HomeMy Public PortalAbout1939_07_10 226 Dollars ($40.00) per month ; and WHEREAS, the Council has agreed to award the contract for hauling of said slop to Clifton Coates at $30.00 per " month -for . the year beginning July 1 ; 1939 and ending June '30 , 1940 : 1 • NOW, THEREFORE, BE IT RESOLVED, by the 'ouncil of the Town of Leesburg , in Virginia , that the said Clifton Coates be and he is hereby awarded the contract for hauling the slop from the ' own of Leesburg for a period of one year starting July 1 , 1939 , and ending June 30, 1940 , at $30.00 per month, 'payable monthly or semi-monthly at the option of the said Cliftin Coates. • • BE IT FURTHER RESOLVED, by the said Council of the Town of Leesburg , in Virginia , that Stilson H. Hall , Town Attroney , be and he is hereby authorized and instructed to draw a contract between the Town of Leesburg and the said Clifton Coates for the hauling and removing the said slop from the Town of.LeesbUfg for the aforesaid-peried-of-one year and - the Mayor , Lucas D: Phillips ; is authorized to sign- said contract. BE IT FURTHER RESOLVED , by the said Council of the 'Town of Leesburg , in Virginia , that the aforesaid award shall not become effective until and unless the said contract is signed and bond executed by the said Clifton Coates in the penalty of $360.00 to insure his faithful performance of said contract. - There being no further business , on motion duly made , seconded and carried , that Council adjourned at 8 :05 P. M. , there were present , J. T. Hourihane , A. L. Oliver , L. C. Rollins , J . )). Taylor and J . -H. Turley , Counail- men and Lucas D. Phillips , Mayor and siouis T. Titus , Recorder. The minutes of meetings held on June 26th and 28th 1939 were read and upon motion duly made , seconded and carried , were. approved as pead . . • On motion of Councilman Turley , seconded by Councilman Hourihane and unanimously carried the following Resolution was adopted ; . • BE IT RESOLVED, by the Council of the Town of Leesburg , in Virginia , that a permit to operate a portable "Hot Dog" • . stand be - issued to Mac C Johnson by the Auditor-Treasurer at ;5.00. - 2.27 Upon motion of Councilman Turley , seconded by Councilman • Bourihane and unanimously carried the following Resolution was adopted ; WHEREAS , the first coupons aggregating $1 ,134.37 on the $82 ,500.00 issue of bonds sold by the -Town to raise funds with which to finance the construction of a sewer system and disposal plant were paid out of the general Fund of the Town; and • WHEREAS , $1 ,134.37 has been set aside in the Construction Fund as carrying charges in connection with the construction of said projects ; and WHEREAS , said sum of $1,134.37 should be transferred from the Construction Fund to the General Fund : NOW, THEREFORE , piE IT RESOLVED , by the Council of the Town of Leesburg , in Virginia ; that Roscoe B. Rhoads , Auditor- Treasurer, be and he is -hereby authorized and directed to draw a check .for $1 , 134:37 against the Construction Fund in the Peoples National Bank-of Leesburg , Leesburg , -Virginia; and deposit same in the .General Fund for the purpose of refunding to the General Fund the amount due it from the Construction Fund. BE IT FURTHER RESOLVED, by the Council of the • Town of Leesburg , innVirginia•, that Louis T. Titus , Recorder ,be and he is hereby instructed to- transmit .a certified copy of this res- olutiion to the Peoples National Bank of Leesburg , Leesburg , Virginia. • On motion of Councilman Oliver, seconded by Councilman Turley and .unanimously carried , the following Ewsolution was adopted ; WHEREAS, the Council deems it advisable to have the financial records and affairs of the town audited for a period of one.year beginning July 1 , 1938 , .and ending June 30 , 1939 : NOW, THEREFORE, BE IT RESOLVEDm by the Council of the Town of Leesburg , in Virginia , that the State Auditing Depart- ment of the .Commonwealth of Virginia , be and. it is hereby G requested and authorized to send a qualified representative from its office to the Town of Leesburg , for the purpose of auditing the books and financial affairs of the Town for a period of one year beginning July 1 , 1938 , and, ending June 30, 1939 , and the Town will pay the said Auditing Department of the Commonwealth of Virginia for said audit. BE IT FURTHER RESOLVEDm that Lucas D. Phillips , Mayor , be • and he is hereby authorized and directed to mail a copy of this Resolution to the Auditing Department of the Commonwealth of tLe Virginia. - On motion of Councilman Hourihane seconded by Councilman Turley and unaninously carried the Mayor and Auditor Treasurer were autnorized . to have the road-way to the . dumping grounds ;for the town trash , put in suitable condition to allow dumping with the new truck with as little difficulty and damage to the truck as possible. The Auditor-Treasurer read his monthly report for the month II • of June . On motion of 'souncilman Hourihane seconded by Councilman Oliver and unanimously carried the following Resolution was adopted : - WHEREAS , the Auditor-Treasurer has this day presented to • the Council of the Town of Leesburg , in Virginia , a quarterly statement of all receipts and an alalysis of all disbursements for the months of, April , May & June 1939 : NOW , THEREFORE, BE IT RESOLVED , by the Council of the Town of Leesburg in Virginda that the said quarterly report of the Auditor-Treasurer , be and the same is hereby unanimously approved and accepted by the said Council. 22S BE IT FURTHER RESOLVED , by the said Council that the Auditor-Treasurer be and he is hereby authorized and directed • to have a copy of the said quarterly report published once in • a newspaper , published in said town and also post a copy of the said quarterly report in front of the courthouse in the said town. APPCRROVEDD: « f,., y AAYOR •V • July 12 , 1939 SPECIAL At a special meeting of the Mayor and Town Council of the • town of- Leesburg, in Virginia held in the Council Chamber on • Wednesday , July 12 , 1939 at 7 :30 P. M. there were present , Lucas D. Phillips , Mayor ; Louis T. Titus , Recorder ; and R. M. Flippo , J. L. Oliver , L. C. Rollins , J . D. Taylcr and J. H. Turley , Councilmen. The Mayor stated that the purpose of the meeting was to consider a proposed Resolution regarding some easements in connection with the new sewerage system and also to take action-upon the report of the election officials of the election held on June 13 , this year; and to consider such other matters that might be properly brought before the meeting. On motion of Councilman Flippo , seconded by Councilman Turley and unanimously carried the following Resolution was adopted ; WHEhEAS , a Regular Election of Officials for the Town was held on the 13th day of June , 1939 ; and WHEREAS , the following named persons , were candidates for the respective Town Offices :
