HomeMy Public PortalAbout1939_02_27 204: BE IT FURTHER RESOLVED , by the said Council of the Town of Leesburg , in Virginia , that the said Council deems the acquisi- tion of said easement necessary to eneble the town to complete the construction of a sanitary sewer system for the said town of Leesburg , in Virginia . BE IT FURTHER RESOLVED , by the said Council of the Town of Leesburg , in Virginia , that Louis T . Titus , Recorder , be and he is hereby authorized , instructed' and directed to forthwith present to the said Stilson H. Hall , Town Attorney , four certi= fied copies of this Resolution. - BE IT FURTHER RESOLVED , by the said Council of the Town of Leesburg , in Virginia , thEt Stilson h. Hall', Town Attorney, be and he is hereby authorizedm instructed and directed to have the Sheriff of Loudoun County , Virginia , or one of his . Deputies , serve a certified copy of this Resolution on the slid Edwin E. Garrett. and such other papers or letters as he deemsadvisable and necessary. There being no further business , on motion duly made , seconded and carried , the Council adjourned . . • • APPROVED : . RECORDER /vIAYOR February 27 , 1939 At a regular meeting of the Mayor and Town Council of the town of Leesburg , in Virginiam held in. the Council Chamber on Monday February 27 , 1939 , at 7 :30 P. M. there were present ; Lucas::D. Phillips; Mayor ; . Louis T. Titus , Recorder ; and Roy M. Flippo , L. C . Rollins , J . D- Taylor and Joseph H. Turley , Councilmen. The Recorder read a letter from Mr. E. F. Garrett to Town Attorney. Stilson H. Hall in which he stated that he would be very glad to discuss the matter of an easement through his property with -the Council upon his return from Florida . The letter also stated that he (Mr. Garrett) was sorry that it was not the plensure of the Mayor to call a meeting of the Council so as to give him (Mr. Garrett) an- opportunity to discuss the matter of an easement with them. After the above mentioned letter was read Mayor Phillips stated that he wished to mkke it clear to, the Council that he had not been requested to call a meeting of the Council by anyone in regard to any easements and that therefore had not called a meeting. A proposed Resolution authorizing condemnation proceedings in the Circuit Court• of Loudoun County , Virginia for the purpose of aqquiring an easement through the lands of Edwin E. Garrett between - Market and Cornwall Streets between Wirt and Ayer Streets . No action was taken on this matter . On motion of Councilman Turley seconded by Councilman Flippo and unanimously carried the follwoing Resolution was adopted ;- • - BE IT RESOLVED , by the Council of the Town of Leesburg, in Virginia , that Roscoe B. Rhoads , Auditor-Treasurer be and he -is hereby -authorized to pay Robert Atwell $90.00 per month wh1Te he works regularly as night watchman. ' Mr. W. C . Whitmore , PostMaster• appeared in regard to a sewerage connection for the United States Post Office in Leesburg. Mr. Whitmore Stated that he wished to know just how far that the town would lay latteral connections to the new sewer. - • 2 05 •He Was informed by the Council that latteral connections to the new sewer would only be laid to the curb by the town . Mayor Phillips was excused at 8 :15 P. M. In the absence of the Mayor the Recorder acted in his stead . Upon motion of Councilman Turley, seconded by Councilman Rollins and unanimously carried , the following Resolution was adopted; BE IT RESOLVED , by the Council of the Town of Leesburg , - in-Virginia , that the Auditor-Treasurer be and he is hereby authorized , instructed and directed to purchase a new uniform ` for the day policeman , the cost , to the Town , of which shall not exceed thirty dollars ( $30.00) . The Auditor-Treasurer presented several bills and upon motion of Councilman Hourihane , seconded by Councilman Flippo and unanimously -carried , the following Resolution was adopted ; BE IT RESOLVED ; by the Council of the Town of Leesburg , in Virginia , that the Auditor-Treasurer be and he is hereby. authorized , instructed and directed to pay the following bills ; Virginia Public Service Company (Mayor' s Office & Fire House) - - 3 8 .58 ( Harrison Pumping) - - 7120 ( Street Lighting) - - • 118.36 -.,(White Way Lighting ) - - 89 .50 _(General Pumping) 111.19 • Total -- - -$ 334.83 ' The minutes of a regular meeting held on Monday February 13 , -1939 , and those of a special meeting held on Saturday February 18 ; 1939 were read, and upon motion duly made seconded and carried , were-approved as read . There being no further business , on motion duly made , seconded and carried , the Council adjourned at 8 :3O. P. M. March 6 , 1939' at 8 :15 P. M. there were present ; Lucas D. Phillips , Mayor ; Louis T. Titus , Recorder ; Roy Ivi: Flippo , Louis C. Rollins , J. D. Taylor and Joseph H. Turley , Councilman. The Mayor stated that the purpose of the meeting was to consider and adopt Resolutions to authorize institution of condem- nation proceedings to acquire certain easements necessary for the completion of the sewer project now in progress, and also to consider such other matters as might be properly brought before the Council. - Mr. IX. E. Ball was present in the interest of an easement - • through his property on South King Street. He stated that he did not wish the sewer to be constructed through his property. Upon motion of Councilman Rollins , seconded by Councilman Turley and unanimously carried , Mr. M. E. Ball was offered the sum of $50:00 for the easement or right to construct ,maintain , repair and inspect a sewer pipe line through his property on South King Street.
