M. , • there present , Lucas D. Phillips , Mayor and E. M. Flippo , -S5a. c1 e, J. L. Oliver , L. C. Rollins , J. D. Taylor and J. B . Turley Councilmen . The Mayor stated that the purpose of the meeting was to consider and pass a resolution in regard to the payment for ease- ments in connection with the new sewerage system. On motion of Councilman Taylor , seconded by' Councilman Oliver and unanimously carried , Councilmen Flippo was elected to act as recorder in the absence cf the Recorder. �,�p On motion of Councilman Oliver, seconded by Councilman 3ZC • and unanimously carried the following Resolution was passed ; - BE IT RESOLVED , •by the Council of the Town of Leeshure , inVirginia , that Roscoe B. Rhoads , Auditor-Treasurer , be and he. is hereby authorized and directed to draw against the Con- struction Fund a check for 8225.00 , payable to Charles. F. Harrison , Attorney for the heirs of H. J. Fadeley , for an • easement:_for a sewer pipe and man-hole in and through a tract of land belonging to said heirs ; a check for 8700.00 payable to H. C. Littlejohn for an easement for a sewer pipe and. man-hole in and through his land ; a check payable to E. 0. Russell , Clerk of the ,-Circuit Court of Loudoun County , Virginia , for 8350.00 for an easement for a sewer pipe and man-hole in and through the land of Matthew E. Ball ; and the said Roscoe B. Rhoads , Auditor-Treasurer , is further authorized and directed to draw a check or checks payable to said E. 0. Russell, ' Clerk, for the costs of recording the agreements granting unto the Town the said easements and the balance of the costs , including appraisers fees , in the: ect- condemnation suit of said town against the said Matthew_E,-_Ball . BE IT FUETH=E RESOLVED , by the said Council of the Town of Leesburg , in Virginia , that Louis T. Titus , Recorder , be and he is hereby authorized and instructed to transmit a certified copy of this Resolution- to the Peoples National Bank of, L eesburg , Leesburg , Virginia. - There being no further business , on motion duly made , seconded and carried , the Council adjourned at 8 :30 P. M. , there were present , Lucas D Phillips , Mayor ; Louis T. Titus , Recorder and F. M. Flippo , J . T. Hourihane , J . L. Oliver , L. C. Rollins , J . D. Taylor and J . H. Turley ; Councilmen. The minutes of the last regular meeting held on October 23, 1939 and the minutes of a special meeting held on October 30, 1939 , were read and upon motion duly made seconded and carried , were approved as read-. - The Auditor-Treasurer read his monthly statement for the month of October. On motion of the RECORDER SECONDED BY Councilman Turley and unanimously carried , the following Resolution was adopted ; BE IT RESOLVED, by the Council of the Town of Leesburg , in Virginia , that said Council herebyexpresses it appreciation to the--Mayor for his gift of an aeril mapp of he town or 50 Leesburg , to the Town. • On, motion of Councilman Rollins , seconded by Councilman Oliver and unanimously carried the following Resolution was. adopted ; BE IT RESOLVED , by the Council of the Town of Leesburg , in Virginia that the Auditor-Treasurer be and he is hereby authorized and instructed to pay the following bills ; • Virginia Public Service Mayor' s office , Fire House and 'blit Toilet - 8 6.40 General Pupping - - - - - 88.40 Harrison Pumping 12.84 • Street Lighting 118.36, White Way Lighting 89.50 • Disposal Plant - 7 .42 Virginia Carolina Chemical Company • 10. 77 W. Mr. Williams stated the conditions of the present situation and asked that the Council take some action toward having conditions improved. No action was taken at this meeting, . but was postponed for further investigation. On motion of Councilman Hourihane , seconded by Councilman Rlippo and unanimously carried the following Resolution was adopted ; BE IT RESOLVED, by the Council of the Town" of Leesburg, in Virginia , that the Council shall 'have only one Regular '-monthly meeting which shall be held on the second Monday. .
