the Council Chamber on . _ Friday, September 9 , 1938 at 7 :00 P. M. , there were present , Lucas • D. Phillips , Mayor ; Louis T. Titus , Recorder ; Roy M. Flippo, John T. Hourihane , Lawrence S. Hutchison , Louis C. Rollins, J. D. Taylor and Joseph H. - Turley , Councilmen. A Resolution in regard to the purchase of water meters to be placed on each business establishment , residence and place where water is used; from the Neptune 'Meter Company, by Councilman Turley, and it wasxrequested that same be laid on the table for further consideration. On motion of Councilman Turley , seconded by Councilman Flippo and unanimously carried, the- following Resolution was passed; • BE IT RESOLVED, by the Council of the Town of Leesburg, in Virginia ,that Stilson H. Hall be 'and he .is hereby re- appointed Town Attorney from the- date of this Resolution until August 31 , 1939 , at a salary of $100.00 , payable $50:00 at the expiration of six months and $50.00 on the 31st day of August , 1939 ; that Howard B. G*11 be and he is hereby , - appointed and elected Town Sergeant- from the date of this' Resolution until the 31st day of August, 1939 , at a salary of' $115.00 per month, payable either monthly or semi-monthly ; from September 1, 1938 , to August 31 , 1939 ; and that the' • - salary of Roscoe B. Rhoads , Auditor-Treasurer , be and. the. same is hereby set at $1 ,600.00 for the year beginning • September 1 , 1938 , and ending August 31 , 1939 , payable , monthly or semi-monthly. On motion of Councilman Flippo , seconded by Councilman Taylor-and unanimously carried , the follwoing Resolution was passed.; . BE IT RESOLVED, by the Council of the Town of Leesburg , in Virginia , that this- town become- a member of the League of Virginia Municipalities for one year from September 13,, &938, . and that the Auditor-Treasurer be and he is hereby instructed • to draw a check not later than September 10 , 1938, for $75.00 in favor of the League of Virginia Municipalities in full for • the Town' s membership dues for- one year from September 13 , • - 1938, which dues shall include subscriptions to the virginia Municipal Review for each Town Official , and it is further understood that the adoption of this Resolution does not bind the town to continue its membership-after one year from date unless the Council shall- so direct. - Passed this 9th- day of September , 1938. • • 161 ' .On. motion of Councilman Hutchison seconded by Councilman Turley and unanimously carried, -the following Resolution was passed; . BE IT RESOLVED, by the Council of the Town of Leesburg; •in Virginia , that the sum of 435.00m be .appropriated for the expenses of Mayor Phillips and Auditor-Treasurer Rhoads to the Annual Convention of the League of •Virginia Municipalities to be held at Hot Springs , virginia on Monday .and Tuesday I September 12th and 13th, 1938. • On motion of Councilman Hutchison, seconded by Councilman Hourihane and unanimously carried , the folleeing Resolution was passed; • BE IT RESOLVED; by the Council of the Town of Leesburg , in Virginia, that the Auditor-Treasurer be and he is hereby authlrized , instruct'ed-and directed .to purchase from the - Noland Co. , certain plumbing equipment( a list of which was presented to the Council this day) . for the use of the town, the cost of which shall not exceed 451.34. On motion of Councilman Hourihane , seconded by Councilman Turley and unanimously -carried, the following Eesolution was passed ; • BE IT RESOLVED, by the Council of the Town of Leesburg , in Virginia that ,- .the Auditor-Treasurer be and he is hereby - authorized , instructed and directed to purchase , from the Rumsey Pump Company , sufficient pump packing for needed replacement in the Rumsey Pump at the Town Pumping Station. On motion of Councilman Hutchison, seconded by Councilman Flippo , end unanimously carried the following Resolution was passed ; •BE IT RESOLVED , by the Council of the Town of Leesburg , in Virginia , that the Auditor-Treasurer be and he is hereby authorized , instructed and directed to pay .the following bills; . ' On motion of Councilman Rollins . 'seconded by Councilman Hourihane and unanimously carried, the following Resolution was passed ; BE IT RESOLVED, by the Council of the Town of Leesburg, r in Virginia , that the Auditor-Treasurer be and he is hereby ;.. ,author;izedT instructed and directed to pay Mr. M. D. Atwell and Dir. R. L. Hough, one half (-) .of their respecive monthly salary in lieu of their vacation. 162 On motion of Councilman Rollins , seconded by Councilman Flippo and unanimously carriedv the following :Resolution was passed; BE IT RESOLVED, by the Council of the Town -of Leesburg , in 'Virginia , that the Leesburg Baae Ball Club be permitted .. to have a carnival , within the town, without havingto pay • a license tax. • On motionof Councilman Hutchison seconded by Councilman Flippo and unanimously carried , • the following Resolution was passed ; -11 BE IT RESOLVED, by the Council of the Town of Leesburg, in Virginia , that the Regular meeting of the Council due to be held on Monday September 12 , 1938 , be dispensed with due to the absense of the Mayor and all current busineds being attended to. • On motion dulymade , - seconded and carried , the Council adjourned . M. , there were present, Lucas • D. Phillips , Mayor ; Louis T . Titus , . Hecorder ; Roy M. Flippo , John T. Hourihane , Louis .C. Rollins , J. 'D. Taylor and Joseph H. Turley, Councilmen; - - Mr. Charles S. Monroe , Principal of the Leesburg High School , appeared and asked that a committee be appointed by the Mgyor to investigate the matter of having more protective traffic signs installed near the Leesburg High School Building. • The- Street Committee for- Streets North of Market Street • was named to make- this investigation.. _ , • Mrs. J . W. Robey appeared before the council- in regard to an adjustment on her- water- bi11 ._IJo action was taken on this matter. - • Mr.- Mac- C. Johnson made- application in writing. and also appeared to- answer any questions for a license tooperate a porateble "hot-dog" stand in the "no-parking" area on King Street near Hess ' -Barber Shop. - - - On mitibn of Councilman Turley seconded by Councilman Hourihane and unanimously carried hhe following Eespiution was passed ; • . BE IT RESOLVED, by the Council of the Town 6f Leesburg, in Virginia , that the Auditor-Treasurer be and he is hereby authorized ; instructed and directed •to issue a license to • Mr. Mac C. Johnson to operate a portable "hot-dog" stand ., •: in the Town of Leesburg. BE IT FURTHER RESOLVED , by the said -Council of the Town of Leesburg ,in Virginia , that the license tax for such portable "hot-dog" stand be £zvehdollare ($6.00) .
