HomeMy Public PortalAbout1938_10_24 168 On motion of Councilman Flippo seconded by Councilman Taylor and unanimously carried the following Resolution was adopted ; WHEREAS , the Town of Leesburg , pursuant to Ordinances and Resolutions heretofore passed by the Council , applied to P.W.A:; -an agency of the Federal Government , for a grant in the sum of 167 ,500.00 to aid the town in constructing a sewerage system and disposal treatment plant ; -and WHEREAS , the Town has been •notified by the following telegram, 'dated •October 11 , 1938 , addressed to Lucas D. Phillips , Mayor, that said allotment has been made : " Public Works Administrator Ickes announces allotment your Docket Number Virginia 1353 Leesburg Sanitary Sewer Improvements Grant $67 ,500:00: Complete plans and specifications so as to get construction under way • as soon as possible formal offer- follows notify-your newspapers." NOW, THEREFORE, BE IT UNANIMOUSLY RESOLVED, by the- said Council pf the Town of Leesburg , in Virginia , that the afore: said offer of the P.W.A. , through its Administrator , Ickes , to grant the Town $67 ,500.00 for the purpose aforesaid, be and the same is hereby accepted. BE IT FURTHER UNANIMOUSLY RESOLVED, by the said Council of the Town of Leesburg , in Virginia , that a 'certified copy of this Resolution be mailed by Stilson• H. Hall , Town Attorney to H. T. Cole , Regional Director of P.W.A. for the i 'Administrator , at Atlanta , Georgia. • . c. There being no further business , on motion duly made , • seconded and carried , the Council Ad*ourned: - 7:0. • • APPROVED: • Recorder yor • . • • October 24 , 1938 - • At a regular meeting of the Mayor and Town Council of the Town of Leesburg , in Virginia held in the Council Chamber on Monday , October 24 , 1938 , at 7 :30 P. M. there were present ; Lucas D. Plillips , Mayor ; Louis T. Titus , Recorder ; Roy M. Flippo, John T. Hourihane , Louis C.' Rollins , J. D. Taylor and Joseph H. Tutley, Councilmen. The Minutes of the regular meeting held on October 10 , 1938 and those of a special meeting held thn October 17 , 1938 were read , and upon motion duly made ,seconded and carried the minutes were approved as read . , The Recorder read a proposed -Resolution authorizing the J calling of bids for the sale of bonds in the amount of $82 ;500:00 to aid in the construction of the proposed sewer system and -disposal plant in connection with a grant of $6q ,500.00 from the PLY!. A. On motion duly made , seconded and carried the Resolution was laid on the table. • • On motion of Councilman Turley , seconded by Councilman Hourihane and unanimously carried , the following Resolutionwwas adopted ; ' - BE IT -RESOLVED, by the COnc'il of tfie'Towri-of-Leesburg, in Virginia that the -Atd-itor--ireasur-er -be -and-he-is hereby --- authorized instructed and directed to pay the following bills that were -this day presented to the Council ; 169 Chesapeake & Potomac Telephone Company $ :40 H. H. Trundle 21 .00 •On motion of Councilman Turley seconded by Councilman Flippo -and unanimously carried the follwotng Resolution was adopted; ( Councilman Taylor not voting) . BE IT RESOLVED , by the Council of the Town of Leesburg , in Virginia , that J. D. Taylor be ;permitted to tap the water line on the West end of Leesburg. IIOn motion of Councilman Rollins se'jonded by Councilman Hourihane and unanimously carried the following Resolution was adopted; . BE IT. RESOLVED , by the Council of .the Town ;of Leesburg, in,Virginia ; that the Auditor-Treasurer be and he is hereby authorized , instructed and directed to purchase a new uniform -,;. for the ,night watchman the cost of which shall not exceed thirty -dollars ($30.00) to . the town. . BE I'T FURTHER RESOLVED, by the said Council that an order previously made for trousers for the night watchman be cancelled by the Auditor-Treasurer. • There being no further business , on motion duly made ; seconded and ,carried the council adjourned. N•VKi(n ,/9_ • LMA OR II • October 26 , 1938 ✓ • At a Special meeting of the Mayor and Town Council of the Town .of Leesburg ; in Virginia held in the Council Chamber on Wednesday October 26 , 1938 at 7 :30 P H there were present ; Lucas D. Phillips , Mayor; Louis T. Titus , Recorder ; Roy M. Flippo , John T . Hourihane , Louis •C; Rollins , John D. Taylor and Joseph H. Turley , 2 Councilmen: _ The mayor stated that the purpose of the meeting was to consider and adopt a Resolution authorizing the Recorder to advertise for bids for bonds in the amount -of $82 ,500.00 to aid in the construct'ior of the proposed sewerage syatem and disposal plant in 'connection with a grant of .$6$ ,500.00 from the •P.. W. A. , and any other business that might be brought before the council. The Recorder read the proposed Resolution for the aforesaid advertisement, and upon motion of Councilman Turley seconded by . Councilman Flippo and unanimously carried by the following recorded vote : FOE THE RESOLUTION; •Foy M. Flippo , 'John T . Houhihane, Louis C. Rollins , John D. Taylor and Joseph H. 'Turley. AGAINST THE RESOLUTION; NONE , the following Resolution was adopted ; II ,.... : WHEREAS , by an election heretofore authorized by the Council and held in .the Town of Leesburg , in Virginia , on the 16th day of August , 1938 , the voters of the Town Approved a bond issue in the sum of $82 ,500.00 for a sewerage system and disposal plant • by a vote of 271 for and 96 against said bond issue ; and WHEREAS , the P.W.A. has informed the officials of the Town that it has made a grant to the Town in the sum of $67 , 500.00 . to •aid the Town in Constructing the said sewerage system and . 'disposal plant ; and - PHEREAS , the Council deems it wise and expedient •to call for bids for bonds for the purpose of raising the sum of $82 , 500.00 to finance the construction of the said sewerage • •
