F. Coleman of $113.00 for the installation of a sink and closet on the seconde floor of the town hall , be accepted and the contract for the work awarded to the said H. F. April 13 , 1942 At a regular meeting of the Mayor and Town Council of the town of Leesburg, in Virginia held in the Council Chamber on Monday April 13, 1942 at 8 F. M. there ware present ; Lucas D. Phillips , Mayor ; Louis T . Titus , Recorder and E. W. Fiske , F. M. Flippo , 4. T . Hourihane , •J . L. Oliver , L. -C. Minns and J. H.''urley , councilmen . _ The minutes of the last regular meeting held on March 9 , 1942 . were read and upon motion duly made , secobded and carried were approved as read: On motion of Councilman Turley , seconded by Councilman Flippo and unanimously carried the following Resolution was adopted; WHEREAS , the Circuit Court of Loudoun County , Virginia II has dismissed the suit of the "Town of Leesburg , in Virginia , a body corporate , vs . the Loudoun County School Board , a body corporate and Loudoun County , Virginia , a body corporate" ; and WHEREAS , the Council believes that the said suit should be appealed to the Supreme Court of Appeals of Virginia for the purpose 'of having the issues in said suit ruled on by the said court of Appeals : BE IT RESOLVED, by the Council of the Town of Leesburg , in Virginia , that Stilson E. Hall , •TOwn Attorney, be and he is , hereby authorized and directed to do what ever is necessary to appeal the said suit to the Supreme Court of Appeals of VirginAa and prosecute same in said court ; and the Auditor-Treasurer. is authorized and directed to draw such checks as may be necessary tp pay the expenses incidental to the prosecution of • 310 • said suit on appeal; and Lucas D. Phillips , _'.ayor , is Authorized on behalf of the tom to sign such papers as may be necessary for the prosecution of said appeal. On motion of Councilman Fiske , seconded by Councilman Oliver and unanimously carriedtthe following Drd•inahoenwas-passed';d ; BE IT. ORDAINED, by the Council of the Town of Leesburg , in Virginia , that -the Sinking Fund , the Firemen 's Equipment Fund , and the P. W. A. Debt Fund , be and they are , hereby abolished. _ This Ordinance shall be effective as of July 1 , 1942 . The Auditor-Treasurer read his monthly report dor the Month of March 1942 and also his Quarterly statement for the quarter ending March 311 1942 and upon motion of Councilman Oliver , seconded by Councilman Hourihane and unanimously carried the following Resolution was adopted ; WHEREAS , the Auditor-Treasurer has this day presented to • the Council of the Town of Leesburg , in Virginia , a quarterly syatement of all receipts and an analysis of all disbursements for the months of January , February and March, 1942 ; NOW, THEREFORE , BR TT RESOLVED, by the Council of -the Town of Leesburg , in Virginia , that the sada quarterly report of the Auditor-Treasurer be and the same is hereby unanimously • approved and accepted by the said Council . BE IT FURTHER RESOLVED, by the said Council that the Auditor-Treasurer be 'and he is hereby authorized and directed to have a copy of the said quarterly report published once in a newspaper published in said town and also pest a copy of said quarterly report in front of the Court House in the said town. Alexander Sheriff - - - - - - 79.75 Total 1 ,135.24 • iii l • - The Auditor-Treasurer read the proposed_ budget for the fiscal year beginning July 1 , 1942 and ending June 30 , 1943 , as • prepared by the finance committee and upon motion of Councilman Oliver , seconded "by Councilman Fiske and unanimously the following Eesolmtion was- adopted ; - • WHEREAS , the Auditor-Treasurer has this day presented to the Council a budget showing annual receipts and dis- ' bursements for the year 1941- and am estimated receipts and disbursements for the fiscal year beginning July 1 , 1942 and ending June 30 , 1942 : • NOW, . THEREFORE , BE IT RESOLVED, by the Council of the • Town cf Leesburg , in Virginia that the Auditor-Treasurer be and he is hereby instructed and authorized to have the aforesaid budget published once in a newspaper published in the said town . . BE IT FURTHER. RESOLVED , by the said Council of the Town • of Leesburg , in Virginia that there will be a meeting of the • said Council in the Council Chamber of the Town Hall Building • in the Town of Leesburg , Virginia at 8 P. M. on Friday Hay 1st - 1942 fur the purpose of giving andicitizen of the Town the right to appear before the Council- and state his views on the aforesaid proposed budget . . BE IT FURTHER RESOLVED, bythe said Council that due notice be ptblished once in a newspaper published in the Town of Leesburg. Mr. C.. S. Reed , G. E. Warner and L. T. Fry appeared before . the Council. as a committee from the Leesburg Fire Company to ascertain what the Council expects the Fire Company to do about going. to out of Town Fires. After some discussion of the matter it was agreed to accept an invitation of the Leesburg Fire Company to meet with them at their next regular meeting and have a further discussion • of the matter of out of town fires being attended by said Company in en endeavor to have some definite understanding as to what. should be done to protect rural property. May 1, 1942 At a special meeting of the Mayor and Town Council of the Town of Leesburg, in Virginia held in the Council Chamber on Friday, May 1, 1942 at 8:P. M. there were present; Lucas D. Phil;ips , Mayor; and C . W . flske and L. C . Rollins ; Councilmen and Roscoe B . Rhoads, Auditor-Treasurer . . The purpose of the meeting was to allow any citizen to present their views on the proposed budget for the fiscal year Beginning July 1, .1942 and ending June 30 , 1943.
