Upon motion of Councilman Rollins , seconded by Councilman
Oliver , and unanimously carried , the following Resolution was adopted ;
BE IT RESOLVED, by the Council of the Town of Leesburg ,
in Virginia , that the Town Hall be leased to the. Fitts Tally Ho
Theater Inc. for a period of two ( E) years at a monthly rental
of $25.00.
' ' BE IT FURTHER RESOLBED, by the said Council that Stilson H.
Hall , Town Attorney , be and he is hereby authorized and directed
to draw a..rental contract between the Town and The Pitts Tally
Ho Theater Inc. , for the renting of the town hell to the said
• Theater, in accordance with paragraph one of then Resolution.
On motion of Councilman Oliver , seconded by Councilman
Taylor and unanimously carried , the following Resolution was adopted ;
BE IT RESOLVED , by the Council of the Town of Leesburg ,
in Virginia , that the Water Committee be and it is hereby
Authorized , instructed and directed to employ an inspector to
inspect all drainage into the new sanitary sewer system.
During the course of the meeting the Mayor read the
.following committee appointments :

SEPTEMBER 25, 1939
At a regular meeting of the Mayor and Town Council of the
town of Leesburg , in Virginia held in the Council Chamber• on Monday
September 25 , 1939 , at 8 : P. M. there were present ; Lucas D. Phtllips . -
Mayor ; and R. M. Flippo , .J. T. Hourihane ,- J. I. Oliver , L. C. Rollins,
J. D. Taylor and J . H. Turley , Councilmen.
. In the absence of the Eecorder , upon motion of Councilman
Hourihane , seconded by Councilman Oliver. and. unanimously carried ,
Councilman Flippo was -elected to act as Recorder.
Upon motion duly made , seconded - and carried the reading of
the Minutes was dispensed with until the next meeting.

Mr. Lloyd Slack and Mr. J. T. 'Hirst appeared as a committee
from the Leesburg Rotary Club to ask that the .Council request the
. .State Highway Department to take over Loudoun -Street in order that
traffic congestion might be eliminated on Market Street , and upon
motion- duly made , seconded and carried the following Resolution was
• passed;

WHEREAS , there is some traffic congestion on Market Street
in the Town of Leesburg ; and
WHEREAS ; $he Council of the Town of Leesburg desires to
eliminate all unnecessary traffic congestion on .the said street ;
and
WHEREAS , the Council thinks that it is just as convenient for
•
the drivers of motor vehicles to use Loudoun Street as it is to
use Market Street in going through the Town of Leesburg ; and
•
WHEREAS , the Council of the said Town also thinks that if
part of the present traffic over Market Street -should be diverted
to Loudoun- Street there would not be as much traffic congestion
on Market Street as there is at the present time :
RON, THEREFORE, BE IT RESOLVED, by the Council of the Town
.of Leesburg , in Virginia , that the State Highway Commission of
the Commonwealth of Virginia be and it is hereby requested 'to
take over and maintain Loudoun 'Street as a part of the State
Highway System , and erect appropriate signs on the East and West
side of the Town of Leesburg at the places where Loudoun Street
extended intersects with Virginia Route No. 7 for the purpose of
diverting some of the traffic on Market Street to Loudoun Street .
BE IT FURTHER RESOLVED , by the Council of the said Town of
Leesburg , in Virginia , that the Recorder be and he is hereby
authorized , .instructed and -directed -to send a certified copy of
this Resolution to Henry G. Shirley , Chairman of the State Highway
Commission of .the Commonwealth of Virginia , and also a copy to
A. T. Arnold , Resident Engineer. - -
Winston Walker appeared dndregard to an adjustment of his
water bill.
. Mayor Phillips brought before the Councdl . the matter of
adjustments on the water bills of The Leesburg Methodist Church and
Howard E. Cole . No action was taken on the above mentioned water
bills. Same were laid on the table until the next meeting.
On motion: duly made seconded and carried by a unanimously
recorded vote the following Resolution was passed ;
WHEREAS , W. C. Sprott -, Contractor ; has completed the con-
struction of a sewer_ system and disposal plant for the: Town of
Leesburg , in Virginia , in Compliance with the terms of a contract
between him and the town dated December 5 , 1938 ; and. A .
WHEF.EAS , the town sill owes the said 'r J. C. Sprott a balance
of $13;644 .91 pursuant to the terms of said contract for con-
structing said projects , which said balance is now due and payable ;
and
WHEREAS , the Town desires to meet its obligation to the
said W. C. Sprat-t by paying him the said balance which is- now
due and payable , and in order to do so it is necessary for the
Town to borrow412 ,500.00 :
NOW, THEREFORE , BE IT RESOLVED , by the Council of the Town
of Leesburg, in Virginia , that Lucas D. Phillips , Mayor , be and
he is hereby authorized , instructed and directed to sign a note
for and in behalf of the .Town for $123500:00 payable to the
Peoples National Bank of Leesburg , Leesburg , Virginia , payable
on or before ninety days after date thereof, which said note
shall bear interest at the rate of five percent , and deposit
said sum of $12 , 500 .00 in the Construction Fund in said bank.
BE IT FURTHER RESOLVEDm by the said Council of the Town of
Leesburg , in Virginia , that Roscoe B. Rhpads , Auditor-Treasurer ,
be and he is hereby authorized and directed to draw a .check
. against the Construction Fund for $13 ,644.91 payable to W. C.
Sprott for the balance due him pursuant to the terms of the -
aforesaid contract.

Leesburg , in Virginia , tha$ Louis T . Titus , Recorder , be and he is
hereby authorized and directed to transmit a certified copy of this
Resolution to the Peoples National Bank Of Leesburg , Leesburg~ Virginia.

.0n motion duly made seconded and carried the following
Resolution was passed; .
- BE IT RESOLVED , by the Council of the Town of Leesburg , in
Virginia that h. L. Hough be paid one half (•*) of one month ' s
• salary in lieu of his vacation.
BE IT FURTHER RESOLVED , by the said Council that the
• • AuditorlTreasurer be and he is hereby authorized and directed
to pay R. L. Hough (2) one half of one months salary in lieu
of his vacation.

Upon motion duly made ; seccnded and carried the follwotng
Resolution was was passed ;
BE IT RESOLVED , by the Council of the Town of Leesburg ,
in Virginia , that Robert Atwell be and he is hereby elected
and appointed as night watchman for the town by the month
at a salary of $90:00 per month .
Onmotion dfly made , secondedand carried , the following
Resolution was passed.
. BE IT RESOLVED, by the Uouncil of the Town Cf Leesburg ,
in Virginia , that the Auditor-Treasurer be and he is hereby
authorized and directed to purchase the necessary trousers .
for Night Watchman• Atwell at a cost not to exceed $12:00 ;
On motion duly made seconded and carried the Auditor-
Treasurer was appointed as a committee to investigate the cost and
kind of material for building a garage for the Town Trucks.
On motion duly made , seconded and carried the following
Resolution was passed ; .
• BE IT RESOLVED, by the Council of the Town of Leesburg ,

in Virginia , that the contract for- the furnishing and
installation of a fence around the grounds of the pumping
station be and it is hereby awarded to B. T. Potts Company
at a cost of $ 1.1,2H o� .

The following bids were read , for an addition to the present
Fire House , and laid on the Table .

Gill Brothers also made a bid of $365.00 to install a new

public toilet in the North Room of the present Fire House .

The Auditor-Treasurer was instructed to cell for bids to
connect the public toilet to the sewerage system.

At a regular meeting of the Mayor and Town Council of the
Town of Lecsburg , • in Virginia held in the Council Chamber on Monday ,
October 9 , 1939 , at 7 :30 P. ii. , there were present ; Lucas D. Phillips ,
Mayor ; Louis T. Titus , Recorder , and R. M. Flippo , J. L. Oliver , L. C.
Rollins , J . D. Taylor and J. H. Turley , Councilmen .
The minutes of regular meetings held on September 11th and
September 25 , 1939 were read and upon motion duly made , seconded and
carried , were approved as read.
On motion of Councilman Turley , seconded by Councilman
Oliver and unanimously carried , &heOfdihaneegwascadopted in regard •
to adjustments on water bills where there was found. to be e leak in
the pipe between the water, meter and the house or place where water
is used. A copy of this Ordinance may be found in the Ordinance Book.
The Auditor-Treasurer read and presented his monthly
statement for the month of September 1939 .
The Auditor-Treasurer read and presented his quarterly •
statement for the quarter ending September 30 , 193.9 and upon motion
of Councilman , Oliver , seconded by Councilman Taylor and unanimously
carried the following Resolution was passed ;
WHEREAS , the Auditor-Treasurer has this day presented to
the Council of the Town of Leesburg , in, Virginia , a quarterly
statement of all receipts and an analysis of all disbursements
for the months of July , August and September 1939 ; . •
ROW, THEREFORE , BE IT RESOLVED, by the Council of the Town
of Leesburg , in Virginia , that the said quarterly report. of' the
Auditor-Treasurer, be end the same is hereby unanimously
approved and accepted by the said Council.
BE IT FURTHER. RESOLVED., by the said Council that the
Auditor-Treasurer be and he is hereby authorized and directed
to have a copy of the said quarterly report published once in
a newspaper . published in said town and also post a copy of the
said quarterly report in front of the courthouse in the said
town.
On motion of Councilman Flippo , seconded by Councilman,
