August 28 , 1939
At a regular meeting of the Mayor and Town Council of the
torn of Leesburg , in Virginia held in the Council Chamber on Monday
,August 28 , 1939 , - at 8; P. M. there were present , Lucas D., Phillips ,
Mayor ; Louis T. Titus , Recorder , and Roy M. Flippo , L. C. Rollins,
J. D. Taylor .and J . H. Turley Councilmen.
• The minutes of the last meeting ware read and upon motion
duly .made seconded and carried , were approved as read .
Mr. Tom Spratt of the W. C. Spratt Comstruction Company
presented a bid of $600.00 to construct additions to the storm sewer
system.
Upon motion of Councilman Flippo , .seconded by Councilman
Taylor and unanumously carried the following Resolution was passed ;
.BE 'IT RESOLVED , by the Council of the Town of Leesburg ,
in -Virginia , that the bid of W. C. Spratt , be and it is hereby
accepted for the construction of additions to the storm sewer
system at a cost not to exceed $600.00 .
' Mr. B. P. Harrison , Jr. appeared in the interest of
insuring the Town ' s two ( 2 )trucks. No action was takeon on this
matter.
Auditor-Treasurer , Roscoe B. Rhoads presented several bills
and upon motion of Councilman Flippo , seconded by Councilman Rollins
and unanimously carried the following Resolution was adopted ;
BE IT RESOLVED , by the Council of the Town of Leesburg ,
in Virginia , that the Auditor-Treasurer be and he is hereby
Authorized and instructed to pay the following bille ; .
IIC. & P. Telephone.Company - - - - - $ 1. 70 .
Garlock Packing Company 43. 52
Roger F. Powell 35. 50
Total - - - $ 80. 72
Upon motion of Councilman Turley seconded by Councilman
Taylor and unanimously carried the following Resolution was adopted ;
BE IT RESOLVED, by the• Council of the Town df Leesburg , .
in Virginia that the Auditor: Treasurer be and he is hereby
authorized and instructed to have the town Water tank repai red .
. ( The platform and the holes where birds enter the said tank )
Upon motion of Councilman Rollins , seconded. by Councilman
Taylor and unanimoualy carried the following Resolution was adopted ;
BE IT RESOLVED , by the Council of the Town• of Leesburg ,
in. Virginia , that Roscoe B. Ehoads be andhe is hereby, elected
and appointed Auditor-Treasurer for a period of two years
' beginning September 1 , 1939 , and ending August 31 , 1941 , at a
salary of $1800 .00 annually , payable in twelve installments .
On motion of Councilman , Rollins , seconded by Councilman
Flippo and unanimously carried , the followimg Resolution was adopted ;
BE IT RESOLVED, by the Council of the, •Town of Leesburg;
in Virginia , that Howard B. Gill , be and he is hereby elected
and appointes Town Sergeant for a period of 2. years
• beginning September 1 , 1939 and ending August 31 , 1910 , at an
annual salary of $1500.00 , payable in twelve installments .
There teing no further business , on motion duly made ,
seconded and carried , the Council adjourned at 9 :17 P. M.
