January 8 , 1940
• At a regular meeting of the Mayor and town Council of the
Town of Leesburg , in Virginia held in the Council Chamber on Monday
. January 8 , 1940 at 7 :30 P. M. there were present, Lucas D. Phillips ,
Mayor ; Louis T . Titus , Recorder , and R . M. Flippo , J. L. Oliver,
J . D. Taylor and J. H. Turley ,Councilmen.
The minutes of the last regular meeting held on December
11 , 1939 and those of a special meeting held on December 26 , 1939
were read and: upon motion duly made , seconded and carried , were
approved as read.
On ;mo.t.i:on of Councilman Flippo , seconded by Councilman
Oliver and unanimously carried aheOfdinanoepwas passed rescinding '
an "Ardent Spirits" Ordinance which is of record beginning at page
35 and ending at page 37 .in the current Ordinance Book. A copy of
the Ordinance passed this date may .be found in the Current Ordinance
Book. _ •
On .motion of Councilman Turley , seconded by Councilman
Taylor and unanimously carried an Ordinance was passed rescinding
a part of an Ordinance passed on the cl6th •day of September. 1937 of
. record in the Current Ordinance Book at page 13.' A copy._o.f. the
Ordinance passed; t_his day may be found -in the Current Ordinance Book.
On motion of Councilman Turley , seconded by Councilman
Oliver and unanimously .carried the following Resolution..was adopted ;
WHEREAS, Goldie Young was tried in the Mayor.' s Court on a
charge set out in a warrant dated November 7 , 1939, No. 50 , for -
having alcoholic beverages in her possession illegally acquired
and fined $25.00 and $4.00 costs ; and
.
WHEREAS, it has since developed that the Ordinance pursuant
to which said warrant was issued is invalid :
NOW, THEREFORE, BE IT RESOLVED, by the Council of the Town
of, Leesburg,, in Virginia , that Roscoe B. Rhoads , Auditor-Treas-
uter , be and he is hereby authorized and directed to draw a check
payable to Goldie Young for 529.00 for a refund to her of the
$29,00 she paid. the Town pursuant- to judgment of the Mayor of
said Court at the trial of the said charge on said warrant.
The Auditor-Treasurer read his monthly statement for the
month of December 1939.
The Auditor-Treasurer read his quarterly statement for the
quarter ending December 31, 1939 and upon motion of Councilman
• Oliver seconded by Councilman Flippo and unanimously carried the
following Resolution was passed ;
WHEREAS , the Auditor-Treasurer, has this day presented to '
the Council of the Town of Leesburg , in Virginia , a quarterly
statement of all receipts and an analysis of all disbursements
for the months of; October , November and December 1939 ;

NOW, THFEEFORE , BE IT RESOLVED, by the said Council ofathe;.e_
Town of Leesburg , in Virginia , that the said quarterly report of
the Auditor-Treasurer be and the same is hereby unanimously
approved and accepted by the said Council .
BE IT FUriTHE . RESOLVED , by the said Council that the
Auditor.-Treasurer be and he is hereby authorized and directed
• to have a copy of the said quarterly report published once in
a newspaper, published in said town and also post a copy of the
said quarterly report in front of the courthouse in the said
town.

' On motion of Councilman Flippo , seconded by Councilman
Oliver and unanimously carried , the following Resolution was adopted ;

authorized , instructed and directed to pay the following bills;

On motion of Councilman Turley, seconded' by Councilman
Flippo and unanumously carried the follo.eing Resolution was adopted ;

in Virginia that the Auditor-Treasurer be and he is hereby
• authorized. and i'Yistrueted to purchase( 2) two shirts for the
Town Sergeant , H. B. Gill, for use in connection with his
duties as Sergeant .

January 15, 1940 SPECIAL
At a special meeting of the Mayor and Town Council held in
the Mayor' s Office on Monday January 15 , 1940 at 2 P. I:i. , there
were present; Lucas D. Phillips , Mayor ; Louis T: Titus , :Recarder.
and R. M. Flippo , J. T. Hourihane , .J. D. Taylor •and J . F.. Turley
Councilmen,
The Mayor Stated that the final krant of FMA of $15 ,000.00
had been received and that the final entties in bookkeeping were
ready to be made, and also that the purpose of this meeting was
to consider and pass a Resolution in regard to the final settlement
of the Sewer System and Disposal Plant Projects.
On motion of Councilman Flippo , seconded by Councilman '
Turlay and unanimously carried by a recorded vote ( All FOP ,
the following Resolution was passed ;
