M. , there were present ; Lucas D. Phillips , Mayor ; Louis T. Titus , Recorder and .R. M. Flippo , J. T. Hourihane , J. L. Oliver , •L. C. Rollins , J .U. Taylor and J . H. Turley . Councilmen . - - The Minutes of the last regular meeting 'were read and upon motion duly made , seconded and carried , were approved as read . ; , I _ The Auditor-Treasurer read his monthly statement for the-_- month of March 1940. - _ _ - - The Auditor-Treasurer read his quarterly statement•. for the quarter ending March 30 , 1940 and upon motion- of Councilman -Flippo , seconded by Councilman Oliver and unanimously carried the following resolution was passed ; • WHEREAS , the Auditor-Treasurer , has this day presented to the Council of the' Town of Leesburg , . in Virginia , a quarterly statement of all receipts and and analysis of all disbursements for the months of ; January , February and March , 1940 ; . • NOW, THEREFORE, BE IT RESOLVED, by the said Council of the Town of Leesburg , in Virginia , that the said quarterly report of the Auditor-Treasurer be and the same is hereby unanimously approved and accepted by the said Council. • BE IT FURTHER RESOLVED, by the said' Council that the Auditor-Treasurer be and he is hereby authorized and directed to have a copy of the said quarterly report published once in a newspaper , published in said town and also post a copy of the said quarterly report in front of the courthouse in the said town. On motion of Councilman Oliver. seconded' by Councilman'- - Turley• and unanimously carried the following Resolution was passed ; • • BE IT RESOLVED, by the Council . of the Town of Leesburg , in :Virginia , that the Auditor-Treasurer be- and he is hereby authorized and instructed to pay the following bills ; • Virginia Fublic .Service- Company Mayor ' s Office & Fire House = - - a 8.10 • General Pumping 71.76 Harrison Pumping- - -- - - - - - 13.89 ' Disposal Plant • 14.25 • • Street Lighting 119 . 62 ' ▪ White Way Lighting 89 .50 317.17 S C. On motion of Councilman Oliver seconded by Councilman Hourihane and unanimously carried. the followimg Resolution was passed ; 26-3 BE IT' RESOLVED, by the Council of the Town of Leesburgr in Virginia that the Auditor-Treasurer be and he is hereby authorized and instructed to purchase one pair of trousers - for the- night Watchman , Robert Atwell the cost not to exceed $9.00. - "1Orr-motion-'df-0ounci-lman Turley seconded by Councilman Flippo and tnafimouslyecatriednthec3following Resolution was passed ; ' BE IT RESOLVED , by the Council of the Town of Leesburg in Virginia that the Street Committee for Streets South of Market Street be and it is hereby authorized and instructed to have the street from Loudoun Street to Alco Street ,._adjoin- -- " " - 'Y"nt 'therLeeSBurt Grain"& Feed Company , improved at a cost not • to exceed $250.00 There being no further business , on motion duly made , seconded and carried , the Council adjourned at 7 :10 P. M. APPROVED : :4:114-• CP 67a4- RECORDER MAYO: • April 12 , 1940 SPECIAL - ' ' " C ' ' At a special meeting of the Mayor and -T.own "Council of the town of Leesburgir in .Virginia held in the 'Council Chamber Chamber on Friday, April 12, 1940 at 7 :30 P. U, there .were present ; Lucas D. Phillips ; Mayor ; Louis T . Titus , Recorder and R. M. Flippo , 3. T. Hourihane , J . L. Oliver , L. C.' Rollins and J. H. Turley , Councilmen . The Mayor stated"that the purpose of the meeting was to consider and adopt a resolution authorizing payment to G. Shirley Myers and- Elijah F. Myers the 'sum of "175.00 for an easement through their property , located on Loudoun Street between the property of H.. C. Littlejohn and the Town of Leesburg. On motion of Councilman Oliver , seconded by Councilman Turley and carried (all members present voting FOR except Councilman Rollins who did not vote) the following Resolution was, adopted ; WHEREAS , there has been a dispute between :H. C . Littlejohn and G. Shirley Myers regarding "the ownership of a part of the land in and through which the sewer pipe line from West Loudoun Street to . the lot or parcel of land owned by the Town of Leesburg, In Virginia ; and WHEREAS , the Town has alreedy-secured from H. C. Littlejohn the right to maintain said sewer pipe line through his interest in said land in and through which the said pipe line has been constructed ; and WHEREAS , the Town has agreed to pay the . said G. Shirley Myers and Elijah •F. Myers the sum of One Hundred Seventy-five Dollars ( $175.00 for the right to maintain said 'sewer pipe line in and through ant and all the interest they have in the land in and through which said sewer pipe line_ and three 'man-holes have been constructed : NOW , THEREFORE , BE IT RESOLVED, by the Council of the Town of Leesburg , in Virginia , that :,oscoe B. Rhoads , Auditor-Treasurer , be and he is hereby authorized , instructed and directed to draw • a check for One Hundred Seventy-five Dollars ($175.00) in full. payment for the right to maintain said sewer pipe line and three man-holes in and through the interest the said C . Shirley Myers and Elijah F. Myers have in the aforesaid land for a distance aggregating approximately 857 feet ; and the said G. Shirley Myers and Elijah F. Myers shall be paid simultaneously -with the delivery
