March 17 ,1941 At a Special meeting of the Mayor and Town Council of the Town of Leesburg , in Virginia Held in the Council Chamber on Monday , March 17, 1941 at 7 :30 P. M. called for the ' purpose of giving any tax-payer or citizen the right to appear to state his views on the proposed budget , pursuant to a Resolution passed on February 10th 1941, there were present; Lucas D. Phillips , . Mayor ; Louis T. Titus , IIRecorder and J. L. Oliver , J. D. Taylor and J. H. Turley , Councilmen. There being nocone present to state his views on the proposed budget the meeting was adjourned at 7 :40 after motion duly made , seconded and carried. M. , there were present ; Lucas D. Phillips ; Mayor ; Louis T. Titus , Recorder and R. M. Flippo , J. T. Hourihane , J . L. Oliver , L. C. .Rollins , J. D. Taylor and J. H. Turley , Councilmen. IIThe minutes of the last regular meeting held on March 10 , 1941 and ' the minutes of a special meeting held on March 17th , 1941 were read , and upon motion duly made , seconded and carried , were approved as rea&. . On motion of Councilman Flippo , seconded by Councilman Taylor and unanimously carried , an Ordinance was passed rescinding Section 23 of the Tax Ordiljance, regarding merchants licenses and reordaining same to conform with existing conditions. A copy of this Ordinance may be found in the current Ordinance book. The Auditor-Treasurer read his monthly statement4for the month of March 1940 . . The Auditor-Treasurer read his Quarterly statement for the quarter ending March 31, 1941 and upon motion of Councilman Oliver , seconded by CouncilmanFlippo . and unanimously carried the following Resolution was adthpted ; -WHEREAS , the Auditor-Treasurer has this day presented to the Council of The Town of Leesburg , inn Virginia , a querterly statement of all receipts and an analysis of all disbursements for the months of Janpary , February and March 1941 ; . NOW , THEREFORE , BE IT RESOLVED? by the Council of the Town of Leesburg; in Virginia , that the ,Said quarterly report of the Auditor-Treasurer be and the same is hereby unanimously approved and accepted by the said Council . . • BE IT FURTHER RESOLVED, by the said Council that the Auditor-Treasurer be and he is hereby authorized , and directed to have a copy of the said Quarterly report published once in . a newspaper , published in said. town and also post a copy of the said quarterly report in front of the courthouse in the slid town . 286 The Auditor-Treasurer presented the current bills and upon motion of Councilman Taylor and seconded by Councilman Oliver add unanimously carried the following Resolution was adopted ; . • Be It Resolved ; by the Council of the Town of Leesburg , in Virginia that the Auditor Treasurer be and he ts hereby • authorized and instructed to pay the following bills; Virginia Publie Service Company . T.Hirst Inc. 12.60 Gill ' s Radio & Electric Service - - - - 1.20 Leesburg Grain & Feed Co. 4.55 • 3 511.86 The bill of McDonald & Jenkins for service to the Fire Company' s ' Ambulance was laid on the table . On motion of Councilman Oliver , seconded by Councilman Taylor and unanimously carried the following Resolption was adopted ; . BE IT RESOLVED , by the Council of the gown of Leesburg , in Virginia that the Auditor-Treasurer be and he is hereby authorized and directed .to purchase four ( 4) shirts for -each of the fe?gular police officers. On motion of Councilman Taylor and seconded by Councilman Flippo , and unanimously carried , the Town Hall Committee was authorized to have the door at the rear of the fire house bricked up and the following Resolution was adopted : BE IT RESOLVED, by the council of the Town of Leesbuggw in Virginia that the Town hall Committee be and it is hereby authorized and instructed to have the double doors at the rear of "a the fire house bricked up. . Mr. J. Austin Wright appeared and asked that his wages be increased from 018.00 per week to 520.00 per week. • . On,motion of Councilman Flippo seconded by Councilman Oliver , and 'unanimously carried the matter of a wage increasewas laid on the table . On Motion of Councilman Oliver , seconded by Counc&lman Flippo and unanimously carried , the following.
