BE IT RESOLVED , by the Council of the Town of Leesburg , in Virginia , that J. D. Taylor be :permitted to tap the water line on the West end of Leesburg. IIOn motion of Councilman Rollins seconded by Councilman Hourihane and unanimously carried the following Resolution was adopted ; . • ..BE IT. RESOLVED , by the Council of .the Towncof 'Leesburg, in ,Virginia ; that the Auditor-Treasurer be and he is hereby authorized , instructed and directed to purchase a new uniform ,.• for the night watchman the cost of which shall not exceed thirty -dollars ($30.00) to the town. , • BE IT FURTHER RESOLVED, by the said Council that an order previously made for trousers for the night watchman be cancelled by the Auditor-Treasurer. Phillips , Mayor ; Louis T. Titus , Recorder ; Roy M. Flippo , John T. Hourihane , Louis .C; Rollins , John D. Taylor and Joseph H. Turley , Councilman: - The mayor stated that the purpose of the meeting was to consider and adopt a Resolution authorizing the Recorder to advertise for bids for bonds in the amount -of $82 ,500.00 to aid in the construction' of the proposed sewerage syatem and disposal plant in connection with a grant of '$62 ,500.00 from the 'P.' W. A. , and any other business that might be brought before the council. The Recorder read the proposed Resolution for the aforesaid advertisement. and upon motion of Councilman Turley seconded by . Councilman Flippo and unanimously carried by the following recorded vote : FOR THE RESOLUTION ; 'Roy M. Flippo , John T. How4hane, Louis C. Rollins , John D. Taylor and Joseph H. Turley. AGAINST THE RESOLUTION; NONE, the following Resolution was adopted; II V,..:: : -:.A3 WHEREAS , by an election heretofore authorized by the Council and Yield in the Town of Leesburg ,- in Virginia , on the 16th day of August, 1938 , the voters of the Town Approved a bond issue in the sum of $82 ,500.00 for a sewerage system and dispoaal plant by a vote of 271 for and 96 against said bond issue ; and WHEREAS , the P. W.A. has informed the officials of the Town • that it has made a grant to the Town in the sum of $67 , 500.00 to 'aid the Town in Constructing the said sewerage system and . ,disposal plant ; and WHEREAS , the Council deems it wise and expedient 'to call for bids for bonds for the purpose of raising the sum of • $82 ,500.00 to finance the construction of the said sewerage - 170 system and disposal plant ; NOW, THEREFORE, BE IT UNANIMOUSLY RESOLVED , by the Council of the Town of Leesburg , in Virginia , that Louis T. Titus ;F.ecor- der , be and he is hereby authorized•, instructed and directed to - - advertise the following notice in both of the two weekly news- papers published in the said Town of Leesburg , Virginia , on the 27th day of October ; 1938 : • • =1 NOTICE OF BOND SALE• Sealed bids will be received by Louis T. BIDDERS are invited to name the rate of interest which the vonds are to bear , which must be in multiples of . one-quarter of 'one percentum and must be the same for all of the maturities. In no case shall the rate exceed 4%. . The Town Attorney , Stilson H. Hall , will furnish an opinion as to the validity of the bonded indebtedness herein set forth. The Town of Leesburg , in Virginia , :reserves the right to •call by lot at par after five years from the date of paid bonds any -or all -bonds outstanding. The Town of Leesburg , in Virginia , is legally obligated to annually levy a tax on all taxable property in the town sufficient, to provide for the payment of the principal and the interest of the said bonds as the -same shall become due and payable . - Bonds dated December 1st , 1938 , in coupon .form which may be registered at the option of the holder as to principal Only ; will be delivered to the purchaser on December 1st , 1938 , or as soon thereafter as is possible. The Town of Leesburg , in Virgknia , will pay the cost of printing and preparing said bonds. - All proposals must be unconditional and beaccompanied. by a certified—check SAYABLE to the Auditor-Treasurer of the 17 ] .. Town of Leesburg , in Virginia , in the amount of Two Percent ( 2%) , namely : Sixteen Hundred Fifty Dollars - ( e1650.00) , of the face amount of the bonds , said check to be immediately returned to the bidder if this bid is not accepted , otherwise : to •be: deposited. by the Auditor-Treasurer , and when the bonds are delivered and paid for under the terms of this bid , to, be considered as part payment therefor , or to be retained as and for liquidated damages in case the bidder fails to take up and pay for the bonds. A report of the Auditing Department of the Commonwealth of Virginia of an audit recently made of the financial condition of the Town of Leesburg , in Virginia , is on file ' in the office of the. Auditor-Treasurer of the said "'own, and is open to public inspection. • BE IT FURTHER UNANIMOUSLY RESOLVED, by the .Council of the Town of Leesburg , in Virginiar"that theisaid Louis ,T. ,Titus , Recorder ;' be and •he is hereby authorized to publish a synopsis of the said notice in such other newspapers or . financial magazines as he may deem wise and expedient. On motion of CouncilmanTurley seconded by Councilman Flippo and. unanimously carried the following Resolution .was adopted ; . BE IT RESOLVED , by the Council of the Town of Leesburg , in Virginia , that Roscoe B. Rhoads , Auditor-Treasurer., be and he is hereby authorized , instructed and directed to purchase a sufficient number of meter boxes and covers to install: meters at every business establishment ; reeidence and places where water is used as heretofore authorized. • On motion- of Councilman Taylor seconded by Councilman Flippo and unanimously carried , the following Ordinance was' passed ; BE IT ORDAINFD , by the Council of the Town of Leesburg, in Virginia , that it shall be unlawful and constitute a mis- • demeanor for any person to tamper or interfere with, mutilate; injure or deface any property not. his' own, or to take or re- move gates , signs , merchandise , or other personal property not` his own, for sport or otherwise. Any person convicted for vibleting any provision of this Ordinance shall be fined not • less -than one. dollar , nor more than two hundred and. fifty Toilers. BE IT FURTHER ORDAINED, by the said Council ; that a copy of this Ordinance• be published once in each of the weekly newspapers published in the said town of Leesburg. Mr. B. P. Harrison , Jr . appeared before the Council in 11 regard to insurance on the Town Hall Building. On motion of Councilman Turley, seconded by Councilman Flippo and unanimously carried the following Eesolution was adopted ; BE IT RESOLVED , by the Council of the Town of Leesburg , in Virginia , that the Auditor-Treasurer be and he is hereby •.authorised , instructed and directed to renew the fire insurance policy carried with _Moore , Clemens & Company ,and texpiring October 26 , 1938, for a period .of three ( 3) years. BE IT FURTHER RESOLVED, by the said Council that the Auditor-treasurer be and he is hereby authorized , instructed and directed to renew the fire insurance policy carried with •Whitmore 'and Armfield expiring October 26 , 1938 , for a period of one ( 1) 'year . 172 • On motion of Councilman Turley seconded by Councilman Flippo and unanimously. carried the following Resolution was-adopted ; . _ BE IT RESOLVED., by the Council' of the Town of Leesburg , in Virginia , that the Auditor-Treasurer be and he is hereby- authorized ,. instructed and directed to advertise for bids for liability insurance. on the Town ' s pick-up truck. On motion of Councilman Hourihane , seconded by Councilman Taylor and unanimously" carried the following Resolution was • adopted ; .. BE IT RESOLVED , by the Council of the Town of Leesburg , • in Virginia that the resignation of Councilman Hutchison which was presented to the Council on September 26 , 1938 be and the . same is hereby accepted. GRANT IN FINANCING• THE CONSTRUCTION OF A SEWERAGE SYSTEM AND DISPOSAL PLANT . • Be it resolved by the Council of the Town of Leesburg, • in Virginia : Section 1.
