October 23, 1939 - 7 :30 P.M.
At a regular meeting of the Mayor mid Town Council of the
town of Leesburg , in Virginia , held in the Council Chamber on Monday
October 23 , 1939 , there were present ; Lucas D. Phillips ; Mayor ,
Louis T . Titus , Recorder and H. M. Flippo , J. T . Hourihane , J . L.
Oliver , L. C. Hollins and J. D. Taylor , Councilmen;
The minutes of the lagt_ meeting_ were read and upon motion
duly made , seconded and carried , were approved as read .
The Recorder read a letter of thanks for the expression of
sympathy and flowers sent by the Town Officials.
On motion of Councilman Flippo , seconded by Councilman
Oliver and unanimously carried the following Resolution was passed ;
BE IT RESOLVED , by the Council of the Town of Leesburg ,
in Virginia ,that all money collected by the Auditor-Treasurer
for the Town shall be deposited in the Peoples Rational Bank
of Leesburg , Virginia . and the Loudoun :'rational Bank of Leesburg ,
Virginia , by the Auditor-Treasurer in the name of "The Town of
Leesburg-- by Roscoe B. Rhoads , Treasurer. "
On motion of Councilman Hourihane , seconded by Councilman
Oliver and unanimously carried , the Auditor-Treasurer was instructed
to renew the fire insurance policy carried with Whitmore and Armfield
at $167 . 50 . � -

OnL.motion of Councilman Hourihane , 'seconded. by Councilman
Oliver and unanimously carried , the following Resolution :was passed ,
BE IT RESOLVED, by the Council of the Town of Leesburg;
in Virginia , that the Auditor Treasurer be and he is hereby
authorized and instructed to pay the following bills ;
Chesapeake & Potomac Telephone Co . - - - ,C< 3.05
W. C. Spratt ' ( StormmSewer ) - - - 559 ; 75
• On motion of CouncilmanTaylor and seconded by Councilman
Flippo and unanimously carried the building committee was instructed
to call for bids for the construction of a garage for the town trucks .
The following bids were read for painting the roof of the
town hall ;
E. B. Myers & Son $ 85.00
Allen M. Adrain 70.00
Nielsen Co. 131 .00
" alternate for use of
graphite paint aad- - 10.00
On motion of Councilman Flippo , seconded by Councilman
Hourihane .and parried , ( Councilman Oilver not voting ) the Buildi'ngr
committee was authorized to attend to having the said roof painted. •
On morion of Councilman , Oliver , seconded by Councilman
Flip-:e and unanimously carried the following Resolution was • passed.;
BE IT RESOLVED , by the Council of the Town of Leesburg ,
in Virginia that the Auditor-Treasurer be and he is hereby
authorized and instructed to purchase an overcoat for the IInight watchman (Robert Atwell ) ata cost to the town .not to
exceed $30.00 .

On motion of Councilman 0li4er , seconded by Councilman
Flippo and unanimously carried , the Auditor-Treasurer was authorized
and instructed to purchase the necessary corrugated iron pipe for
use in surface drainage at the disposal plant.
There being no further business , on motion duly made ,
seconded and carried , that Council adjourned at 6 :30 P. M.
