December 4 , 1939 SPECIAL
At a special meeting of the Mayor and Town Council of the
Town of Leesburg , in Virginia , held in the Mayor ' s Office on Monday
December 4, 1939 , at 7 :30 P. M. , there were present ; Lucas D.
Phillips , Mayor.; Louis T. Titus , F.ecorder ,. and• F. M. Flippo , J. L.
Oliver , L. C. Rollins , J . D. Taylor and J . H. Turley , Councilmen.
The Mayor stated that the purpose of the meeting was to
consider and adopt Resolutions regarding payment of the annual
compensation to the members of the Leesburg , Fire Company and

authorizing payment of $765.00 to T. E. Fisher for the construction
of a garage for the town being erected on the town -pumping station
grounds. .

On motion - of Councilman Flippo , seconded by Councilman,
Oliver and -unanimously carried the following Resolution was adopted ;
BE IT RESOLVED, by the Council of the Town of Leesburg ,
in Virginia , .that Roscoe B. Rhoads , Auditor-Treasurer , be and
he is hereby authorized to pay the firemen of the Leesburg"
Volunteer Fire Company as follows : Allen M. Adrain $20.00 ;
James .E. Adrain $20.00; James B. Anderson $20.00; Arthur B.
Atwell $20.00; Louis F. Atwell $20.00; Matthew E. Ball$20.00 ;
Lawrence T. Cooksey $20.00; James G. di Zerega $20.00; Robert .
W. .Edmondson $20.00; C. William Fiske $20.00; .James C. Fleming
$20.00; Leonard T. Fry $20.00; Curtis Keys $20.00 ; James E.
Lawrence $20.00; David M. McDonald $20.00 ; Charles E. Newton
$20.00.; Matt Pulliam $20.00, C. Stanley Feed $20.00; Robert G.
Steadman $20.00 ; Albert B. Titus 520.00; Gordon E. Warner $20.00;

On motion of Councilman Flippo , seconded by Councilman
Oliver and unanimously carried the following Resolution was

adopted ;
WHEREAS, the Council heretofore authorized the Building_
Committee to contract for the building of a garage for the
. Town; and
WHEREAS , the said Committee entered into an agreement with
'T . E. Fisher , who agreed to build said garage for $765.00 and the
Town has agreed to pay the said T. E. Fis her $765.00 for building
said garage ; and
WHEREAS, by agreement entered into between the Town and the
said T. E: Fiaher , dated November 27 , 1939 , the specifications
for said -building and the terms of_payment aggregating x'765.00
are set out in full :
NOW, 'THEREFORE , BE IT RESOLVED, by the Council of the
Town of Leesburg , in Virginia , that the said agreement between
the Town and the said T. E. Fisher be and the same is hereby
approved and Roscoe B. Rhoads , Auditor-Treasurer, is hereby
authorized to draw checks aggregating $765.00 , payable to the
said T. E: Fiaher in accordance with the terms of the said
contract." '
On motion of Councilman Turley, seconded by Councilman
II Flippo and unanimously carried , the following Resolution was
adopted ;
BE IT RESOLVED , by the Council of the Town of Leesburg ,
in Virginfa , that the Auditor-Treasurer be and he is hereby
authorized' to pay Allem M. Adrain the sum of $85.00 for painting
the roof of the Town Hall.

On motion of Councilman Rollins , seconded by Councilman
Flippo and unanimousby carried , the following Resolution was adopted ;
BE IT- RESOLVED, by the Council of the Town of Leesburg ,
in Virginia , that the Auditor-Treasurer be and he is hereby
authorized- and instructed to have the glass replaced in the

Nesthsecondnatory outside door of the town hall.
There being no further business , on motion. duly made ,
seconded and carried , the Council adjourned at 8 :25 P. M. .

13th 1939 and the minutes of a special meeting held on December 4th
1939 were :read and upon motion duly made -seconded and -carried , were
4pproved -as read. - • •
On motion of Councilman Oliver , seconded by Councilman
Rollins and unanimously carried the following Resolution was 'adopted ;
BE IT RESOLVED , by the Council of the Town of'Leesburg ,
in Virginia that,tRodsoe B. Rhoads , -Auditor-Treasurer , be-and he
is hereby authorized to have erected one street light near the
corporate limits on East Market Street for which the town will pay
the Virginia Public Service Company the usual rate.
The Auditor-Treasurer read his monthly statement for the '
month of November.
On motion of Councilman Oliver , seconded by Councilman
Rollins and unanimously carried the folbwing Resolution was ' adopted ;
BE IT RESOLVED, by the Council of the Town of Leesburg ,
in Virginia , that the Auditor-Treasurer be and 'he is hereby
authorized and instructedto pay the following Bills ;
