HomeMy Public PortalAbout1940_11_11 ui4 • November 11 , 1940 - At a regular meeting of the Mayor and Town Council ofthe town of Leesburg , in Virginia held in. the Council Chamber on Monday, November 11 , 1940 at 7 :30 P. M. there were present ; Lucas D. Phillips , Mayor ; Louis T . Titus , Recorder and , E. N. Flippo , J. L. Oliver , L. C. Rollins , J . D. Taylor and J . H . Turley, Councilmen . The minutes of the last meeting were read and upon motion duly made seconded and carried were approved as read. Mr. C . E. Warner appeared as a committee from the Leesburg Fire . Company to present a Service Car to the Town to be used in connection with the fire fighting equipment. After some discussion ofnthe Service Car and its merits etc . upon motion of Councilman Flippo , seconded by Councilman Oliver and carried ,the Council rejected the Service car madnly on the grounds of the liability that -would be plated upon the town : On motion of. Councilman Rollins, seconded by Councilman Oliver and unanimoufly carried , the following Resolution was adopted ; • BE IT RESOLVED, by the Council of the Town of Leesburg , in Virginia , that. Roscoe B. ?.hoads ,LudttorkTreasurerbpeaatdohezi•s hereby authorized , instructed and directed , to draw a check against the amount in .the sinking fund for the purpose of paying off cne , One Thousand Dollar ( ($1,000.00 ) water bond and accrued interest thereon and the said Roscoe B. Rhoads and Lucas D. Phillips , Mayor , are authorized• to sign said check. Upon motion of Councilman Oliver , .seconded by Councilman Flippo and unanimously carried the following Resolution was adopted ; BE IT RESOLVED , by the Council of the Town of Leesburg , in Virginia , that Roscoe B. Rhoads, Auditor-Treasurer , be and he is hereby authorized and instructed to have cancel7.ed the fire insurance policies of Mocre & Clemens and _Whitmore and Armfield • • on the Town Hall Building and take out a policy of Three Thousand Dollars ($3,000.00 ) with Faxspn & Hawthorne of Fire insurance on the said town hall building and also take out a policy of employer ' s ldability -insurance with Moore & Clemens to .cover the employees of the Town ; and Lucas D. Phillips , Mayor and the Said Roscoe B. Rhoads , Auditor-Treasurer are hereby authorized to draw • • and sign the necessary checks to secure the said insuranee on the Town Hall Building and the employees of the Town . Mr. Robert Atwell , Night Watchman appeared and requested that the Council purchase a new uniform for him. Upon motion of Councilman rlipro , seconded by Councilman Oliver and unanimously canted , the • following Resolution was adopted ; • BE IT RESOLVED , by the Council of the. Town of Leesburg , in Virginia that the Auditor-Treasurer be and he is hereby authorized , instructed and directed to purchase a new uniform for Night Watchman Atwell . • Illpon motion of Councilman Oliver , seconded by Councilman Flippo and unanimously carried the following Resolution was adopted ; BE IT RESOLVED , by the Council of the Town of Leesburg-, in • Virginia that the Auditor-Treasurer be and he is hereby authorized and instructed to renew the contract with the Virginia Carolina Chemical Corporation , for the purchase of Chlorihe for the disposal plant. • Be it further Resolved , that the said Roscoe B. '.I.YioadS ; Auditor-Treasurer and Lucas D. Philips , Mayor be and they are hereby authorized to sign said contract for the towel. 2• ( �) • The Auditor Treasurer read his monthly statement for the month of October 1940. • On motion of Councilman Oliver , seconded by Councilman Flippo , and unanimously carried , the following resolution was adopted ; . BE IT -.ESOLBED, by' the Council of the Town of Leesburg , in Virginia that Roscoe B. Rhoads , Auditor-Treasurer , be And he is hereby authorized and directed to pay the following bills; • Virginia public Service Company Mayor ' s Office & Fire House - - -. $ 5.50 • General Pumping - - - - 103.56 Harrison Pumping - - - 11 . 76 . Anderson of• the Leesburg Fire Company appeared to • request that t} e Town enlarge the fire house by an extension to the .rear of the present structure. In his remarks hr. Anderson stated that the Fire Company would be willing to loan the Town .bhe thousand (431 ,000.00 • for three years at a low interest rate .if it should .be .necessary to• make the extension of the fire house .ossible . after some discussion of the matter upon lotion of Councilman Flippo , seconded .by Councilman .Hollins and carried the Building Committee of the Council was . 'authorized to work with a committee from the Fire Company to formulate plans and make a report to the Council . Upon motion of Councilman Oliver , seconded by Councilman Turley and carried the following Resolution was adopted ; • • • BE IT RESOLVED, by the Council of the Town of Leesburg , in Virginia , that officer Howard B. Gill be allowed $8.00 per month for the use of his automoblie in connection with his official duties.
