WHEREAS , John T. Grimes hasresented' to the Town a claim
in the sum of Fifty-Two Dollars ($52. 00) for alleged damages
Which includes $15.00 for damage to hedge fence ,. $12: 00 for
damage to Grimes Lot between Loudoun and Fayette Streets and
?25.00 to the Norr*s Lot west of Church Street : and
WHEREAS, the Council being of the opinion that neither the said
claim nor any .part thereof is due the said John T. Grimes :

NOW ,THEREFORE, BE IT- RESOLVED, by the Council of the Town
of Leesburg, in Virginia , that the Town does hereby reject and
' refuse to pay .same or any part thereof.
There being no further business , on motion duly made ,

March 5, 1940 SPECIAL -
At a special meeting of the Mayor and Town Council of the Town
of Leesgurg , in Virginia held in the Council Chamber on Tuesday ,
March 5 , 1940 , pursuant to a resolution passed on the 12th day
of February 1940 , there were present ; Lucgs D: iP_ h_ •tllips , Mayor ;
II Louis T. Titus , Recorder and R. M. Flippo , L. C. Rollins and J . D.
Taylor: ' Councilmen. ( The meeting was held at 7 :30 P. Il. )
The purpose of the meeting as set forth in the aforesaid
resolution of February 12, 1940 was to give- any citizen or taxpayer
the privelege' of being heard in regard to the proposed budget for
the year beginning July 1 , 1940 and ending June 30 , 1941 .
There being • nocone present to discuss the proposed budget , the
Council proceeded weth an informal discussion of current matters
and upon motion duly made seconded and carried , the Council ad`ourned
at 8 :30 P. M. ',

At a regular meeting of the Mayor and Town Council of the
Town of Leesburg , in Virginia , held in the Council Chamber on Monday ,
' March 11 ; 1940 at 7 :30 P. M. there were present ; Lucas •D. Phillips ,
Mayor ; Louis T. Titus , -Recorder and J . L. Oliver , L. C. Rollins ,
J. D. Taylor and J. H. Turley , Councilmen.

The minutes of the last regular meeting held on February 12 ,
and those of a special meeting held on March 5th 1940 were read and
upon motion duly made , seconded and carried , were approved as read .
The Auditor-Treasurer read his monthly report -for the month of
February, and presented the current bills for approval and upon motion
of Councilman Oliver , seconded by Councilman Turley and unanimously
carried , the following Eesolution was adthpted ;

Virginia that , the Auditor-Treasurer be and he is hereby
Authorized , instructed and directed to pay the following bills ;

On motion of Councilman Turley , Seconded by Councilman .1
Oliver and unanimously carried , the following Resolution was adopted ;
BE IT RESOLVED, by the Council of the town of Leesburg ,
in Virginia that the Auditor-Treasurer be and he is hereby
authorized and directed to allow rebates to , Robert Cockrill
and James Edmonds . Est. , of the difference between the current
water bill and the usual bill of $3.00 due to frozen condition
of their neghbors water pipes thus causing said neighbors to use
water from said Cockrill' s and Edmonds Est. water facilities.

On motion of Councilman Turley , seconded by Councilman
Oliver and unanimously carried the following Resolution was adopted ;
BE IT RESOLVED , by the Council of the Town of Leesburg,
in Virginia that the Auditor-Treasurer be and he is hereby
authorized and directed to allow Loveless and Honicon a rebate
of $3.00 on their current water bill for their property at
114 W. Market Street due to disconnected service.
Upon motion of Councilman Oliver , seconded by Councilman Turley
and unanimously carried the following Resolution was adopted ;
WHEREAS , the following proposed budget was submitted to
the Council on the 12th day of February , .1940 , and was
published in the Loudoun Times-Mirror on the loth day of
February , 1940 , and a special meeting of the Council was
held on the 5th day of March , 1940 , and no objection was '
made thereto by any citizen of the town :
NOW, THEREFORE , BE IT RESOLVED , by the Council of the Town •
.of Leesburg , in Virginia , that the following budget be and
the same is hereby approved and adopted ;
