CALL TO ORDER AND ROLL CALL
Vice Chair Bob Youde, Dave Peugh, Bob Giles and Nic Swanson were present. Treasurer Linda
Stokes, Grant Coordinator Carol Coyle and Administrative Assistant Deb Smith were also present.
Vice Chair Youde welcomed member Giles to his first MRA meeting.
CONSENT AGENDA
Member Swanson moved to approve the January 21, 2014 minutes; Member Peugh seconded the
motion; the motion passed.
A letter from US Bank RE: McCall RDA 2007A BOND FD - 2013-12-02 was presented stating the
service fee will change from $1,750.00 to $1,900.00 effective January 1, 2014. The letter was
informational only; no need for board action.
OLD BUSINESS
Ms. Coyle updated the board on the Community Choices for Idaho Grant. She presented a map
(attached as Exhibit 'A') with areas outlined in red that have been identified as the project for the
Community Choices for Idaho Grant.
The proposed project meets the requirements of the funding program well, as it will improve
connectivity, mobility and ADA compliance in the project area. This funding will provide sidewalk
connections, fix the lack of sidewalks on Roosevelt Avenue and Fir Street and also will include the
ADA boat launch ramp.
The application was for $198,000 and the commitment of match from MRA was $200,000. Ms. Coyle
said this put the application in a very competitive category. There were eighty-eight applications
statewide and about twenty applications were awarded. McCall's award was in the small rural
infrastructure category. Ms. Coyle explained that the City is waiting for the state local agreement
from ITD which she believes will come in March. At that time, staff will review the agreement and
provide an update to the MRA Board.
Ms. Coyle also described the other pending grant applications that are related to the sidewalk
project. The City submitted a Waterways Improvement Fund application to the Idaho Department
of Parks and Recreation for replacement of the boat launch ramps at the City launch. The City also
submitted a Public Art and Cultural Facilities grant application to the Idaho Commission on the Arts

for a public art project near Alpine Playhouse. If funded, the implementation of these projects will
be coordinated with the Community Choices project to help reduce construction impacts to local
businesses.
Mr. Swanson asked for clarification regarding matching funds from MRA for these projects. Ms.
Coyle indicated that the only matching funds committed by MRA was the $200,000 for the
Community Choices project.

Linda Stokes presented the MRA cash flow and financials as of January 31, 2014.
