HomeMy Public PortalAbout1939_10_09 246 There being no further business , on motion duly made , seconded and carried , the Council adjourned` Ali afs - APPEOVED: ACT • 'r RECORDER -Aer-ed-14 4Efe • 11 M • October 9 , 1939 • • At a regular meeting of the Mayor and Town Council of the Town of Lecsburg , • in Virginia held in the Council Chamber on Monday , October 9 , 1939 , at 7 :30 P. M. , there were present ; Lucas D. Phillips , Mayor ; Louis T. Titus , Recorder , and R. M. Flippo , J. L. Oliver , L. C. Rollins , J . D. Taylor and J. H. Turley , Councilmen . The minutes of regular meetings held on September 11th and September 25 , 1939 were read and upon motion duly made , seconded and carried , were approved as read. On motion of Councilman Turley , seconded by Councilman Oliver and unanimously carried , aneOfdinaneegwascadopted in regard • to adjustments on water bills where there was found to be e leak in the pipe between the water, meter and the house or place where water is used. A copy of this Ordinance may be found in the Ordinance Book. The Auditor-Treasurer read and presented his monthly statement for the month of September 1939 . t 1 The Auditor-Treasurer read and presented his quarterly statement for the ciner.:ter ending September 30 , 1939 and upon motion of Councilman , Oliver , seconded by Councilman Taylor and unanimously carried the following Resolution was passed ; • WHEREAS , the Auditor-Treasurer has this day presented to the Council of the Town of Leesburg , in, Virginia , a quarterly statement of all receipts and an analysis of all disbursements for the months of July , August and September 1939 ; NOW, THEREFORE, BE IT RESOLVED, by the Council of the Town of Leesburg , in Virginia , that the said quarterly report. of' the Auditor-Treasurer , be end the same is hereby unanimously approved and accepted by the said Council. BE IT FURTHER RESOLVED, by the said Council that the Auditor-Treasurer be and he is hereby authorized and directed to have a copy of the• said quarterly report published once in a newspaper . published in said town and also post a copy of the said quarterly report in front of the courthouse in the said town. On motion of Councilman Flippo , seconded by Councilman, Oliver and unanimously carried , the following Resolution was adopted ; 11BE IT RESOLVED , by the Council of the Town of Leesburg , in Virginia the the Auditor-Treasurer be and he is hereby authorized . instructed and directed to pay the following bills ; Virginia Public Service Company Mayor' s Office $ 2.60 Fire House ' 2 .60 • Public Toilet 2 .61. . Adrain, Jailor - 199 .25 Total $ 920 .21 On motion of Councilman-Taylor , seconded by Counailman Flippo and unanimously carried the following Resolution was adopted ; • BE IT RESOLVED , by the Council of the Town of Leesburg, in Virginia , that the Auditor-Treasurer be and he is hereby • authorized , instructed and directed to issue credits to the following water users , on their current water bill pursuant to an Ordinance passed this 9th day of October 1939 by this - - Council ; Methodist Episcopal Church , Howard E. Cole , Samuel Taylor and Th Wesley Walker Estate . • On motion of Councilman Flippo , seconded by Councilman Taylor and unanimously carried , the following Resolution was passed ; BE IT- hESOLVED, - by the Council of the Town of Leesburg , in Virginia that the following users of water be allowed a credit on their current water bill , by the Auditor-Treasurer for overpayments for the quarter ending May 31 , 1939 ; Fapnie Fox and Eliza P. Diggs. On motion of Councilman Oliver , seconded by Councilman Taylor and unanimously carried the following Resolution was adopted ; BE IT.RESOLVED by the Council of the Town of Leesburg , in Virginia that the Auditor-Treasurer be and he is hereby authorized and directed to purchase two (2 ) rubber stop signs, to be used at the corner of King and Market Street for the North and South traffic at• a cost not to exceed .$6. 75 each. On motion of Councilman Oliver , seconded by Councilman Taylor and unanimously carried the following Resolution was adopted ; BE IT RESOLVED BY the Council of the Town of Leesburg, • in Virginia that this Town become an associate member of the Loudoun Count Council. • On motion of Councilman Turley , seconded by Councilman Oliver and unanimously carried , the following Resolution was adopted; BE IT RESOLVED , by the Council of the Town of Leesburg , in Virginia that Stilson H . Hall be and he is hereby elected and appointed as Town Attorney for the said Town for a period of two (2 ) years , beginning September 1 , 1939 and ending -August 31 , 1941 , at a salary of,$100.0Q per year payable , $50 .00 at the expiration of six months and $50.00 semi-annually thereafter until the expiration of this appointment .
