BE IT RESOLVED , by the . Council of. the Town of Leesburg ,
in Virginia that the Auditor-Treasurer be and he is hereby •
authorized , instructed and directed to pay the following bills;

On motion of Councilman Turley, seconded' by Councilman
Flippo and unanumously carried the following Resolution was adopted ;
BE IT RESOLVED, by 'the Council of the Town of Leesburg ,
in Virginia that the Auditor-Treasurer be and he is hereby
authorized and il\structed to purchase( 2) two shirts- for the
Town Sergeant , H. B. Gill. for use in connection with his
duties as Sergeant.
There being no further business , on motion duly made ,
seconded and carried , the Council adjourned at 8 :25 P. M.

January 15, 1940 SPECIAL
At a special• meeting of the flayor and Town Council hdld in
the Mayor' s Office on Monday January 15 , 1940 at 2 P. I1. , there
were present; Lucas D. Phillips ,- Mayor ; Louis Tb Titus , :Recorder
and E. M. Flippo , J . T. Hourihane , .J. D. Taylor .and J . 'H. :Turley
Counci-lmen.
The Mayor Stated that the final rant of PWA of $15,000.00
had been received and that the final entiies in bookkeeping were
ready to be made, and also that the purpose of this meeting was
to consider and pass a Resolution in regard to the final settlement
of the Sewer System and Disposal Plant Projects.
On motion of Councilman Flippo , seconded by Councilman '
Turley and unanimously ' carried by a recorded tote ( All FOR ) ,
the following Resolution was passed ;

WHEREAS , the Town owes the Peoples National Bank of
Leesburg , Leesburg , Virginia , $12 ,500.00 principal and $32.99
interest on a debt evidenced by a note dated December 27 ,
1939 , payablelon or before 90 days after date ;. and
s/hEEEASrr the Town has received $15 ,000.00 from F.W,A?
representing the final payment on a grant to the Town in the
sum of ..$67 ,500.00 which as this day been deposited in the
Construction Fund ; and
WHEREAS ; the Town owes the Rust Engineering Company , Inc. ,
$292.76 for •preliminary costs incufred by It and Margaret F.
Garrett $5.00 for notarizing ten easement agreements ; and
WHEREAS , after paying all of the claims approved by EWA
on the sewer project there will be left a balance of $230.12
in the Construction Fund : •
NOW, THEREFORE, BE IT RESOLVED, by the Council of the
Town of Leesburg , in Virginia , that Ethscoe B. Rhoads , Auditor-
Treasurer , be and he is hereby authorized and directed to draw
a check for' $12 ,532.99 , payable to the Peoples National Bank
of Leesburg; Leesburg , Virginia . for payment of the aforesaid
note and interest thereon; and a check for $292. 76 payable to
the Rust Engineering Company , Inc. , for the aforesaid pre-
liminary costs ; and a check to Margaret F. Garrett for $5.00
for notarizing the aforesaid' ag_reements ; and a check for
$230.12 for. deposit in the General Fund of the Town.
BE IT FURTHER RESOLVED, by the said Council of the said
Town of Leesburg , that Louis T. Titus , Recorder , be and he
is hereby authorized and directed to transmit a certified
copy of this Resolution to the Peoples National Bank of
• _Leesburg , Leesburg , Virginia
There being no further business , on motion duly made ,
seconded and carried , the Council adjourned at 2 :17 P. M.

At a regular meeting of the Mayor and Town Council of the
Town of Leesburg , in Virginia held in the Council Chamber on Monday ,
February 12 , 1940 at 7 :30 P. M. there were present ; Lucas D. Phillips ,
• Mayor ; Louis T. Titus , Recorder and F. M. ' Flippo , J. L. OLIver , L. C.
Rollins , J . D. Taylor and J . H. Turley , Councilmen .

ThelMinutes of the last regular meeting held on January 8th
and those of a Special meeting held on Janualr 15 , 1940 were read
and upon -motion duly made , seconded and carried , were approved as read.
• The Auditor-Treasurer read his monthly statement for the month
of January, and also the amounts of the current bills payable .
On motion of Councilman Flippo , seconded by Councilman Oliver
and .unanimously . carried the following Resolution was adopted ;
BE IT RESOLVED , by the Council of the Town of Leesburg , in
Virginia , that the Auditor-Treasurer be and he is hereby authori2ed
and instructed to pay the following bills ;
