DECEMBER 3, 1940 SPECIAL
At a Special meeting of the Mayor end Town Council of the
• Town of Leesburg , in Virginia held in the Mayor ' s Office on Tuesday
December 3, 1940 at 7 :30 P. M. there were present ; R. M. Flippo ,
J . T. Hourihane , J. L. Oliver , L. C. Rollins and J. H.Turley Councilmen .
The Mayor Stated that the purpose of the meeting was to
consider several matters• of immediate importance .
II After
some discussion of the matter of trash collections
for the business district upon motion of Councilman Oliver , seconded
- by Councilman Flippo and unanimously carried an Ordinance regarding
the collection of trash in the business area of the town twice each
week and once eachweek for the rest of the town, was passed and a
copy of same will be found in the current Ordinance book.
On. motion of Councilman Flippo , seconded by Councilman
Hourih_ane and unanimously carried , the following Resolution was
adopted ;
• BE IT RESOLVED, by the Council of the Town Of Leesburg ,
in Virginia , that Roscoe B. Rhoads , be and he is hereby
Authorized to have removed , the ornament on the west end of
- the top of the Town Hall Building and to have the leak in the
. Town water tank repaired.
. BE .IT FURTHER , resolved , by the said council that the
said Roscoe E. Ehoads be and he is hereby authorized and
directed to have published by one insertion in the two local
newspapers a synopsis of the ordinance passed at this meeting
relative to removing trash.
On motion cf Councilman •Oliverq, seconded by Councilman
, rourihane , and .unanimously carried the following Resolution was
adopted ;
• BE IT RESOLVED, by the Council of the Town of Leesburg , in
Virginia , that Roscoe b. _Rhoads , Auditor-Treasurer , be , and
he is hereby authorized to call and pay one One Thousand Dollar
(x1 ,000.00 ) water bond and to draw a check for One Thousand
• Dollars (81 ,000.00) and accrued interest on the said water bond
as soon as there is available in the sinking fund the sum of
• One Thousand Dollars ($1 ,000.00 ) and accrued interest on the
said water bond .
There being no further business , on motion duly made ,

At a regular meeting of the Payor and Town Council of the Town of
Leesburg , in Yirginia held in the Council Chamber on Monday December ,
9 , 1940 at 7 P. M. there were present , ; Lucas D. Phillips , Mayor ,
Louis T. Titus , Recorder and R. E.'Flippo , J. L. Oliver , L. C. Rollins ,
J. D.Taylor' and J. E.Turley , Councilmen . .
The minutes of. the last meetings held on November 11 , 1940 and
November 29 , 1940 and December 3 , 1940 were read and upon motion duly
made , seconded and carried , were approbed as read.
The Auditor-Treasurer read his monthly statement for the month of
l''ove:.:ber 1940 and presented the current bills for authorization of
• payient .
