., JUNE 17, 1941 SPECIAL
At a Special meeting of the Mayor and Town Council of the
Town of Leesburg , in• Virginia held in the Council Chamber on Monday ,
June 16th 1941 at 7 :30 P. M. there were oresent ; Lucas D. Phillips ,
Mayor; and R. M. Flippo , J. T. Houriktgne , J. L. Oliver , J. D. Taylor,
L. C. Rollins. & J. H. Turley :
•
The Mayor State d that the purpose of the meeting was to
consider and adopt or reject a Resolution regarding the payment of
IIthe one third of the National Bank Stock Tax for Schools to the
Treasurer of Loudoun County and to consider- any other business that
might be properly brought before the meeting.
On motion of Councilman Ol w er seconded by Councilman
CIipro and unanimously carried• hhe following Resolution was
adopted;. *
• ' WHEREAS , it appears that the act of the- General Aseembly of
Virginia, approved March 24 , 1926 , reported in the 1926 "Acts of
.Assembly" of Virginia at pages 520 and 521 ii unconstitutional
and void; and • -
4HEF.EAS , the said act requires the Treasurer of the Town of
Leesburg to' pay to the Treasurer 'of Loudoun Count$, Virginia , -
wothin 10 days from the date Bank Stock taxes are collected •
one-third of the amount collected ; and
•
WHEREAS ,. if said act is constitutional , the Town now owes
' the said •County the sum of, $1153.45 on Bank. stock taxes
collected during the year of 1941 : .

NOW; THEREFORE , Be It Unanimously Resolved by the Council
'of the Town- of Leesburg , in Virginia , that the Auditor-Treasurer,
• be and he is hereby requested and directed not to pay to the

Treasurer of Loudoun County the said sum of $1153.45 until he is
authorized to do so by the said Council.

Be it further RESOLVED that the Recorder be and he is'
hereby authorized and directed to transmit a certified- copy
. of this Resolution to the Treasurer of Loudoun County , Virginia.
There being no further business , on motion duly made ,
seconded and carried , the Council adjourned- '

At a regular meeting of the Mayor and Town . Council of the
Town of Leesburg , in Virginia held in the Council Chamber on Monday
July 14 , 1941 at 8 : . P. M. there were present; Lucas D. Phillips ,
II Mayor ; : Louis
T. Titus, Recorder; and -R.M. Flippo , J . . T.Hourihane ,
J . L. Oliver , L. C. Rollins , J . D. Taylor and J. H.Turley , . Councilmen.
The Minu$es of a special meetinghheld on Jujj.6 16th 1941 and
those of the last, regular meeting held on June 11 . 1941 were read
and upon motion duly made , secpnded and carried , were approved as read .
On motion of Councilman Turley, seconded by Councilman
Flippo and unanimously carried- the following -Resolution was - adopted;
• BE IT RESOLVED, by the Council of the Town of Leesburg , in
Virginia , that beginning as of May let , 1941 , the salary of
Raymond Hough, who is employed by the Town to operate the water
works and disposal plant , be and the same is set at One Hundred
Ten Dollars ($110.00) per month and he shall be paid monthly.

The • bids for the hauling of- slops •and garbage having been
previously called for were presented to the council. The only bid
being. that of Thomas S. Alexander . .
Upon motion of Councilman Turley , seconded- by Councilman .
Rollins and unanimously carried the following Resolution was adopted ;
•
. WHEREAS , Thomas S. Alexander submitted the only bid for
hauling slop for Forty Dollars ($40.00 ) per month, beginning
July °1, 1941 and ending June 30 , 1942 :

NOW, THEREFORE, BE IT RESOLVED , by the Council of the
Town of Leesburg, in Virginia , that the contract for- hauling
slop from the Town of Leesburg , be and the same is hereby
awarded the said Thomas S. Alexander, provided he renews the
written agreement between him and the Town with the same
provisions for the precedine year beginning July 1 , 1940 , after
same has been drafted and approved by Stilson H. Hall,, Town
Attorney; and upon-surety to be approved- by Lucas-D. Phillips,,
Mayor. •

BE IT FURTHER RESOLVED, that Lucas D.Phillips,, Mayor,be
and he is hereby authorized to sign- said contract for and on
behalf of the Town.

The report of the Judges of the Municipal Election held
on June 10, 1941 was presented to the Town and upon motion of
Councilman Oliver, seconded by--Councilman Hourihane and unanimously
carried, the followinkj'iiesolution was adApted;•
WHEREAS , H. C. T.Ewing , Jack Grimes , and Margaret F. Garrett ,
Judges mf 'the Town Election held on June 10, 1941 , have certified
That Lucas D. Phillips , received 162 votes for Mayor ;. Louis T.
Titus recei.ved' '158 votes for Recorder ; Joseph L. Oliver
received 138 votes for Councilman ; C. R. Lytle received 115
votes for Councilman ; Roy M. Flippo received 153 Votes for
Councilman ; L. C. Rollins received 144 votes for Councilman ;
Joseph H. Turley received. 149 votes for Cou4cilman ; John T.
• Hourihane received 137 votes for Councilman ; and C.- W. Fiske
received 146 votes for Councilman ; and
WHEREAS , it .appears from the report of the said Judges of
Election that- all of the candidates , except C. R. Lytle-, were
elected to the respective off ices for which they were -candidates :
NOW , THEREFORE, BE IT RESOLVED by the Council of the Town
of Leesburg, in Virginia, that the following persons be and
they are hereby declared to have been duly elected for the
term beginning September 1 , 1941 , and ending August 31 , 1943;
Lucas D. Phillips , Mayor; Louis T. Titus , Recorder ; and Joseph
L. Oliver , Roy M. Flippo , L. C. Rollins , Joseph H. Turley , John
T. Hourihane and C. W. Fiske, Councilmen .
The Auditor-Treasurer read his monthly report for the
month of-June 1941 , his quarterly report for the quarter ending "
June 30 , -1941 and- also his. annual statement for the year ending
Anne 30 . 1941 , and upon motion of Councilman Flippo , seconded by .
Councilman Oliver, and, unanimously carried the following Resolution
was adopted ; . 11.. -- .
• WHEREAS , the Auditor-Treasurer has this day presented to
the Council of the Town of Leesburg ; in Virginia , a quarterly
statement- of all receipts and an- analysis of all disbursements
for the months of, April , May and June 1941 ;
NOW , 'THERSFORE, BE IT RESOLVED, by the Council of the Town - _
of Leesburg , in Virginia that the said quarterly report of the
Auditor--Treasurer -be- and the same is hereby unanimously approved
and accepted by the said Council. -
BE IT FURTHWE RESOLVED, by the said Council that . the
Auditor-Treasurer be and he is hereby authorized and directed
to have a copy of the said quarterly report published once

in a newspaper published in said town .and also post a copy of
said quarterly report in front of-the courthouse in the said town.
. The. Auditor-Treasurer presented the current bills. and upon
motion of Councilman Oliver , seconded by Councilman Hourihane and
unanimously carried the following Resolution was -adopted;
BE IT RESOLVED , by the Council of the Town 6± Leesburg , in

and instructed' to pay the following hills;

Mr. Steve Savopolous appeared in the interest of having
a change made in the license tax on restaurants. There was some
discussion of the matter but no action was taken du to the fact that
. the licenses are already due but agreed to considere' the matter before
said licenses would be due again.
On motion of Councilman Oliver , seconded by Councilman
IIHourihane- and mnanimously carried the following Resolution was adopted ;
. BE IT RESOLVED by the Council of the 'loam of Leesburg, in
Virgins that the Auditor-Treasurer be and he is hereby authorized
and instructed to purchase two ( 2) pair pf trousers for Mr.
Robert Atwell , night watchman.. -
• There being no further business , on-motion duly made,
seconded and carried the council adjourned at. 9' P..- 2'3.
