On motion of Councilman Rollins , seconded by Councilman
Flippo and unanimously carried-,• the following .Resolution was
passed;
BE IT RESOLVED, by the Council of the Town ,of Leesburg ,
in Virginia , that the Leesburg Base Ball Club be permitted ..
to have a -carnival, within the town , without having: to pay. -
• a license tax.
On motion of Councilman Hutchison seconded by Councilman
Flippo and unanimously carried , • the following Resolution was passed;
BE IT RESOLVED, by the Council of the Town of Leesburg,
in Virginia , that the Regular meeting of the Council due to
be held on Monday September 12 , 1938 , be dispensed with due to
the absense of the Mayor and all current -busineds being attended
to.
On motion duly- made , seconded and carried , the Council
adjourned. • •

At a regular meeting of the Mayor and Town Council of•
the Town of Leesburg , in Virginia held in the Council Chamber: on
Monday, September 26 , 1938 at 8 :00 P. M. , there were present , Lucas
D. Phillips , Mayor ; Louis T . Titus , Recorder ; Roy M. Flippo , John
T. Hourihane , Louis C. Rothins , J. .D. Taylor and Joseph H. Turley,
Councilmen; -
Mr. Charles S. Monroe , Principal of the Leesburg High
School , appeared and asked that a committee be appointed by the
Mpyor to investigate the matter of having more protective traffic
signs installed near the Leesburg 'High School Building.
• The Street Committee for-Streets North of Market Street
was named to make- this investigation.. _ .
• Mrs. J . W. Robey appeared before the council- in regard
to an adjustment on her- water- bill .-No action was taken on this
matter. -
• Mr.- Mac C. Johnson made. application in writing. and also
appeared to- answer any questions for a license to operate a
porateble "hot-dog" stand in the "no-parking" area on King Street
near Hess ' -Barber Shop. - - .
On mition of Councilman Turley seconded by Councilman
Hourihane and unanimously carried Rhe following liesplution was
passed ; .
BE IT RESOLVED, by the Council of the Town df Leesburg,
in Virginia , that the Auditor-Treasurer be and he is hereby
authorized , instructed and directed to issue a license, to :
Mr. Mac C. Johnson to operate a portable "hot-dog" stand ,' .: -
in the Town of Leesburg.

BE IT FURTHER RESOLVED , by the said -Council of •the Town
of Ledsburg ;in Virgini-a , that the license tax for Such 'portable
"hot-dog" stand be £dvebdollard ($5.00) •

Mr. Wilbur Jackson appeared before the Council in regard
• to an adjustment of his tax bill. No action was - taken on this matter.
The minutes of the .regular meeting held on August 22 ,
1938 •and those of a special meeting 'held on Septdmber 9 , 1938 were
read and apbroved.. •
On motion of Councilman Flippo , seconded by Councilman
Hourihane and unanimously carried the following Resolution was passed;
WHEREAS, E. Marshall Rust. has recently given the town of .
Leesburg , in Virginia , a map of the said town , bearing date of
August 27., 1938, of all 'the streets and the , location of all the
Water Mains within the said town : `
. NOW, THEREFORE, BE IT UNANIMOUSLY RESOLVED, by the Council
•.and Mayor of the Town .of Leesburg , in Virginia , that the said •
map :be and the same is hereby accepted by the said ' town and we
hereby express the thanks of the town to the said E. Marshall
Rust ,for his said gift.
BE IT FURTHER UNANIMOUSLY RESOLVED, by the said Council
that Louis T. Titus , Reeorder , be and he is hereby instructed
to ;mail a copy of this Resolution - to the said E. Marshall Rust.
On motion of Councilman FlipPo , seconded by Councilman
Turley .and unanimously carried ; the follwoing Resolution was passed ;

WHEREAS, the Neptune Meter Company , . of New Yoik City , New
York, has agreed to sell' the town of Leesburg , Virginia
enough meters to be placed on each business establishment , resi-
dence and place where water is used within the town of Leesburg ,
and to. give the town one year from the date of each invoice to
• pay for the same without interezt ; and
WHEREAS, it is the opinion of the. Council that a meter
•
ought to be • placed on each busineds establishment , residence
and place where water is used for the purpose of conserving the
• town' s water supply and for the sale of water by the town to
the users so as to make the same more equitable than the present
system:
NOW, THEREFORE, be it Resolved by the Council of the Town
of Leesburg , in Virginia , that the Auditor-Treasurer be and he
is hereby authorized , instructed and directed to purchase a
sufficient number of meters from the Neptune Meter Company to
.place . atmeter on each business establishment , residence and place
where water is used from the Town Water Supply and have the
same installed at each business establishment , residence' or
place where water is used as soon as it is convenient to do so.
But the said Auditor-Treasuter shall not be required to
purchase ,: at,.one time , enough meters to meter each business
establishment , residence or place where- water is' used.
On motion of Councilman Hourihane , seconded by Councilman
- Turley- and unanimously carried the following' Resolution was passed;

BE IT RESOLVED, by the Council of the Town of 'Leesburg ,
in Virginia that the Auditor-Treasurer be and he is hereby
authorized , instructed and directed to pay the following bills ;
Robert Atwell $ 14.70 _
Neptune Meter Company 58.05 •
American Chain & Cable Company Inc. - - 19.97
Total - - - - 9

The Recorder read the resignation of Councilman Hutchison
and upon motion duly made , seconded and carried ,• was laid on the table.
There being no further business , on motion duly made ,
seconded and carried ,the Council adjourned.
