Clifton Coates - - - - - $30,00 per month. , After mach discussion of the awarding of the contract for the removal of the slops and garbage upon motion of Councilman Flippo seconded by councilman Oliver to accept the bid of Clifton Coates of $30.00 per month , the motion was defeated by a vote of four ( 4) to two ( 2) . Councilmen Flippo and Oliver voting FOP and Councilmen Hourihane , Rollins , Taylor and Turley voting AGAINST . Upon motion of Councilmen Turley , seconded by Councilman Taylor and 'carried by the following vote ; FOR- Councilmen Hourihane , Rollins , Taylor and 'Purley ; AGAINST ; - Councilmen Flippo and Oliver , the bid of T . S. Alexander of $40.00 per month was accepted with the provision that he should not dispose of the slop or garbage near the corporation limits nor at said Alexander ' s home. Dollars and Eighty ents e$2998.4J Bank stock Tax from the . two Banks located in the -Town of Leesburg ; and . • Whereas , one third ( 1/3) of the said amount of tax collected or Nine Hundred and Ninety .Nine Dollars and Sixty Cents ( $9.99 .60 ) thereof is due t-he Treasurer of Loudoun County , Virginia ; NOW, THEREFORE , BE IT RESOLVED , by the Council of the Town of Leesburg , in Virginia , that Roscoe B. Rhoads ; Auditor- Treasurer , be and he is hereby authorized and instructed to • draw a check against the general fund for $999 .60 payable to Howard E. Cole , Treasurer of Loudoun County , Ifirginia , in pay- ment of the amount of Bank stock Tax collected by the Town belonging to the said County . Titus , -Recorder and B. M. Flippo , J . T. Hourihane J . L. Oliver , L. C. Rollins , J. D. Taylor and J . H. Turley , Councilmen. The minutes of the last regular meeting held on June 10th 1940 were read and upon-motion duly made , -seconded and carried were approved as read . - .. . On motion of Councilman , Hourihane , seconded by,Councilman Oliver and unanimously carried the following Resolution was adopted ; • 2 67 • • BE IT RESOLVED , by the Council of the Town of Leesburg in Virginia ,that thw Mayer be and he is hereby authorized and instruct- ed to sign the contract between the Town of Leesburg and T. S. Alexander , 'for the hauling of the slops and .garbage from the Town of Leesburg for the period of one year beginning July 1 , 1940. Said 'contract shall not be signed or delivered until the execution of the required bond by the said T. S. Alexander . The Auditor-Treasurer read his Monthly report for the month of June;, his Quarterly report for the Quarter ending June 30 , 1940, and also his Annual •report. All of these reports were of the receipts and disbursements for the periods mentioned . On motion of Councilman Turley , seconded by Councilman Hourihane and unanimously carried the following Resolution was adopted ; WHEREAS , the Auditor-Treasurer, has this day presented to the Council of the Town of Leesburg , in Virginia ; a quarterly statement of all receipts and an analysis of all disbursements . for the months of; April , May and June , 1940; POW, THEREFORE, BE IT RESOLVED , by the said Council of the Town of Leesburg, in Virginia , that the said Quarterly report of the Auditor-Treasurer be and he same is hereby unanimously approved and accepted by the said Council. IIThe Auditor-Treasurer reported that the bill of S. P. Alexander , Sheriff of Loudoun County for the care and confinement of prisoners for the Month of June as authorized to- be paid if same should be under $50.00 , was $48.00 and has been paid . On motion of Councilman Oliver , seconded by Councilman Turley and unanimously carried , the following Resolution was adopted : • BE IT RESOLVED, by the Council of the Town of Leesburg , in • Virginia , that the Mayor of said town shall continue to have all jurisdiction vested in such Mayor at the time Section 4987-f of the Code of VErginia -was amended and re-enected into law by the 1940 General Assembly and all such power as the Council of the said town is authorized to vest in said Mayor by virtue of the said section of 'the Code of Virginia , as amended ; and that the jurisdiction of the said Mayor shall pertain to the issuance of warrants and the summoning of witnesses snd the trial -of cases . involving violation of town Ordinances , and that the said Mayor shall collect •all fees , fines and costs and pay same •into the treasury of the town of Leesburg , in Virginia , as now provided by " law, or by ordinance of the said town . - • The Auditor-Treasurer -read his monthly report of the finances for the month of July 1940. 00 motion of Councilman Turley , seconded by Councilman Oliver and unanimously carried the following Repooution was adopted : BE IT RESOLVED BY, the Council of the Town of Leesburg, in Virginia that the Auditor-Treasurer be and he is hereby authorized ; instru:;ted- and directed topay the following bills;
