April 4 , 1939 SPECIAL
At a Special meeting of the Mayor and Town Council of the
Town of Leesburgm,ins0V N ginia held in the CouncilmChamber on Tues-
day . April 4 , 19394pursuant to a Resolution adopted on March 13 , 1939 ,
for the purpose of giving any citizen or taxpayer an opportunity to
be heard in regard to the proposed budget for the next fiscal year
beginning July 1 , 1939 , there were present; Lucas D. Phillips , Mayor ;
Roy M. Flippo , John T . Hourihane , Joseph L. Oliver , I. C. Rollins ,
Johh D. Taylor and Joseph H. Turley , Councilmen . -
' There - being no one present to be heard in regard to the
proposed budget , upon motion of Councilman Hourihane , seconded by
Councilman' Turley and .unanimously carried the Council adjourned at
8 :P. M. • •-

At a regular meeting of the Mayor and Town •Council of the
Town of Leesburg , in Virginia , held in the Council Chamber on Mon&ay ,
April 10 , 1939 at 8 :00 P. M. there were present ; Lucas D. Phillips ,
Mayor ; Louis T. Titus , Recorder , and Roy M. Flippo , John T. Hourihane ,
Louis C . Rollins , Joseph L. Oliver, -John D. Taylor and Jospph' H.
Turley , -Councilmen . .
• The minutes of a regular meeting held on March 27th and
April 4 , 1939 were read and upon motion duly made seconded and
carried were approved as read.
Uponemotion of Councilman Flippo , -seconded by Councilman
II
Oliver and unanimously carried , the following Resolution was adopted ;
-Whereas , the following proposed budget was submitted to
• the Council on the .13th day. of-March, 1939 , and was published
in the Loudoun News , Inc. , on the 16th day of March 1939 , and
a special meeting of the Council was -held on -the - 4th day of
April, 1939 , and no objection was made thereto by any citizen
of the town :

.NOW,THEREFORE, BE ITTRESOLVED, by the Council of the Town
• of Leesburg , in Virginia , that the following -budget be and the
same -is hereby approved and adopted ;

The Auditor-Treasurer read his monthly statement for the
month of March, .and also his quarterly statement .for the quarter
ending March 31 , 1939.

On_motion of Councilman Turley , seconded by Councilman
Hourihane and unanimously carried the following Resolution was
adopted ;
WHEREAS , the Auditor-Treasurer has this day presented to
the Council of the Town of Leesburg , in Virginia , a quarterly
statement of all .receipts and an analysis of all disbursements
for the months of January , February and March , 1939 :
NOW , THEREFORE , BE IT RESOLVED , by the Council of the
town of Leesburg , in Virginia that the said quarterly report
of the Auditor-Treasurer , be and the same is hereby unanimously
approved and accepted by the said Council.
BE IT FURTHER. RESOLVED , by the said Council that the
Auditor-Treasurer be and he is hereby authorized and directed
to have a copy of the said quarterly report published once in
a newspaper , published in said town and also post a copy of the
said quarterly report in front of the courthouse in the said town.
• On motion of Councilman Turley , seconded by Councilman
• Oliver and unanimously carried the following Resolution was adopted ;
BE IT RESOLVED, by the Council of the Town of Leesburg ,. in
. Virginia, that the Auditor-Treasurer be and he is hereby
authorized , instructed and directed to pay the .followine bills ;

Taylor and unanimously carried , the following Resolution was adopted ;
BE IT RESOLVED, by the Council of the Town of Leesburg ,
in Virginia , that the Auditor-Treasurer be and he is hereby
authorized , instructed and directed to purchase a belt for use
on the pumping equtpuient .at the pumping statiOnrand a ropeto
replace the worn one on the town fire bell .
On motion of Councilman . Hourihane , seconded by Councilman
Oliver and unanimously carried the following Resolution was adopted ,
BE IT RESOLVED , by the Coundil of the Town of Leesbirg ,
in Virginia that the Auditor-Treasurer be and he is hereby
authorized and instructed to purchase a uniform for the- night-
CFO watchman,
he night-
watchman, through"THE HUB; the cost , to the town, which shall
not exceed thirty dollars ( $30.00) .

seconded and carried , the Council adjourned at 8 :49 P. L4.

duly made , seconded and carried , were approved as read . •
On motion of Councilman Hourihane seconded by Councilman
Flippo and unanimously carried the following Resolution was adopted ;

BE IT RESOLVED, by the Council of the Town of. Leesburg ,
in Virginia , that the Auditor-Treasurer be and he is hereby
authorized and instructed to pay the following bills ;

On motion of Councilman Flippo seconded by Councilman
Oliver and unanimously carried the Water Committee was instructed
to investigate the matter of having a fence -erected around- the
pumping station and water tank to prevent -trespassiagc .
•
There being no futther business , ori motion duly made ,
secthnded and carried the Council adjourned, at 8 :22 P. M.
