HomeMy Public PortalAbout1939_06_12 220. • • BE IT RESOLVED, By the Council of the Town of- Leesburg , in Virginia , that the Veterans of Foreign Wars be and they are. -are - hereby granted permission to exhibit a carnival within the cor- - porate limits for a period of 8. days during the month of. June ; 1939 , without being required to pay the license tax imposed' by the Tax Ordinance of the town. There being no futther bmsiness , on motion duly made , seconded and tarried , the douncil adjourned. // • , 1 • 1 •YOR June 12 , 1939 At a regular meeting of the Way or and Town Council of the Town •of Leesburg , in Virginia , held in the Council Chamber on Monday June 12 , 1939 at 8 :00 P. M. there were present ; Lucas D. Phillips ; Mayor; Louis T. Titus , Recorder ; and R. M. Flippo , J. T. Hourihane , J . L. Oliver and J. H. Turley Councilmen . Mr. C. F. Harrison appeared in the interest of having an adjustment made in his water bill due to water being used by the Contractor in the installation of the sewerage system, from a hydrant on the said Harrison ' s property. No action was taken on this matter . • On motion of Councilman Turley , seconded by Coultcilman Flippo and unanimously carried the following Eesolutibn was adopted ; • Hai acct G "5ft WHEREAS , Mrs . �1, Sister of Louis C. Rollins , Councilman , died on the 10th day of June and is to be buried on the 13th day of June , 1939 : • NOW, ThTREFORE , BE IT UNAPJWOUSLY RESOLVED by the Mayor and Council of the Town of Leesburg , in Virginia , that we hereby express our deepest sympathies to Councilman Rollins in his bereavement in the death of his said Sister; and that outl:of respect to him this meeting be adjourned and continued to Wednesday , June 14 , 1939 , at 8 o ' clock F; M. at which time there • will be a special meeting of the Council at the said time. to transact such business as may properly brought before it . Adj . 8:15 At a Special meeting Of the Mayor and Town Council of the Town of Leesburg , in Virginia , held in the Council Chamber on Wed- , nesday June 14 , 1939 at 0 :00 P. M. pursuant to a resolution adopted by the said Council on Monday June 12 ,1939 , there were present ; Lucas D. Phillips , Mayor ; Louis T . Titus , Recorder and E. M.' Flippo , J . T. Hourihane , J. L. Oliver , L. C. Rollins , J. D. Taylor and J. H. Turley Councilmen . The minutes of meetings held on May 22 and May 23 , 1939 , were read and upon motion duly made , sedonded and Carried., were approved as read . • Upon Motion of Councilman Turley , seconded by Councilman -Hourihane and unanimously carried the Following Resolution was adopted ; WHEREAS , Charles F. Harrison' s water bill from the TOv for the quarter ending May 31 , 1939 , amounted to $18.90; and WHEREAS , the Council has been informed that 'the employees of • W. C. Spratt , who has contracted with the Town to Construct for It a sewerage system , Used a considerable quantity of water while Poing construction work near said Harrison ' s property and the estimated quantity of water used by the employees of said Spratt and which water want through the meter on the premises of said Harrison reduces his water bill from $18.90 to $11.00 : I • 221 NOW, THEREFORE, be it RESOLVED , by the Council of the Town of -Leesburg , in Virginia , that Roscoe B. Rhoads , Auditor- Treasurer , be and he is hereby authorized and instructed to • issue to the said Charles F. Harrison a credit of $7 .90 against • the said water -bill amounting to $18.90 and accept $11.00 in • full payment of said water bill . Upon motion of Councilman Hourihane , seconded by Councilman ' Oliver and unanimously carried , the following Resolution was adopted ; WHET EAS , Roscoe B. Rhoads ; Auditor-Treasurer , reports thatIle •has collected Twenty-nine Hundred Two Dollard and Ninety=seven Cents ($2902.97 ) Bank Stock Tax from the two Banks located in the Town of Leesburg ; and HHEREAS , one-third ( 1/3) of the said amount of •tax collected or Nine Hundred Sixty-seven Dollars and Sixty-six Cents ( $967 .66 ) thereof is due the Treasurer of Loudoun Counts , Virginia : NOW, THEREFORE, BE IT RESOLVED by the Council of the Tom of Leesburg , in Virginia , that Roscoe B. Rhoads , Auditor- .Treasurer ,- be and he is hereby authorized and instructed to • draw a check against the General Fund for Nine 'Hundred Sixtfr Seven Dollars and Sixty-six Cents ($967.66) payable to Howard E. Cole , Treasurer of Loudoun County , Virginia , in • payment of the amount of the Bank Stock Tax collected by the Town belonging to the said County. Upon Motion of Councilman Turley , seconded byLCouncilman Hourihane andunanimously carried the following Resolution was adopted ; WHEREAS , the Town of Leesburg , in Virginia , recently purchased for $739 .10 an easement to construct and maintain a sewer pipe line in and through a tract or parcel of land between West Market and West Cornwall Streets owned by Edwin E. Garrett; and • WHEREAS , the said Town has already paid the said Edwin F. Garrett the sum of $200.00 and still owes him the sum of. $539 .10 for the balance due on the purchase price of said easement : • ROW , THEREFORE, BE IT RESOLVED , - by the Council of the Town , of Leesburg , in Virginia , that Roscoe B. Rhoads , Auditor- . Treasurer, be and he is hereby authorised , instructed and directed to draw a check for $539.10 against the General Fund ,- payable to Edwin E. Garrett in payment of the balance due him on the purchase price of said easement. orA Upon motion of Councilman Turley , seconded by Councilman Taylor and unanimously carried , an Ordinance was passed re-enacting Sections 14 , 15 , 19 , and 53D of the Tax Ordinance PassedOon the 23rd day of May 1938 " which may be found in the Current Ordinance Book. The Auditor-Treasurer read his monthly Statement for the Month of May. - . On Motion of Councilman Hourihane and seconded by • Councilman Oliver and unanimously carried , the following Resolution was adopted : BE IT RESOLVED, by the Council of the Town of Leesburg , in 'Virginia that the Auditor-Treasurer be and he is hereby authorized and instructed to call for bids for hauling of slops for the coming year. June 26, 1939 At a regular meeting of the Mayor and Town Council of the town of Leesburg , in Virginia held in the Council Chamber on Monday June 26 , 1939 at 8 :00 P. M. , . there were present; Lucas D. Phillips , Mayor ; Louis T. Titus , Recorder ; and H. M. Flippo , J. T. Hourihane ; J. L. Oliver , L. C._Rollins , J. D. Taylor and Joseph H. Turley , . Councilmen : . The minutes of meetings held on June 12th and 14th 1939 , were read and upon motion duly made seconded and carried were approved as read . Upon motion of Councilman Flippo , seconded by Councilman Taylor and unanimously carried , the following Resolution was adopted ; WHEREAS, the Town of Leesburg , in Virginia , entered into an agreement with W. C. Spratt , Contractor , whereby-the said W. C. Speatt agreed to construct a sewer system and disposal plant for the town of Leesburg , in Virginia , within 180 Calender • • days from December 15 , 1938 , and said contractcontainsa provision whereby the said W. C. Spratt agreed to pay Twenty- . five Dollars ($25.00) per day for the time required to construct said sewer system and disposal plant in excess of 180 callender days from December 15 , 1938 ; and WHEREAS , it appears to the Council that the said W. C. Spratt.has endeavored to complete the said sewer system and disposal plant projects as -expeditiously as was reasonably pos- sible and that he had been delayed primarily because of excess rock in ditches due to changes in grade and also by inclement weather ; and • WHEREAS , it is the further opinion of the Council that the said W. C. Spratt should have a 60 -day extension of time in which
