L CITY OF TEMPLE CITY TEMPLE CITY CALIFORNIA OCTOBER 25, 1962 Mayor Tyrell called the Adjourned Meeting of;thc City Council to order. As this was to be a joint meeting of the Parks & Recreation Commission and the Council, the Mayor asked for the roll call to in- clude the Commissioners. Roll call as follows: PRESENT: Councilmen- Merritt, Nunamaker, Tyrell Commissioners - Andrist, Clemson, Gorham, Lindberg, Gunst ABSENT: Councilmen - Dickason, Fitzjohn Commissioners -None ALSO PRESENT: City Manager Woollett, City Attorney Shatford Victor Kobett, Recreation Director, presented the various policy recommendations of his department which reflected several minor changes and which the Parks & Recreation Commission recommend to the Council. Following discussion of the items individually, Councilman Nunamaker moved to approve and adopt the recommendations on Co- Sponsor- ship, Councilman Merritt seconded, roll call vote as follows: AYES: Councilmen- Merritt, Nunamaker, Tyrell NOES: Councilmen -None ABSENT: Councilmen - Dickason, Fitzjohn The next policy item considered was the Special Program Pol- icy. Following discussion Councilman Merritt moved to approve the re- commendations with respect to Special Program Policy, Councilman Nuna- maker seconded, roll call vote as follows: AYES: Councilmen- Merritt, Nunamaker, Tyrell NOES: Councilmen -None ABSENT: Councilmen - Dickason, Fitzjohn The next policy item discussed was Holiday Procedure which explained programs offered during school vacation time and holidays. Councilman Nunamaker moved to approve the policy as recommended for Holiday Procedures, Councilman Merritt seconded, roll call vote as fol lows: AXES: Councilmen- Merritt, Nunamaker, Tyrell NOES: Councilmen -None ABSENT: Councilmen - Dickason, Fitzjohn Next Director Kobett presented the recommendations regarding recreation personnel attire. Councilman Nunamaker moved to approve the recommendations of the Parks & Recreation Commission, Councilman Merriti seconded, roll call vote as follows: AYES: Councilmen- Merritt, Nunamaker, Tyrell NOES: Councilmen -None ABSENT: Councilmen - Dickason, Fitzjohn As this was a joint meeting with the Parks & Recreation Com- mission, Mayor Tyrell asked the members of the Commission if there was anything else they wanted to ditscuss with the Council. A discussion followed regarding the progress of the various items of improvement such as the lighting; system, and the new picnic shelters, and also Mr. Kobett advised of several different programs he was re- searching in respect to adding them to the present schedule. This included camp programs as well as day -camp programs for the summer. Also the subject of a youth center was brought up and will be given detailed study by the Commission which will then make recommendations to the Council. Fred Ames, 5110 Temple City Blvd., spoke representing a group of Senior Citizens who were present with reference to the Council re- commendation that they retain membership in the Los Angeles County Group This group was opposed to continuing this membership. After consider- able discussion the Council agreed that this should be referred back to the Parks & Recreation Commission for a thorough investigation of the 364 Council 'Minutes, October 25, 1962, page 2 pros and cons of this request. The following from the Senior Citizens were also present: Mr. Parkhurst, Mr. Jack Grannatt, Mr. John Corretti, Mr. & Mrs. Alexander Ude, and Mr, and Mrs. Ames. Following discussion regarding the installation of Christmas trees in the center of the street and berms necessary for that installa. tion Councilman Nunamaker moved to rescind the previous motion permit- ting the use of the $1000. allocated in the budget for Christmas lights to be used for the berms etc., Councilman Merritt seconded, roll call vote as follows: AYES: Councilmen- Merritt, Nunamaker, Tyrell NOES: Councilmen -None ABSENT: Councilmen - Dickason, Fitzjohn Councilman Merritt moved that any authorization for construc- tion of berms or installation for permanent pole holes in the center of the street be rescinded, Councilman Nunamaker seconded, roll call vote as follows: AYES: Councilmen- Merritt, Nunamaker, Tyrell NOES: Councilmen -None ABSENT: Councilmen - Dickason, Fitzjohn. City Manager .loollett presented a letter from the San Gabriel Academy requesting a charitable solicitation permit to sell cookies and peanuts the following day to purchase necessary equipment for their school, which is attended by a number of Temple City youth. Councilman Nunamaker moved to approve the request, Councilman Merritt seconded, roll call vote as follows: '4AYES: Councilmen- Merritt, Nunamaker, Tyrell NOES: Councilmen -None ABSENT: Councilmen - Dickason, Fitzjohn The City Manager referred to the invitation to the Mayors' Mall workshop to be held in Pomona at their new Mall on November 16 and 17. Following discussion reservations will be made for the Following: Councilmen Nunamaker, Merritt, Tyrell, City Attorney Shatford, and City Manager Woollett. Councilman Nunamaker moved these reservations be made and the money be paid For same, Councilman Merritt seconded, roll call vote as follows: AYES: Councilmen - Merritt, Nunamaker, Tyrell NOES: Councilmen -None ABSENT: Councilmen - Dickason, Fitzjohn City Manager <'oollett read a letter From the Southern Pacific Railroad Co. with respect to the two crossincs and they recommend gates on both of them, and have submitted an agreement with Rosemead and Temple City each payino 25% and the Railroad to pay 50% of the cost but no fic+ures were given on the cost of installation. They also requested the same %'s in respect to maintenance. He advised he would pet the figures next and then some decision could be arrived at. Councilman Merritt moved to refer this to the Traffic Commission, Councilman Nuna- maker seconded, and carried. The City Manager also advised that the City had a cood supply of Civil Defense materials which are available upon request. Regarding a letter from the El Monte Herald regarding their Anniversary edition for the City of El Monte, Councilman Nunamaker movec to file, Councilman Merritt seconded, and carried. The City Manager advised the park badges and one For the Sheriff were beinc made. Councilman Nunamaker moved to adjourn, Councilman Merritt se- conded, Carried, and Council adjourned at 10:20 P.
