HomeMy Public PortalAbout1939_06_28SPEC 2-2 - June 28 , 1939 SPECIAL At a special meeting .of the Mayor and Town Council of the Tom of Leesburgm in Virginia, "held in the Council Chamber on Wednesday June .28 , 1939 at 7 :30 P: M. , there were present , Lucas D. Phillips , Mayor; Louis T. Titus , Recorder and H. M. Flippo , J. T . Hourihane , J . L. Oliver , L. C. Rollins , J. D. Taylor and J . H: Turley ; Councilmen. The Mayor stated that the purpose of the meeting was to receive the report of the Committee on the purchase of a new truck for the town and authorize payment for same if made and also to act further on the awarding of the Contract for the remobal of slops. • Upon Notion of Councilman Oliver , seconded by Councilman Turley and unanimously carried , the following Resolution was adopted ; WHEREAS ; the Town of Leesburg -has called for bids for the purchase of a truck; and 'REREAST-a-eefe #t> ee-eempeeed-a€-Feeeee-BrEpes&sT-AadpteF- TPeaeaPePT-Reg-Mr-Fp#gee-ax4-Jr-D.-TaylePT-heP WHEREAS , bids were submitted by the Frye Motor Company, Inc. , H. & H. Chevrolet Sales and the Leesburg Automobile Company; and • WHEREAS, a committee composed of Roscoe B. Rhoads , Auditor- -Treasurer , Roy M. Flippo and J . D. Taylor , heretofore appointed and authorized to purchase a truck from one of the said bidders , have purchased a one and one-half ton Chevrolet Truck, 158 " wheelbase with Stake Body , 600x20 tires front and rear, at and for a- price of Seven Hundred Four Dollars ( $$704.00) delivered to the Town : NOW, THEREFORE, BE SIT RESOLVED, bytthe Council of the Town of Leesburg , in Virginia, that Roscoe B. Fhoads , Auditor- Treasurer , be and he is hereby authorizedm instructed and directed to draw a check payable to the H d H Chevrolet Sales for Seven Hundred Four ( $704:00) in payment of said Truck - upon delivery of same together with title to the Town of Leesburg, in Virginia. . The bids were reread for the hauling and removal of the slop. Councilman Rollins moved that Thomas S. Alexander ' s bid be accepted and the contract awaraded to said Alexander , which was seconded by Councilman Hourihane. Those voting FOR the motion: L. C. -Rollins , J : T: Hourihane and J . H. Turley . Those voting -against the motion : H. M. Flippo , •J. L. •Oliver and J. D. Taylor: There being a tie vote on the above motion Councilman Flippo moved. that Clifton Coates ' bid be accepted and the contract be awarded -to said Coates which was seconded by Councilman Oliver . Those voting against the motion; L. C. Rollins-, J. H. Turlay and J. T . Hourihane. Those voting FOE the motion: J. L. -Oliver , H. M. Flippo and J . D. Taylor. This vote also resulting in a tie the Mayor voted FOR the motion thus breakingbthe tie and the motion was carried. • Upon motion of Councilman Oliver seconded by --Councilman Flippo and caaniedubyythe following vote ; For P. . M. - Flippo , J. T. Hourihane , J. L. Oliver , 3. D. Taylor and J. H. Turley; Against ; NONE, Councilman Rollins not voting) the following Resoldtion was adopted ; WHEREAS , at the Regular Meeting of the Council of the Town of Leesburg , in Virginia , on the 26th day of June , 1939 , • Clifttn Coates submitted a hid to haul the slop from the Town of Leesburg for Thirty Dollars ( 830 .00) per month; D. H. • Cooley submitted a bid to haul the said slop for Thirty- Seven Dollars and Fifty Cents ( $37 .50 ) per month; and Thomas Alexander submitted a bid to haul the sais slop for Forty 226 • Dollars ( $40.00 ) per month ; and WHEREAS, the Council has agreed to award the contract for hauling of said slop to Clifton Coates at $30.00 per " month ' for . the year beginning July 1 ; .1939 and ending June . '30 , 1940 : I NOW, THEREFORE, BE IT RESOLVED, by the 'ouncil of the • Town of Leesburg ,. in Virginia , that the said Clifton Coates be and he is hereby awarded the contract for hauling the slop from the r own of Leesburg for a period of one year starting July 1 , 1939 , and ending June 30, 1940 , at $30.00 per month, 'payable monthly or semi-monthly at the option of the said Cliftin Coates. • BE IT FURTHER RESOLVED, by the said Council of the Town of Leesburg , in Virginia , that Stilson H. Hall , Town Attroney , be and he is hereby authorized and instructed to draw a contract between the Town of Leesburg and the said Clifton , .Coates for the hauling and removing the said slop from the Town of-Leesbufg -for the aforesaid- peried-of-one leer-and the Mayor , Lucca D. Phillips ; is authorized to sign said-- contract. BE IT FURTHER RESOLVED, by the said Council of the 'Town of Leesburg , in Virginia , that the aforesaid award shall not become effective until and unless the said contract is signed and bond executed by the said Clifton Coates in the penalty of $360.00 to insure his faithful performance of said contract. - • There being no further business , on motion duly made , seconded and carried , that Council adjourned at 8 :05 P. Li. , there were present , J. T. Hourihane , Z. L. Oliver , L. C. Rollins , .J. •D. Taylor and _J. -H. -Turley ; Counaii- men and Lucas D. Phillips , Mayor and Louis T. Titus , Recorder. The minutes of meetings held on June 26th end 28th 1939 were read and upon motion duly made , seconded and carried , were. • approved as peed . . On motion of Councilman Turley , seconded by Councilman Hourihane and unanimously carried the following Resolution was adopted ; . • BE IT RESOLVED, by the Council of the Town of Leesburg , - in Virginia , that a permit to operate a .portable "Hot Dog" • . stand be . issued to Mac C Johnson by the Auditor-Treasurer at w5.00.
