August '2, 1990
Mayor Charles J. Hosti called the Special Meeting on the 18th
Street Drainage to order at 6 P.M. Councilmen present were Pat Locklear,
Jack Youmans, Bill Walsh, Jimmy Brown, Jeff Dukes and Paul Jackson.
Mayor Hosti asked Mr. Ron Kolat of Thomas and Hutton to explain
the problems we were running into with the drainage problem. Mr. Kolat gave
some background information on the drainage study done in 1982. He recommends
that another study be done because of the dune buildup and the diversion of
Strand water to the Back River. He recommended Alternate 3 on the hand out
paper.
Joan Guyer asked if the water from the 17th Street area goes into
the Atlantic Ocean or the Back River. She said she had asked Jerry Farmer
that question today and was told it empties into the Atlantic. Mayor Hosti
said it goes to the Back River.
Councilman Dukes asked the time and cost of the study if it is done.
Ron Kolat said 2 to 3 weeks for the study and about $4,000.00 unless more
money is approved by council first.
Councilman Walsh made a motion to have the study made by Thomas and
Hutton not to exceed $4,000.00 and to be finalized in 3 weeks. Councilman
Dukes seconded. The vote was unanimous.

A Special Poll of Council was held on the 18th Street Drainage. The question
was if Burke Day supplied the labor then the City of Tybee would supply the
material (pipe). Below is the response from Councilmembers.
