September 11, 1940 SPECIAL
At a Apecial Called meeting of the M yor and Town Council
of the Town of Leesburg, in Virginia held in the Council Chamber
on Wednesday, September 11, 1940 at 8 P. M. there were present;
Lucas D. Phillips, .Mayor; and R. M. Flippo , J. T. Hourihane ,
J . L. Oliver L. C. Rollins , J.D. Taylor and J . H. Turley,
Councilmen. Councilman Flippo Acted as recorder in the absence of
Recorder Titus. -.
The Mayor Stated that the purpose of the meeting was to
consider and pass several Ordinances and to take up such other
business as might be properly brought before the meeting.
2 An Ordinance regarding permits for excavating and construction
work was read and upon motion duly made, seconded and carried was
adopted as read. A copy of this Ordinance m4found in the Current
Ordinance Book.
An Ordinance regarding the giving of a false alarm to the
Fire Department was read and upon motion duly made, seconded and
carried, was adopted as read. A copy of this Ordinance will be ' c
found in the Current Ordinance amok.
An Ordinance regarding the parking of motor vehicles for
. • a period of 24 hours within certain limits of the town, was read
and upon motion duly made, seconded and carried, was adopted as read.
A copy of this Ordinance will be found in the Current Ordinance Book.
An Ordinance recinding and reordaining Paragraph 6 of the
Tax Ordinance on Page 24 of the current Ordinance Book, was read
and upon motion duly made, seconded and carried, was adopted as read.

On motion dulyomadelseconded and -Carried the Council adopted
the following Resolution.
WHEREAS , the traffic and travel by motor vehicles on and over
Virginia Route No . 7 has increased rapidly within the last few years
and is bonstantly continuing to increase as a result of the increase
of the population in Arlington County and the vicinity of Falls
Church, as well as the fact that said Route is fast becoming an
arterial highway for motor vehicles to the Nation' s. Capital from
various Western Points in the nation, which is partly due to the
recent -completion of Va . Route No . 238 from.Clarks Gap,--West; and
."^3_EWHEREAS, a large part of the said Highway between Clark's Gap
and Alexandris is crooked, narrow, rough and uneven and said high-
way is dangerous to the travelling public ; and
WHEREAS, it is apparent that the said highway should be
improved as quickly as possible for the purpose of accomodatingthe
constantly increasing motor vehicle traffic on and over same; amid
WHEREAS , the State Highway Commission has already allocated
the necessary funds and is now constructing two parts of the said
highway between Clark ' s Gap and Leesburg and Tyson' s Corner and
Falls Church:
NOW, THEREFORE, BE IT RESOLVED, by the Council of the Town
of Leesburg, in Virginia , (1) that it hereby expresses Its
appreciation to the State Highway Commission for the work It is
now doing in improving parts of the said highway; and- (2) that the
said Council of the Town of Leesburg, in Virginia, beleives that
the .State Highway Commission should and it is. hereby urged to 4110-
- tate as soon as possible the- necessary funds with which to compete
the improvement of the rest of the said highway for the purpose of
accomodating the conttantly increasing motor vehicle traffic on and
over the same!
BE IT FURTHER RESOLVED, that a copy of this Resolution be
mailed' to the Honorable Henry G . Shirley, Chairman, and the other
members of the State Highway Commission.

There was an Ordinance regarding Gambling and one regarding
radio loud speakers, brought before the council but no action was
taken on these .
On motion duly made , seconded and carried the Auditor-Treasurer
was authorized to refund to Thad Turner all monies paid. in excess
he has paid, in adaition to what• he should have paid under .
Paragraph 6 of the tax Ordinance as annulled and reordained.
Officer Atwell's request for a uniform was tabled until the
next regular meeting night.

On motion duly made , seconded and carried the Auditor-Treas •

urer was authorized to draw a check payable to the League of •
Virginia Municipalities for the Town' s annual dues to said
Organization. said check shall be for $75.00

Upon motion duly made, seconded and carried the following
Resooution was adopted;
BE IT RESOLVED, by the Council of the Town of Leesburg, in
Virginia that the Auditor-Treasurer be and he is hereby authorized
to draw a check for $35.00 payable to the Town of Leesburg' s
delegates to the Convention df the League of Virginia Municipal
ities to be held at Roanoke , Virginia on September 22, 23 & 24, 1940.
- There being no further business, on motion duly made, seconded
and carried, the Council adjourned at 9 P. M.

At a regular meeting o the Mayor and Town Council of the Town
of Leesburg , in Virginia held in the Council Chamber on Monday October
14th, 1940 at 7 :30 P. M. , there were present , Lucas D. Phillips , Mayor ,
Louis T. Titus , Recorder ; and R. M. Flippo , J . L. Oliver , L. C . Rollins ,
J . D. Taylor and J . E.Turley , Councilmen .
The minutes of the last regular meeting held on September
9 , 1940 .and those of a special meeting held on September 11 , 1940
were read and upon motion duly made , seconded and carried were approved
as read .

Fire Chief of the Leesburg' Fire Company was recognized by
the Mayor and Council. Chief Lawrence requested that the Council
purchase 500 feet of new fire hose due to the loss of 200 feet in
recent tests made by the fire company. After some discussion of the •
matter , upon motion of Councilman Turley , seconded b_, Councilman
Flippo and unanimously carried the following Resolution was adopted ;
BE IT RESOLVED, by the Council of the Town of Leesburg , in ,
Virginia , that the Auditor-Treasurer be and he is hereby authorized •
to purchase 500 feet of new fire hose. •
• The Auditor-Treasurer read his monthly statement for the-
month of September 1940
The Auditor-Treasurer read his quarterly statement for the
quarter ending September 30 , 1940 and upon motion of Councilman
• Flippo , seconded by Councilman Oliber and unanimously carried the
following Resolttion was adopted ;
