At a special meeting of the Mayor and T'o;vn Council of. the Tor# • cf Leesburg , in Virginia held in the Mayor ' s Office on Fridayay Dtreember 20 , 1940 at 7 P. M. there were present , Lucas D. Phillips , Mayor ; and R. M. Flippp , J . T. Houiihane , J . L. . Oliver , L. C. ` Hollins, J. D. Taylor ana J. F. Turley , Councilmen. The Mayor Stated that the purpose of the meeting was to consider the Resolution intrthduced and laid on the tatle at the. last meeting held on December 10, - 1940. On motion of Councilman Oliver , seconded by Councilman Turley and unanimously carried the following :resolution 'vas adopted ; BE IT RESOLVED, by the Council of the Town- of Leesburg , in Virginia , that the contract for the Construction of an addition to the fire House on Loudoun Street be and the same is hereby awarded to T. E. Fisher for the sum of $1250.0031nII compliance with the provisions and stipulations in his bid , Provided suitable and more definite plans and specifications • and the manner of payment for the said .ctnstruction work can be agreed upon between the said. Town and T Fisher and a contract - signed by the said to-m and T . E. Fisher for the construction . of said addition to thesaid Fire House ; and a committee . composed of Roscoe B. Rhoads , J. D. Taylor and Joseph Oliver are hereby .authorized to approve said. plans and specifications for 5:2(0 conatruction work ; and Stilson H. Hall . Town Attorney , be and he is hereby authorized to draw the aforesaid contract and Lucas D. Phillips . Mayor , is authorized tc sign said contract after same has been approved by the said committee. At a special meeting of the Mayor and Town Council of the Town' of Leesburg , 1b Virginia held in the Mayor ' s Office on Monday December 30 , 1940 . at 7 P. M. there were present ; Lucas XD. Phillips , Mayor ; Louis T. Titus , F.ecorder and E. M. Flippo , J . T. Hourihane , J . L. Oliver , L. C. Hollins , and J. D. Taylor and J . H. Turley , Councilman. The Mayor Stated that the purpose •of the meeting was to consider the contract and specifications for the addition to the Fire House and alsotTie= ereeition of an improved comfort station. 280 • On motion of Councilman Oliver , seconded by Councilman Taylor and unanimously carried the following Resolution was adopted ; • WHEREAS , a contract dated this the 30th day of December 1940 , between the Town of -Leesburg , in Virginia', and T. E. Fisher whereby T. E. Fisher agrees to erect an addition to the fire • - house ans a public comfort station for the sum of 81649 .57 has been presented and read to the Council ; and WHEREAS , the said contract dated December 39 , 1940 , abrogates and supersedes the contract heretpfore entered into between the Toam and the said T. E. Fisher dated December. 24 , 1940: NOW, BE IT RESOLVED , by the Council of the Town of Leesburg , in Virginia , that the said contract dated December 30 , 1940 , be and the same is hereby approved and Lucas D. Phillips , Mayor , is hereby authorized to sign the same dor and in behalf of the Town ofLeesburg , in Virginia , and Louis T . January 13 , 1941 At a -regular meeting of the Mayor and' Town Council of the Town of •Leesburg , inuVirginia held in the Council chamber on Monday , January 13 , 1940 at 7 :30 P. M. , there were -present , Lucas D. Phillips , Mayor ; Louis T. Titus , Recorder and R. M. Flippo , J . T. Rourihane , J . L. Oliver , L. C. Rollins , J . H. Turley and J . D.Taylor , Councilmen . The minutes of meetings herd on December 9th, 10th , 20th i:• 30th , 1940 were read and upon motion duly made , seconded and carried , were approved as read . On motion of Councilman ("liver , seconded by Councilman Fourihane , and unaniicusly carried , the following Resolution was adopted ; • WHEREAS , the Washington & Old Dominion .Railroad •.vhich operates a railroad between ro.sslyn , Virginia , and Purcellville , Virginia , has already curtailed its 'passenger service and has petitioned the State Corporation Commission for permission to discontinue passenger service altogether ; and WHEREAS , it appears that receipts of the Washington & Old Dominion Railroad for freight , express , passenger and mail service is sufficient to enable it to continue to maintain and . operate passenger trains for the benefit of the public between Eosslyn , Virginia , end Purcellville , Virginia ; and WHEREAS , since the Washington & Old Dominion Railroad is deriving a benefit from the operation of trains to convey freight , mail and express , it is only fair that the Washington & Old • Dominion Railroad should assume a slight burden , if such it is , to the people in the community from which it derives said benefit in maintaining reasonable passenger service ; and WHEREAS, the said curtailment of passenger service on the • Washington E. Old Dominion Railroad has already inconvenienced a large number of citizens and. land owners on and near the said railroad and a further curtailment of the said passenger service would further inconvenience the said citizens end land owners :
