THE CITY OF RICHMOND, INDIANA, OCOTBER 11, 2007
The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M.,
Thursday, October 11, 2007, in the Community Room at the Municipal Building, 50 North 5th
Street, Richmond, Indiana. In attendance were Board Members Vicki Robinson, Dian Lawson
and Mary Jo Flood. Also attending were City Attorney Walt Chidester and Captain Terry
Hopkins.
The following business was conducted:
CALL TO ORDER
Robinson called the meeting to order and noted for the minutes that all board members and legal
counsel were present.
APPROVAL OF MINUTES
Robinson made a request to the board to approve the minutes for the October 4, 2007 meeting.
Flood made a motion to approve with a second by Lawson. The motion was unanimously
passed.
CLAIMS FOR PAYMENT
Robinson made a request to the board to approve the claims for payment in the amount of
$74,643.40. She explained that the amount included $25,504.00 paid as a pass through grant to
Star Development for the Home Owner Rehabilitation Program and $5,085.87 was paid to
Verizon for the City's phone bill. Lawson made a motion to approve with a second by Flood.
The motion was unanimously passed.
REQUEST
A. Robinson brought to the board a request that was presented by Captain Terry Hopkins
for the approval for a street closure ant 107 Garwood Road to install a water line for
the new Galo's Italian restaurant. The request was submitted by Reynolds's Service
Tech. The dates are October 17, 2007 and October 18, 2007 from 10:00 PM to 6:00
AM with an additional day if needed with the same hours the following evening.
Flood made a motion to approve with a second by Lawson. The motion was
unanimously passed.
B. Robinson brought to the board a request that was presented by Captain Terry Hopkins
for the approval for a street closure in the 700 block of Sim Hodgin Parkway. The
request was submitted by Brackney Construction and Bob Wiwi. The closure dates

and times are Friday, October 12, 2007, 7:00 AM to TOOPM and Monday, October
15, 2007 through Friday, October 19, 2007, 7:00 AM to 7:00 PM. The effected
roadway will be open during nights and weekends
C. Robinson brought to the board an Emergency Action request that was presented by
Captain Terry Hopkins for an immediate street and sidewalk closure of the eastern
half of the 100 block of South "D" Street. He explained that this is for the safety of
pedestrians and vehicular traffic in that area because of a vacant house at 330 South
12th Street has suffered severe structural weakening at its foundation and the exterior
load bearing wall along the south side of the two story building. Flood made a
motion to approve with a second by Lawson. The motion was unanimously passed.
RESOLUTIONS
A. Robinson brought a request to the board that was presented by City Attorney Walt
Chidester for the approval of Resolution No. 11 -2007 authorizing the purchase of real
estate from Ludwig's Spring Grove Greenhouse, Inc at 28 Waterfall Road in the
amount of $141,375.00 subject to a Phase I Site Assessment that reveals no
significant environmental deficiencies or liabilities and also subject to an appraisal on
the real estate that meets or exceeds the purchase price. Lawson made a motion to
approve with a second by Flood. The motion was unanimously passed.
ADJOURNMENT
There being no further business, on a motion duly made, seconded and passed unanimously. The
meeting was adjourned.
