HomeMy Public PortalAbout1941_01_13 280 • On motion of Councilman Oliver , seconded by Councilman Taylor and unanimously carried the following Resolution was adopted ; i:EHEEEAS , a contract dated this the 30th day of December 1940 ; between the Town of -Leesburg , in Virginia, and T. F. Fisher whereby T. E. Fisher agrees to erect an addition to the fire- • house ans a public comfort station for the sum of 81649 .57 has been presented and read to the Council ; and WHEREAS , the said contract dated December 33 , 1940 , abrogates and supersedes the contract heretpfore entered into between the Town and the said T . E. Fisher dated December. 24 , 1940: NOW, BE IT RESOLVED, by the Council of the Town of Leesburg , in Virginia , that the said contract dated December 30 ; 1940 , be and the same is hereby approved and Lucas D. Phillips , L;ayor , is hereby authorized to sign the same i'or and in behalf of the Town ofLeesburg , in Virginia , and Louis T . Titus , Recorder , is hereby authorized to attest same and affix the seal of the Town thereto . • THERE being no further business , on motion duly made , seconded , and carried , the- council adjourned at 7 :45 F. January 13 , 1041 At a regular meeting of the Mayor and' Town Council of the Town of •Leesburg , inr'Virginia held in the Council chamber on Monday , January 13 , 1940 at 7 :30 P. M. , there were -present , Lucas D. Phillips , Mayor ; Louis T. Titus , Recorder and R. M. Flippo , J . T. Hourihane, J . L. Oliver , L. C. P.oll•ins , J . H. Turley and J . D.Taylor , Councilmen . The minutes of meetings held on December 9th, 10th , 20th & 30th, 1940 were read and upon motion duly made , seconded and carried , were approved as read . On motion of Councilman Oliver , seconded by Councilman Eou2'ihane , and unani&ouely carried , the following Resolution was adopted ; WHEREAS , the Washington i. Old Dominion . :ailroad which operates a railroad between Rosslyn , Virginia ; and Purcellville , Virginia , has already curtailed its yassenger service and has • petitioned the State Corporat ;on Commission for permission to discontinue passenger service altogether ; and WHEREAS , it appears that receipts of the Washington & Old Dominion Railroad for freight , express , passenger and mail service is sufficient to enable it to continue to maintain and - operate passenger trains for the benefit of the public between Rosslyn , Virginia , and Purcellville , Virginia ; and WHEREAS , since the Washington & Old Dominion Railroad is deriving a benefit from the operation of trains to convey freight , mail and expres : , it is only fair that the iWas) ington & Old Dominion Railroad should assume a slight burden , if such it is , to the people in the community from which it derives said benefit in maintaining reasonable passenger service ; and WHEREAS, the said curtailment of passenger service on the Washington & Old Dominion Railroad has already inconvenienced a large number of citizens and land owners on and near the said railroad and a further curtailment of the said passenger service would further inconvenience the said citizens and land owners : 2 81_ • NQZI, THEFEFO?E , Be it Unanimously Resolved , by the Council of the Town of Leesburg , in Virginia , that the State Corporation Commission be and the same is hereby requested to reject the petition of the Washington &. Old Dominion Railroad to discontinue passenger service ; that the Washington & Old Dominion Railroad be required to continue the said passenger- service ; and that , if possible, the Washington & Old Dominion Railroad be required torestore the passenger service that it has recently failed to render as compared with the service it rendered a few years apo . BE IT FURTHER.- UNANIMOUSLY RESOLVED, by the Council of the ' • said Town that it is the consensus of opinion of this body that thefailure. of the Washington & Old Dominion Railroad to receive more receipts from passenger service has been largely due to the failure of the said railroad to render reasonable service and to keep its equipment- up to date and that if the said railroad made a real effort to render a passenger service and keep its equipment up to date that the receipts derived from passenger service would be increased . BE IT FUETHEE 011WIMOUSLY RESOLVED , by the said Council , that a copy of this resolution be transmitted to each of the three members of the State Corporation Commission. The Auditor-Treasurer read his monthly statement for the month of December 1940 and also his Quarterly report dor the quarter ending December 31 , 1940 . • Upon motion of Councilman Oliver , seconded by Councilman Flippo and unanimously carried the following Resolution was adopted ; WHEREAS , the Auditor-Treasurer has this day presented to the Council of the Town of Leesburg . in Virginia , a quarterly . • statement of all receipts and an analysis of all disbursements for the months of October , :'ovember and. December 1940 ; NOW, THEREFORE , BE IT RESOLVED , by the Council of the Town of Leesburg in Virginia , that the said quarterly report of the Auditor-Treasurer be and the same is hereby unanimously approved and accepted by the said Council. • BE IT FURTHER FESOLBED , by the said Council that the Auditor-Treasurer be and he is hereby authorized , and directed to have a copy of the said Quarterly report published once in a newspa.cer , published in Said town and also post a copy of the said quarterly report in front of the courthouse in the said tov.ti . On motion duly made , seconded and carried the Auditor- Treasurer was authorized to call for bids on furnishing and installing dounspout on the town hall building . • On motion of Councilman Oliver , seconded by Councilman Turley and unanimously carried , the Council pass=ed an Ordinancce concerning dogs being allowed to run at large etc . a copy of which will be found in the current Ordinance Bool:. There being no further business , on motion duly wade , seconded and carried , the council adjourned at 8 :23 F. M.
