At a special meeting of the Mayor and Town' Council. of the Town of Leesburg , in Virginia , held in the Council Chamber on Monday October. 1.7 , 1938. at' 4 :00 O ' clock P. M. there, were, present ; •Lucas D. Phillips , Mayor ; Louis T. Titus , Recorder ; Roy M. Flippo , Louis C: Rollins , J. D. Taylor and Joseph H. Turley; Councilman. The Mayor stated that the purpose of the meeting was,.to consider and pass a Resolution to set the minium wage scale for labor to be -used in the construction of the proposed sewerage system and disposal plant; 'with the .assistance of P. W. A. funds, and to consider any other business that might be brought before the. Council . On motion of Councilman Turley seconded by Councilman Flippo and unanimously carried the _followinp Resolution ,was adopted ; WHEREAS , the Council heretofore passed Ordinances and Resolutions authorizing the calling of an election for a :bond issue for the purpose of financing the construction of a sewerage system and disposal plant for the Town of Leesburg , in Virginia , with the assistance of ,a grant from the P. W. A. , an , ?agency of the Unites States Government , and the filing of an application with the P. W. A. for said grant ; and WHEREAS ; the said election was held in the Town of Leesburg , on the 16th day of August , 1938 and said bond issue was approved by a vote of 271 for and 96 against same ; and • WHEREAS, the P.W.A. has recently notified the said Town ofLeesburg , in Virginia , that the Town has been granted a sum of $$67 ,500.00 to assist in constructing the said sewer , system ,fl ; ' and'.disposal plant ; and r- WHEREAS , the Council has been requested to set a minimum scale of :rates for the different kinds of labor that will be used in constructing the said sewerage system and disposal plant. VOW THEREFORE, BE IT RESOLVED, by the Council of the Town of Leesburg:,., in Virginia , that the following wage rate for labor . to be used in construct&ng the said proposed sewerage system and disposal plant for the said Town of Leesburg ,. in. connection with the grant from the P.W.A. in the sum of $67 , 500.00 as set out in P.W.A. Docket Bo. Va. 1353F , be. and the same is hereby approved as the minimum to be paid in constructing said sewer- age system and disposal plant : . RESOLVED, by -the said Council ofthe 'Town of Leesburg , in Virginia ; that Louis T . Titus , Recorder , be and he is hereby authorized , instructed and directed to mail a certified copy of this Resolution to H. T. Cole , Regional • Director of the P.W.A. for •the Administrator , and also a copy to the Rust Engineering Company , Inc , Engineer , and Stilson H. Hall , Town Attorney, and as many additional copies as may be necessary. On motion of Councilman Turley , seconded by Councilman Flippo and unanimously carried the following Resolutionwas adopted ; WHEREAS', the Rust Engineering Compang which has , by Resolution heretofore passed , been employed as engineers for _ the Town of Leesburg, in: Virginia , to prepare plan's and specifications for a sewerage system and treatment plant for ,the Town of Leesburgi; in Virginia ;' and WFF.EEAS, the said Rust Engineering Company has this day presented to the Council of the Town of Leesburg , in Virginia , . . plans and specifications for the construction and erection of a: sewerage system and -treatment plant for the Town of Leesburg , in Virginia , which plans are numbered from to , inclusive and the said specifications are dated October- 18, • 1938 : NOW, THEREFORE, BE IT UNANIMOUSLY RESOLVED, by the Council of the Town of Leesburg , in Virginia , that 'the said plans arid specifications for the construction and erection of a sewerage system and treatment plant for the Town of Leesburg , in Virginia , be and the same are- hereby accepted and approved by the said - • Council of the Town of Leesburg$ in Virginia. BE IT .FURTHER UNANIFaOUSLY RESOLED, by- the said Council of the Town of Leesburg , in Virginia , that Lucas D. Phillips , Mayor , be and he is hereby authorized , instructed and directed to sign this Resolution , the said plans and specifications , that .Louis T. Titus , Recorder, be and he is hereby authorized and directed to certify and attach a copy of this Resolution to the said specifications for the construction of a sewerage system. and treatment plant , this day presented by the Rust Engineering • Company and that the said Louis T. Titus , Recorder be and he is hereby authorized , instructed and directed to affix the seal of ' • the Town of Leesburg , in Virginia ,_ to the said 'plans and specifications and that a set of the said plans ans specifications _be kept on file in the chamber Of the said Townc€buricil. • • BE -IT FURTHER UNANIMOUSLY RESOLVED, by the said Council of the Town of Leesburg , in Virginia , that Louis T. Titus , Recorder for the said Town of Leesburg , in Virginia , be and he is hebeby authorized , instructed and directed to give proper Ilegal notice by publication in a newspaper , published in Loudoun County , Virginia , and also one trade journal of national circulation, that sealed bids for the construction of a sewerage system and treatment plant in accordance with said plans , specifications and contract documents will be received 'by . the Town of Leesburg ; in Virginia , until 12 :00 M. on the day of November , 1938 , which said bids will be received - y Louis T. Titus , Recorder, in the Council Chamber of the Town Hall building , in the said Town of Leesburg , in Virginia ; and said notice shall be in the form of, an advertisement for bids , filed in the office of• the said Recorder as part of the - approved plans , specifications and. contract documents. . . . A�pro 4" ,x.-7:7 oluea.4. ,:0v ' Mayor F:eeerder 168 On motion of Councilman Flippo seconded by Councilman Taylor and unanimously carried the following Resolution was adopted ; WHEREAS , the Town of Leesburg , pursuant to Ordinances and Resolutions heretofore passed by the Council , applied to F.W.A:; .an agency of the Federal Government , for a 'grant in the sum of . 167 ,500.00 to aid the town in constructing a sewerage system and disposal treatment plant; -and WHEREAS , the Town has been -notified by the following telegram, -dated 'October 11 ; 1938 , addressed to Lucas D: Phillips , Mayor , that said allotment has been made : " Public Works Administrator Ickes announces allotment your Docket Number Virginia 1353 Leesburg Sanitary Sewer Improvements Grant $67 ,500:00: Complete plans and specifications so as to get construction under way _ as soon as possible formal offer- follows notify—your newspapers."•NOW, THEREFORE, BE IT UNANIMOUSLY RESOLVED, by the- said Council pf the Town of Leesburg , in Virginia , that the afore. said offer of the P.W.A. , through its Administrator, Ickes , to grant the Town $67 ,500.00 for the purpose aforesaid , be arid the same is hereby accepted : • BE IT FURTHER IIIVANIMOUSLY RESOLVED, by the said Council of the Town of Leesburg , in Virginia , that a certified copy of this Resolution be mailed by Stilson- H. Hall , Town Attorney to H. T. Cole , Regional Director of P.W.A. for 'the Administrator , at Atlanta , Georgia. M. there were •present ; Lucas D. Plillips , Mayor ; Louis T. Titus , Recorder ; Roy M. Flippo , John T. Hourihane , Louis C: Rollins , J. D. Taylor and Joseph H. Tutley , Councilmen. The Minutes of the regular meeting held on October 10, 1938 and those of a special meeting held thn October 17 , 1938 were read , and upon motion duly made ,seconded and carried the minutes were approved as read . The Recorder read a proposed -Resolution authorizing the calling of bids for the sale of bonds in the amount of $.82500:00 to aid in the construction of the proposed sewer system and -disposal plant in connection with a grant of eoc ,500.00 from the P: W. A.
