Upon motion of Councilman Rollins , seconded by Councilman
Flippo and unanimously carried , Mr. R. L. Hough was granted permission
to use a portion of the town_ ,pumping station lot as a garden.
• There- being no further business , on motion duly made ,
seconded and carried , the Council adjourned at 8 :38 P. M.

March 27 , 1939
At a regular meeting of the Mayor and Town- Council of the
Town of Leesburg , in Virginia , held in the Council Chamber on Monday ,
March 27 , 1939 at 7 :30 P. M. there were present ; Lucas D. Phillips ,
Mayor ; Louis T. Titus , Recorder and Roy M. Flippo , John T . Hourihane ,
Louis C. Rollins , John D: Taylor and Joseph H. Turley, Councilmen .
The minutes of the last regular meeting held on March lg ,
1939 were read and upon motion duly made seconded and carried were
approved as read .
Councilman Rollins stated that whereas James E. Adrain
had resigned his office as councilman that he wished to nominate
Mr. Joseph L. Oliver to fill the unexpired term of Councilman Adrain.

Upon motion of Councilman Rollins , seconded by Councilman
Flippo and unanimously carried the following Resolution was adopted ;
WHEREAS, James E. Adrain , Councilman has resigned his
office as such and his said resignation has been accepted by
the Council :
NOW, THEREFORE , BE IT RESOLVED, By the Council of• the Town
of Leesburg , in Virginia , that Joseph B. Oliver be and he is hereby
selected , - appointed and elected Councilman of the Town of
Leesburg , in Virginia , to fill the unexpired term .of said
- James E. Adrain.
Mr. Oliver was summoned to the Council Chamber and took
the oath of office before Mayor Phillips , a Commissioner in Chancery
for the Circuit Court of Loudoun County , Virgeinia .
On motion of CouncilmanFlippo seconded by Councilman,
• Turley and unanimously carried the following Resolution was adopted ;
• BE IT RESOLVED, by the Counci•1 of the Town of Leesburg ,
in Virginia that the Auditor-Treasurer be and he is hereby
authorized , instructed and directed to pay the following bills ;
II Commercial Office Furniture Company - - - - $51 .50
C. & F. Telephone Company 1.20

Upon mption of Councilman Taylor seconded by Councilman,
Oliver and unanimously carried , the following Resolution was adopted ;
BE IT RESOLVED, by the Council of tfie Town of Leesburg ,
in Virginia , that the Auditor-Treasurer be and he is hereby
authorized , instructed and directed to purchase two (2 ) Sam
Brown belts and one 38/44 revolver for the use of the police
department.
Mr. L. T . Frye appeared before the Council as a committee ='
from the Leesburg Fire Company and asked the Council to purchase

2 ( two) gas masks and two . ( 2 ) first adi kits and two ( 2 ) extra
oxegyn tanks for the use of the Fire Company.
• After some discussion of the matter and displaying sample
first aid kit and gas mask upon motion of Councilman Oliver seconded
by Councilman Flippo- and unanimously carried , the following
Resolution was adopted ;
BE IT RESOLVED, by the Council of the Town of Leesburg ,
in Virginia , that the AuditorsTreasurer be and he is hereby
authorized , instructed and directed to purchase two (2 ) gas
masks , the cost not to exceed $55.00 each and two (2) first
aid kits , the cost not to exceed $16 .00 , for the use -of the _
Leesburg Fire Company.
On motion of Councilman Hourihane seconded by Councilman
Oliver and carried , ( Councilman Taylor not voting) the following
Resolution was adopted;
BE IT RESOLVED , by the Council of the Town of Leesburg ,
in Virginia , that Robert Atwell be and he is herby appointed ,
selected and elected as night watchman for the town of
Leesburg tntfl? September-=1;-1939 , at the will of the Council ,
' at a salary of $90.00 per month. -
On motion of Councilman Turley seconded by Councilman
Flippo and unanimously carried the following :resolution was adopted ;
wHEREAs;:the`'Town~advanced fundsoto`defrayabe in•itiale ,
costs= and.'expenses in connection with the sewer system and
disposal plant ; and •
WHEREAS , the said costs and expenses amounted to Four
hundred Thirty-Three Dollars and Twenty Cents ($433:.20) and.
were paid out. of the general fund of the Town; and .
WHEREAS , J. E. Brunner , Resident Engineer , has approved
the bill of the Town in the sum of Four Hundred Thirty-Three
Dollars and Twenty Cents ( $433.20) and suggested that -said
sum be transferred from the "Construction Fund" to the
general fund of the Town for the purpose of refunding to the '
Town the initial costs and expenses in -connection with the
sewer project :
NOW, THEREFORE, BE IT RESOLVED , by the Council of the •
Town of Leesburgrp in Virginia , that Roscoe B. Rhoads , Auditor-
Treasurer be and he is hereby suthorized and instructed to
draw a check for Four Hundred Thirty-Three Dollars and Twenty
Cents ( $433.20 ) against the "Constructio4 Fund" , in the •
Peoples National Bank of Leesburg , Leesburg , Virginia ,- payable
to the Town of Leesburg , Virginia , and deposit same in the
general fund.
BE IT FURTHER RESOLVED by the said Council of the Town
of Leesburg , in Virginia , that Louis T . Titus , Recorder , be
and he is hereby authorized and instructed to transmit a
certified cppy of this Resolution to the Peoples National
Bank of Leesburg , Leesburg , Virginia .
There being no. further business , on motion duly made
seconded and carried , the Council adjourned at 8 :45 P. M.
