On motion of Councilman Turley seconded by Councilman
Flippo and unanimously. carried the following Resolution was adopted ;
. _ BE IT RESOLVED., by the Council' of the Town of Leesburg ,
in Virginia , that the Auditor-Treasurer be and he is hereby
authorized ,. instructed and directed to advertise for bids for
liability insurance on the Town ' s pick-up truck.
There being no further business , on motion duly made•
seconded and carried the council adjourned.'

Town of Leesvurg , in Virginia held in the Council Chamber on Monday,
October 31 , 1938 at 6 :45 P. I1: there were present ; Lucas D. Phillips ,
Mayor , Louis T. Titus , Recorder ; Roy M. Flippo , John T . Hourihane ,
Louis C. Rollins , J . D. .Taylor and Joseph H. Tgrley , Councilmen.

The Mayor Stated that the purpose of the meeting was to
considervand adopt a resolution making a formal acceptance of the
grant of $67 ,500.00 by the P. W. A. to the Town of Leesburgc in
Virginia.
On motion of Councilman Hourihane , seconded by Councilman
Taylor and unanimously- carried the following Resolution was •
adopted ; -.

BE IT RESODVED, by the Council of the Town of Leesburg , •
in Virginia that the resignation of Councilman Eutchison which
was presented to the Council on September 26 , 1938 be and the
same is hereby accepted. ,
On motion of Councilman Turley seconded by Councilman
Rollins and unanimously carried ; the election of a successor to'
fill the vacancy created by the resignation of Councilman Hutchison,
be deferred to a later. meeting.

• THE TOWN OF LEESBURG? IN VIRGINIA? TO AID BY .WAY, OF, GRANT IN
FINANCING' THE CONSTRUCTION OF A SEWERAGE SYSTEM AND DISPOSAL
PLANT .
Be it resolved by the Council of the Town of Leesburg , •
in Virginia :
Section 1. That the offer of the Unites States of
America to the Town of Leesburg , in Virginia ; to aid byway
of grant in financing the construction of a Sewerage System
.and 'Disposal Plant , a 'copy of which offer reads as follows : •

Virginia.
1. Subject to the Terms and Conditions ( PWA Form No. 230,
as amended to the date of this offer ) , which are made a part
hereof, the United States of America hereby offers to aid in
financing the construction of a sewerage system and disposal
plant , including necessary laboratory and other equipment and
the acquisition of necessary -land and rights of way (herein
called the "Project"0 , by making a grant to town of Leesburg ,
in :Virginia (herein called the "Applicant" ) , in the amount of
45 percent' of the cost of the Project upon completion , as
determindd by the Federal Emergency Administrator of Fublic
' Works (herein called the "Administrator" ) , but not to exceed ,
in any event, the sum of 467 , 500:00. •
2 . By acceptance of this Offer the Applicant covenants
to begin work on the Project as early as possible but in no
event later than 9 -Weeks from the date of this Offer and to
complete such Project with all practicable dispatch, and in
antevert within 12 months from the commencement of
construction.
3: This Offer is made subject to the express condition ,
that , if the Administrator shall determine at any time that the
Applicant has paid or agreed to pay , whether directly or in-
directly , a -bonus , commission or fee to any person,ftrm or
corporation -for attempting to procure an approval of the
Applicant ' s -application, or for alleged services in procuring
or in attempting to procure such approval , or for activities
of the nature commonly known as lobbying performed or agreed
to be performed in connection with the application, then the
Administrator shall have the right , in his discretion , to
rescind this Offer and any agreements resulting herefrom, and ,
in the event of such rescission , the United States of
America shall be under no further obligation hereunder.

is hereby authorized and directed forthwith to send to the
Federal Emergenct Administration of Public Works three
certified copies of the proceedings of the Council of the
Town of Leesburg , in Virginia , in •connection with the adoption
of this Resolution, setting forth this Resolution in full , and -
.such further documents or proofs in connection with the
acceptance •of said Oder as may be requested by the Federal
• Emergency Administration of Public Works.

WHEREAS, by a Resolution .passed by the Council on the
17th day of October, 1938 , a Wage rate was approved for labor
to be used in constructing a proposed sewerage system and ,
disposal plant for the Town of Leesburg by the assistance of
a ,grant from the Government of the United States of America ;
and -
WHEREAS , the Federal Emergency -Administration of .Public
Works has rejected a part of the proposed wage rate in the '
said Resolution of October , 17 , 1938 , and has approved the -
hereinafter rate as the -minimum wage rates to be paid in .
construct&ng the said. sewerage system and disposal plant :
NOW, THEREFORE, BE IT UNANIMOUSLY RESOLVED, by the
Council -of the Town of Loesburg , in Virginia , that the
following
wage rate for labor to be used in constructing ,the said '
proposed sewerage system and disposal plant in the Town of
Leesburg , in Virginia , by the assistance of a grant from the
Federal Emergency Administration of Public Works in the, sum of
$67 ,500.00 as set out in PWA Docket No. Virginia 1353 F , be
and the same is hereby approved as the minimum wage .rate .to
be paid 'in constructing said sewerage syatem and disposal,
plant :

On motion of 'douncilman Taylor seconded by Councilrpam
Turley and unanimously carried , the following Resolution was adopted :
BE IT RESOLVED, by the Council of the Town of Leesburg ,
inbVirginia , that the salary of J . Austin Wright , be and. the
same is hereby set at Eighteen Dollars ( $18.00) per .week
beginning October 31 , 1938 , and the Auditor-Treasurer is
authorized to pay the said J. Austin Wright Thirty Cents(30Q)
per hour for such extra work as he may do in assisting in the
installation of meters in the said town in compliance with.. .

On motion of Councilman Rollins seconded by Councilman
Flippo and unanimously carried , the Following resolution was adopted : •
BE IT RESOLVED , by the Council of the Town of Leesburg,
in Virginia that the Auditor-Treasurer be and he is hereby

authorized , instructed and directed to pay Geerge Hardy
twenty five cents ( 25P) per hour for extra terk fnrasetsting
in the installation of water meters in the said town.

At a Special meeting of the Mayor and Town Council of the
Town of Leesburg , in Virginia held in the Council Chamber on Tuesday ,
November 8 ; 1938 at 7 :00 P. M. , there were present ; Lucas D. Phillips ,
Mayor , Louis T. Titus . Recorder; Roy M. Flippo , John T. Hourinane ,
Louis C. Rollins , John D. Taylor and Joseph H. Turley , Councilmen.
The Mayor statedtthat the purpose of the meeting wasto
open and consider sealed bids for bonds in the amofnt of 82 , 500.00
to aid in the construction of the proposed sewersystem and disposal
plant in connection with a grant from the P.W.A. of 867 ;500.00, and
any other business that might properly come before the meeting.
. . ,' On motion of Councilman Turley, andr.duly becandediendn
carried , nominations were made in order , by the Mayor , for a
Councilman dile to the resienation of Councilman Lawrence S. Hutchison.
i Councilman Turley nominated Mr. James E. Adrain and this
nomination was seconded by Councilman Rollins.
There being no further nominations , on motion duly made ,
seconded and carried., nomination were closed.
On motion of Councilman Turley , seconded by Councilman
Rollins and unanimously carried the follwwing Resolution was adopted ;
. WHEREAS, Lawrence S. Hutchison, Councilman has resigned his
office as such and his said resignation has been accepted by the
Council :
NOW,THEREFORE, BE IT RESOLVED, by the Cthuncil of the Town of
Leesburg , in Virginia , that James E. Adrain be and he is hereby
selected , appointed and elected Counciltian of the Town of
Leesburg , in Virginia to fill the unexpired term of said Lawrence
S. Hutchison. •
Mr. -James E. Adrain was summoned to the Council Chamber and
. informed of the Council ' s action and asked if he would accept the
appointment of Councilman to fill the unexpired term of Lawrence S.
Hutchison. •
Mr. Adrain stated that he would accept and was duly
qualified by Mayor Phillips acting as A Commissioner in Chancery for
the Circuit Court of Loudoun County, Virginia. -

On motion of Councilman Hourihane, seconded by Councilman
Turley and unanimously carried , the following Resolution was adopted ;
