On motion of Councilman Fiske , seconded by; Councilman
Oliver and unanimously carrttied the Mayor was requested .to appoint a
committee to investigate the regulation of dogs running at large in
the Town. The Mayor appointed the following sommittee members ;
C. W. Fiske and I . C. Rollins-.
On motion of Councilman Oliver seconded by Councilman
Rollins and unanimously carried the following hesolution was adopted ;
BE IT RESOLVED , by the Council of the Tthwn of Leesburg ,
in Virginia that the Auditor-Treasurer be and he is hereby
authorized and directed tp purchase 2 pair of .trousers for
Sgt. Gill fopm the peptitentiary Industrial Dept .
On motion of Councilman Oliver ,, seconded by Councilman
Turley and unanimously carried there was an Ordinance passed in.
regard to the Organization of the Leesburg Fire Company. A copy of
this Ordinance may be found in the current Ordinance Book.
On motion of Councilman Oliver , seconded by Councilman
Rollins and unanimously carried the following reso]Stion was adopted ;•
BE IT RESOLVED , that the sum of Thirty Five Dollars ($35.00)
be and the same is hereby appropriated for the useof the
delegation from the Town of Leesburg , in Virginia in attenting
the Convention of the League of Virginia Municipalities at
Virginia Beach Virginia on October 12 to 14th 1941 .
There being no further business , on motion duly made ,
seconded and carried , the Council adjomrned at 8 :55 P. -M.

At a regular meeting of the Mayor and Town Council of the
. Town of Leesburg, in Virginia held in the Council Chamber on , Monday
November 10 , 1941 there were present ; Lucas D. Phillipd , Mayor; 11Louis T . Titus , 'Fecorder and C. W. Fiske , F..M. Flippo , L. C .Roljins ,
J.L. Oliver and '-'. H. Turley , Councilmen.
The minuted of the last meeting were read and upon motion duly
made , seconded :and carried were approbed as read.
On motion of councilman Fiske , seconded by councilman Oliver
and tnnanimously 'carried the following Eesolution was adopted :

BL IT RESOLVED; by the -council of the town of Leesburg ,
in Virginia , that Roscoe B.Rhoads be and he is hereby elected and
appointed Auditor-Treasurer of the said town of Leesburg for a
term of two years from September 1 , 1941 , at a salary of 61800.00
annually , payable in monthly installments of 3150.00 each; and
Howard B. Gill is hereby elected and appointed Town Sergeant of
. the said Town of Leesburg for a term of two years from September
.1 , 1941 , at a salary of :1500.00 annually , payable in monthly
onstallments of '012b.007 and Stilson H. Hall is hereby appointed
attorney for the said town of Leesburg for a term of two years.
from September 1 . 1941 , at an annual salary of 6100.00, payable
semi-annually.
On motion of Councilman Turley , seconded by Councilman
Oliver and unanimously carried the following Resolution was adopted ;
WHEREAS , there are six One Thousand Dollar Water Bonds that
have not been paid , and there is enough money in the sinking fund
to retire one One Thousand Dollar Water Bond , and it is anticipated
that there will be deposited in said sinking fund within the next
thirty days enough money to pay off another One Thousand Dollar
Water Bond :
NOW THEREFORE BE IT EESOLVEDm by the Council of the Town of
Leesburg, in Virginia , thay the auditor-Treasurer be and he is

hereby authorized ,to call at once and pay off one of the said
One Thousand Dollar Water Bonds , together with the accrued interest ;
and as soon as enough money has been deposited in said sinking
fund, to pay off another One Thousand Dollar Water Bond and accrued
interest thereon, the said auditor-treasurer is hereby authorized
and directed to call and pay same .
On motion of Councilman Fiske., Seconded by Councilman
Oliver and unanimously carried , an Ordinance was passed requiring
all houses- within 200 feet -of the sewer mains to be connected to the
said main on or before June 1 , 1942. A copy of the said Ordinance may
be found in the current Ordinance book.
' On motion of Councilman Fiske , seconded by gouncilman
Oliver and unanimously carried the Auditor-Treasurer was authorized
and directed to have published in the local newspapers a copy of the
Ordinance requiring connections to the sewer before June 1 , 1942 .
On notion of Councilman Oliver , seconded by Councilman
Turley' and unanimously carried the following Resolution was adopted ;
BE IT RESOLVED, by the Council of the Town of Leesburg, in
Virginia that the Auditor-Treasurer be and he is hereby author-
ized and directed to pay the following bills ; .

At a special meeting of the Mahor and Town Council of the Town
of Leesburg , in Virginia held in the Council Chamber on Wednesday.
December 3, 1941 at 7 :45 P. M. there were present : Lucas D. Phillips ,
Mayor ; Louis T. Titus , Recirder and C. W. Fiske$' -R. M. Flippo , J. L.
Oliver , L. " C.Rollins and J . H. Turley , Councilman. •
The Mayor Stated that the purpose of the meeting was to consider
a resolttion authorizing the Auditor-Treasurer to pay the members of •
the Leesburg Fire Company the annual compensation and to consider
such other business that might be brought before the meetine.
On motion of Councilman Oliver , seconded by Councilman Turley
and unanilously carried , the following Resolution was adopted ;
BE IT RESOLVED, by the Council of the Town of Leesbure ,
in Virginia that Roscoe B. Rhoads , Auditor-Treasurer , be , and
.he is hereby authorized and directed to pay to the members of
the Leesburg Volunteer Fire Company as follows :
